On Tuesday night, Bucks County prosecutors presented the genome sequencing and DNA test results that they used to positively identify the victim as Todd, who was 17 when she died, 6ABC reported.  An investigation that began with a forensic sculpture in 1988 took leaps forward with the aid of DNA analysis, enabling authorities to raise new questions about the circumstances that led to Todd s death. The DNA testing took place over the course of several years. DNA was first extracted from the skeletal remains in 2007 and later from fetal bones in 2017 and 2020. March 8, 2021 at 5:16 PM ROBBINSVILLE, NJ  The Robbinsville Township Police Department (RPD) announced on Monday the ongoing role of the Criminal Investigations Unit in an interstate investigation that has lead to the arrest of one man accused of committing more than 1,000 thefts in Pennsylvania and New Jersey over an 18-month timeframe.  According to RPD, in late 2019 the suspect allegedly committed overnight thefts from unlocked vehicles between the hours of 3:00am and 6:00am. Surveillance video that was obtained during the investigation captured the suspect wearing a “gaiter” type mask, dark sweat pants, gloves and carrying a satchel. Investigation into these crimes developed that the same actor was responsible for thefts in Pennsylvania as well.

Patrick Dando, 35, of Elmwood Avenue, was taken into custody Monday night by agents with the U.S. Marshals Service and Bucks County Detectives. He had been on the run since the Friday afternoon attack. Most recently, Dando was charged with felony counts of aggravated assault and strangulation, along with misdemeanor counts of simple assault, disorderly conduct, receiving stolen property and theft by unlawful taking and a summary offense of harassment.

In Feb. 2020, Buckingham Township began to experience overnight thefts from unlocked vehicles during the overnight hours. Over the next few months, multiple Bucks County municipalities were also experiencing the same type of thefts with the same man being caught on surveillance video, according to police. Investigators discovered that ten municipalities in New Jersey had similar overnight thefts from vehicles.
