ALBANY The Biden administration, as it promotes a proposed $2 trillion infrastructure program, says its plan to raze some urban roadways is also about tearing down the bigotry that factored into their construction. There is racism physically built into some of our highways, and that’s why the jobs plan has specifically committed to reconnect some of the communities that were divided, said Transportation Secretary Pete Buttigieg, who has also said that Black and brown neighborhoods have been disproportionately divided by highway projects.
