In Executive Order No. 137, President Duterte has institutionalized the Aid and Humanitarian Operations Nationwide (AHON) Convergence Program “as a platform for an enhanced and unified delivery of social amelioration services.” The same order created an inter-agency committee to coordinate the aid operations as well as establish a database of beneficiaries.
The President’s order noted that the country remained vulnerable to the impact of climate change such as extreme weather events. The country is also currently placed under a state of public health emergency due to the coronavirus pandemic.
“There is a need to accelerate and harmonize aid and humanitarian assistance provided by the National Government to the most affected and vulnerable sectors and communities, enhanced agency coordination in the distribution thereof,” the order read.

Metro Manila (CNN Philippines, May 25) - President Rodrigo Duterte has signed an executive order institutionalizing a system that will accelerate and harmonize the distribution of aid and humanitarian operations during disasters and emergencies.
Executive Order No. 137 institutionalizes the Aid and Humanitarian Operations Nationwide (AHON) Convergence Program for an enhanced and unified delivery of social amelioration services.
The component programs of AHON, which will be implemented by various government agencies, include:
- Food and non-food relief items
- Livelihood assistance and/or interventions
- Educational assistance
- Infrastructure for preparedness and rehabilitation

108 Malasakit Centers continue to provide convenient access to medical assistance nationwide as Bong Go lauds latest launch in Apayao
While helping the government address the COVID-19 pandemic and strengthen the health care system amid the ongoing health crisis, Senator Christopher Bong Go also remains focused on achieving his vision of providing convenient access to health services nationwide.
He recently virtually attended the launch of the country s 108th Malasakit Center at the Conner District Hospital in Conner, Apayao on Friday, May 7. This is the fifth Malasakit Center in the Cordillera Administrative Region and the second in the province, the other being at the Far North General Hospital and Training Center in Luna town. The 107th Malasakit Center was also launched at the Luis Hora Memorial Regional Hospital in Bauko, Mountain Province on the same day.
