The problem with that, you cant debate the amendments, therefore its not going to have much traction with the american people. if you put tort reform in as the amendment you dont have any time to talk about it. youre just going to vote up or down. now, what the parliamentarian can do because reconciliation has certain rules -- you limit debate to 20 hours. but you can only put in this al put in this reconciliation package things that have physical or money or taxes or spending implications. so y...
