Das Verursacherprinzip werde in der Umweltpolitik der EU zwar generell berücksichtigt, es decke jedoch noch nicht alle Bereiche ab. Außerdem werde es in den einzelnen Bereichen und den einzelnen Mitgliedstaaten uneinheitlich angewandt. Deshalb müssten für Sanierungsmaßnahmen immer wieder die Steuerzahler und nicht die Verursacher der Schäden aufkommen.
