US President Joe Biden has reversed a ban on federal funds going to international aid groups that perform or inform about abortions.
He said the ending of the so-called Mexico City Policy reverses former President Trump s attack on women s health access .
The memo orders a review of a Trump-era policy blocking funding for US clinics that offer abortion referrals as well.
Mr Biden also signed an edict expanding the Obamacare insurance programme. I m not initiating any new law, any new aspect of the law, he said in the White House Oval Office on Thursday, responding to criticism that he was governing by executive order, rather than congressional legislations.
Abstract
Biosafety Level 4 labs are in the spotlight as speculation swirls that Covid-19 may have emerged from such a facility in either China or the US. In the US, the mass proliferation of high-containment germ labs since 9/11, and its track record of safety lapses, remains a concern with the renewed interest in the field of biodefense. In light of past accidents of anthrax leaks in US labs and SARS leak in Chinese labs, there needs to be improved regulation and governance of germ labs in order to mitigate rising risks of accidents that threaten public health, redress safety lapse providing easy access of pathogens by terrorists, and prevent a biodefense arms race.

Key Points
President Biden’s Day One Executive Order on climate action reconvenes an interagency working group to establish interim and final social costs of three GHGs: carbon dioxide, nitrous oxide and methane.
The social costs of these GHGs seek to quantify the negative externalities on an annual basis of a ton of these emissions.
The Biden administration will use the updated social cost figures to inform federal regulations and major agency actions and to justify aggressive climate action as the United States evolves toward a “100% clean energy” economy with net-zero GHG emissions.
President Biden’s resurrection of a relatively recondite cross-agency group charged with quantifying the nation’s contribution to climate change the Interagency Working Group on the Social Cost of Greenhouse Gases (GHG) (Working Group) ultimately may have the greatest impact across the federal government as the Biden administration pursues its climate goals. The
Biden Administration issued a memorandum to all agencies announcing a regulatory freeze, applying to number of rules, including those rules that have been published in the Federal Register such as the new Stark Law and Anti-Kickback Statute final rules.

Materials for conducting a sexual assault examination are prepared for the next rape survivor at the Solace Center in Raleigh.
Editor’s note: This article is Part 2 of a two-part investigative series.
For years, if sexual assault survivors in Cumberland County sought care, they could count on going to Cape Fear Valley Medical Center in Fayetteville, where the hospital’s highly trained and certified sexual assault nurse examiners would provide treatment and gather the forensic evidence needed for law enforcement to build a criminal case against their attacker.
About a year ago, advocates for sexual assault survivors noticed a staffing change, said Deanne Gerdes, executive director of Rape Crisis of Cumberland County.
