Interim Guidance for Fully Vaccinated Individuals:
Applicability and Enforcement of Mask, Face Covering and Face Shield Guidance and Physical Distancing Requirements in Public Settings
Applicability: This guidance applies statewide to:
• Fully vaccinated individuals in Oregon regarding requirements to wear masks, face
coverings and face shields and physically distance; and
• Places of employment, businesses, faith institutions, and other settings subject to current state guidance regarding mask, face covering and face shield requirements and physical distancing requirements. This guidance adjusts the applicability and enforcement of current state guidance for fully vaccinated individuals.

SALEM, Ore. (KTVZ) Gov. Kate Brown announced Tuesday afternoon that Benton, Deschutes, Hood River, Lincoln, and Washington counties are leading the state in vaccinating their residents to protect them against COVID-19, and are eligible to move to the Lower Risk level in the state’s risk level framework on Friday.
As of Monday, all five counties had vaccinated over 65% of residents 16 or older with at least one dose. (Preliminary data posted by the Oregon Health Authority on Monday did not include federal vaccine doses administered in counties.) All five counties have also submitted equity plans to OHA.

The Oregon Health Authority on Tuesday reported four COVID-19 deaths and 484 new cases as Gov. Kate Brown announced five counties can ease various restrictions because of high vaccination rates.
Benton, Deschutes, Hood River, Lincoln and Washington counties have at least partially vaccinated 65% of residents 16 and older, according to the state. Reaching that benchmark, combined with writing plans to ensure equity in vaccinations, gives counties the green light to ease restrictions on businesses and gathering sizes.
