Planners promise 10-to-1 payback with $6.4B to $9.4B Hartford-Springfield-Boston rail proposal

SPRINGFIELD The Springfield/Hartford area has missed out on 130,000 new jobs since 1990, jobs that could have come here if the region had the commuter rail service enjoyed by other East Coast cities.
“That’s the major differentiating factor, the availability of rail,” said Jessica Jones, senior analyst for the engineering firm AECOM.
Improving rail service from New York City to Boston through Hartford, Springfield and Worcester could cost $6.4 billion to $9.4 billion over a 10-year-buildout. But that expenditure would yield $47 billion to $84 billion in new gross regional product over 30 years, according to a study AECOM prepared for Connecticut’s Capital Region Council of Governments and the Pioneer Valley Planning Commission in Springfield.
Those traveling along Interstate 93 between Methuen and Boston will soon see exit numbers changing as the state follows a federal mandate to renumber exits to match mile markers. ANDOVER, MA The renumbering of Interstate 93 exit signs between Boston and Methuen is due to begin Monday, six months after it began across the state.
Renumbering between old exit 13 to exit 27, between Dorchester and the Tip O Neill Tunnel, was underway as of Thursday.
Work will proceed between old exit 28 and 48 beginning Monday and could take up to four weeks, officials with the Massachusetts Department of Transportation said.

Sign installation will take place between 8 p.m. and 5 a.m. each night.
The project will switch current exit numbers to ones based on mileage, bringing the state in line with federal highway mandates. Massachusetts, Delaware and New Hampshire are the only three states to not have started work on converting to a mileage-based system.
