According to an official policy paper, the plans would cost over £450milllion and within the paper proposals are made that the police should be given access to health data for the first time to halt lockdown breaches.
These changes to the self-isolation support scheme were drawn up by Matt s team and is expected to be considered by the Government s official operations comittee, who are set to meet this Friday.
Reportedly, another recommendation calls for the ending of the £500 one-off payment made to close contacts of the infected and instead roll out self-testing across the UK.
This would be done in the hope that those who test negative can head back to work.
The deadline for applications for the £100m Zoo Animals Fund, which opened for applications on 3 August 2020, has been extended until 28 May 2021.
The fund provides funding for zoos and aquariums which need additional support in caring for their animals following a drop in income caused by the coronavirus pandemic.
Zoos and aquariums which are facing severe financial difficulties as a result of the pandemic can apply for government grants of up to £730,000 to pay for animal welfare related costs and essential maintenance.
Animal Welfare Minister Lord Goldsmith said:
I recognise that this has been an extremely tough time for the sector, and I would like to extend my thanks to all of those who have worked so hard in recent months to maintain animal welfare. We remain committed to ensuring the sector can deliver the best possible care for its animals.

Three quarters of applications for a £500 discretionary grant, which aims to help those on low incomes self-isolate, have been rejected, figures suggest.
Employed or self-employed people in England who do not qualify for the Test and Trace Support Payment because they do not receive benefits can apply.
Data obtained by Labour and shared with BBC Newsnight suggests just 12,069 of 49,877 applications were successful.
The government said it was assessing how the scheme is supporting people.
The cumulative figures obtained by Labour suggest that between October and December last year, 35,252 applications to local authorities in England for the discretionary part of the test and trace support payment scheme were rejected, while 12,069 were granted.
