Garcia: Rep. Castro shocked at how bad S.A. public entities are at diversity contracting

A few months ago, Joaquin Castro began contacting representatives from the public entities of San Antonio.
The five-term Democratic congressman requested data that would show how well each of these entities are doing when it comes to awarding contracts to minority- and women-owned businesses.
Castro was stunned by what he found.
In a city that is 64 percent Latino and has a minority population of more than 75 percent, it was hard to find a public entity that awards even 20 percent of its contracts to minority or women-owned firms.
