Rancho Penasquitos fights to be reunited decade after San Diego divided neighborhood

SAN DIEGO  Community leaders in Rancho Penasquitos are lobbying San Diego officials to reverse a decade-old decision that divided the suburban neighborhood between two City Council districts, arguably diminishing its political power. Key factors in their effort are conflicting sections of the California Voting Rights Act, one that aims to protect the voting clout of minority groups and another that aims to keep neighborhood areas whole if they are cohesive, compact and contiguous. In 2011, a southern slice of the neighborhood was shifted from District 5 to District 6 to help make District 6 San Diego’s first council district where Asians are the largest ethnic group.

Print Last week, at the National Conflict Resolution Center’s Peacemaker Awards, I was reminded of the diversity of people who are actively waging peace. And I was encouraged by it. Like Local Peacemaker honorees Ekene and Nene Okolo, who started an Instagram account (@BlackinPUSD) inviting students and alumni of color to share their experiences in the Poway Unified School District. The outpouring led to long-term changes at the district, which immediately adopted a districtwide racial equity and inclusion plan. Black educators were hired. School libraries added hundreds of books reflecting the diversity of our country. At the awards ceremony, the sisters recalled the dinner table conversation that prompted them to act. They never imagined that their platform would get so big or influential. “It shows how advocacy can go a long way that fighting for what’s right is so important,” Ekene said. The virtual event will be held from 4 to 6 p.m. Wednesday, May 26. It is free to attend. At the event, parents, students and community members can explore dozens of CTE pathways offered by PUSD middle and high schools. Registration is required at bit.ly/pusdexpo21. Pathways are a sequence of two or more CTE courses in a subject where students explore and prepare for both college and career, according to the PUSD website.
