On Feb. 6. 26-year-old Kevin Jiang was shot dead on a street in New Haven, Connecticut, according to an application for an arrest warrant filed earlier this month by an officer with the Mansfield Police Department. The New Haven Police Department confirmed to ABC News Saturday that they obtained an arrest warrant for Pan, 29, and he remains at large.
