City man charged in two separate disturbances
Brandon Hipple’s voice was so loud that it “could be heard echoing off the houses throughout the entire 1000 block of Baldwin Street,” according to an affidavit filed by city Patrolman Thomas Bortz.
Officers were dispatched to Hipple’s home at 1027 Baldwin St. about 1:30 a.m. on Jan. 14 after two neighbors were awakened by Hipple “yelling at the top of his lungs,” Bortz said police were told.
This had been going on for more than three hours beginning the night before, the officer said.
Hipple, 29, came out of his house and threatened to “commit crimes of violence” towards his neighbors, Bortz alleged in court papers.

OSWEGATCHIE – Two people are jailed without bail after city police say they found several ounces of narcotics while searching their vehicle.
On Friday, April 30, city police say their Narcotics Enforcement Unit conducted a traffic stop on State Highway 812 in the Town of Oswegatchie.
Troche
A police K9 sniffed the exterior of the vehicle, and as a result of that, detectives say they found eight ounces of crack cocaine and over $12,000 in U.S. currency.
That led to Thomas Troche, 34, of Brooklyn, and Harry Martinez, 44, Bronx being charged with first-degree criminal possession of a controlled substance, police said.
Six charged in separate drug cases
Upon entering David Lopez’s city apartment at 1037 Dewey Ave. with a search warrant on April 27, members of the county’s Narcotics Enforcement Unit (NEU) discovered packaged crack cocaine in a safe, a dresser and a bedroom closet, according to an affidavit filed at Frey’s office.
Also in the safe was a stolen handgun, investigators said, adding that Lopez, 28, had on him an estimated $3,000 of suspected drug money and two cellphones, one a girlfriend told police was his “drug work phone,” court records stated.
An estimated two ounces of crack cocaine was seized at the scene. Following his arraignment hours later before District Judge Christian Frey on charges of possession with intent to deliver a controlled substance, illegal possession of a firearm and felony receiving stolen property, Lopez was committed to the Lycoming County Prison in lieu of $150,000 bail.
Three face drug charges in separate cases
Alleged cocaine dealer Donte Outland was taken into custody and incarcerated on felony drug and firearms charges following a vehicle stop on Interstate 180 on the afternoon of March 11, city police said.
There was some tense moments when Outland, 27, of Lock Haven, admitted he had a weapon him.
“Gun,” one officer yelled at another as efforts were made to restrain Outland, a passenger in a vehicle that was stopped near the Route 15 North interchange. Outland made several attempts to pull his hands and arms back as the officers pulled him out of the car, according to an affidavit. Once Outland was handcuffed, police retrieved a loaded handgun from his waistband. The serial number of the weapon had been removed.
