Grants provided by foreign private organizations to sway the framing of Philippine policies and regulations are in violation of the Constitution and represent an assault on the country’s sovereignty, according to two lawmakers.
This was the sentiment of Ilocos Sur 1st district Representative Deputy Speaker Deogracias Victor Savellano and Representative Jericho Nograles during a Congressional hearing on the Food and Drug Administration’s (FDA) receipt of foreign money to fund the crafting of regulations for non-combustible alternatives to cigarettes.
“I called for this investigation to find out the truth. Did the FDA issue specific and pre-defined policies on e-cigarettes and HTPs in exchange for funding from foreign private organizations?” Savellano said.

MAYORS in Manila, the capital and nearby cities want the government to impose a flexible modified enhanced community quarantine starting next month, as they try to lessen the effects of the lockdown on the economy.
The two-week hybrid lockdown would allow more economic activities while keeping border controls and enforcing shortened curfew hours, Metropolitan Manila Development Authority (MMDA) Chairman Benjamin de Castro Abalos, Jr. said on Wednesday.
The mayors made the suggestion, which also sought to adjust curfew hours to 10 p.m. to 4 a.m., during a meeting with members of an inter-agency task force handling the state’s coronavirus pandemic response on Tuesday night.

Galvez, vaccine czar and chief implementer of the National Task Force (NTF) Against COVID-19, said this can be achieved in the latter part of the year once the supply of COVID-19 vaccines gets ramped up with the arrival of the bulk of the government-procured jabs.
But as early as now, Galvez said the Metropolitan Manila Development Authority (MMDA) has teamed up with big business establishments such as the Jollibee Foods Corp., McDonald’s Philippines, and Ayala Healthcare Holdings, Inc. to conduct simulation exercises in anticipation of a true -blue mass vaccination.
