House launches plenary debates on Charter change; proponents optimistic of support

Alfredo Garbin Jr. , chairman of the House  Committee on Constitutional Amendments, stressed significance of passing Resolution of Both Houses No. 2  that seeks to amend economic provisions of the Charter. RBH No. 2 is authored by Speaker Lord Allan Velasco. Garbin was joined by Albay Rep. Joey Sarte-Salceda, chairman of the House Committee on Ways and Means , and Deputy Minority Leader and Marikina City Rep. Stella Luz Quimbo in delivering sponsorship speeches batting for the adoption of the measure. In his sponsorship speech, Garbin argued that “it is wise for Congress to amend the Constitution by adding the phrase ‘unless otherwise provided by law’ in order to give the government enough flexibility to consider different circumstances prevailing at different stages our road to economic development before formulating policies that should be time bound.”

Press Release Committee on Constitutional Amendments and Revision of Laws Thank you Mr. Chairman. Thank you for allowing us to have an opening statement. I indeed prepared an opening statement and I d like to thank the committee for allowing the public hearing of our resolution and the resolution filed by Sen. Lacson yesterday. This is my opening statement which I prepared. We, the sovereign Filipino people - the Preamble of the 1987 Constitution starts with these five words. As a vision for the succeeding provisions of the fundamental law of our land, this phrase we, the sovereign Filipino people does not only put forth the direction for our Constitution, it also affirms our identity as a citizenry.

Garbin insists time is ripe for Cha-Cha talks

The hearing features the continuation of the talks on Resolution of Both Houses (RBH) No. 2 filed by Speaker Lord Allan Velasco. “Maraming nagtatanong, timing ba ang pag-propose ng amendments sa ating Konstitusyon (Many are asking, is it good timing to propose amendments to our Constitution)? I always say that it is always the right time to do the right thing. I think this is the right time to propose these amendments to the Constitution,” he said. “Kung hindi ngayon, kailan (If not now, when)?” the panel chair asked.
