A Winter Weather Advisory is in effect from 1 p.m. December 30 to 4 a.m. December 31 for Broome, Chenango, Cortland, Tompkins and Delaware Counties in New York and Susquehanna and Northern Wayne Counties in Pennsylvania.
Forecasters say a good chance of snow, sleet and freezing rain in the afternoon and overnight with winds gusting up to 30 miles an hour could make for difficult driving and walking conditions.
The Weather Service says total snow accumulations could reach up to an inch along with a glaze of ice. Two to three inches of snow are possible over Oneida County.

Syracuse, N.Y. First, flooding rains arrived on Christmas Eve. Now a messy mix of ice and rain is headed for Upstate New York just in time for New Year’s Eve and New Year’s Day.
It looks like Santa Claus will want to cover his red velvet overcoat with a rain poncho.
Many areas of New York state are looking at rainy conditions Christmas Eve before temperatures fall overnight, changing the rain to snow for Christmas Day. How much snow will vary widely by region, said Phillip Pandolfo, a meteorologist with the National Weather Service in Buffalo.
No white Christmas in Utica
Christmas Eve will be in the 50s in Oneida and Herkimer counties with fairly strong winds, said Adam Gill, a meteorologist with the National Weather Service in Binghamton. Rain will start in the late morning, getting heavier overnight with 1 to 1.5 inches falling from evening into Christmas morning, he said.
