“How can a 65-year-old be as vulnerable as a 90-year-old?” That’s the question Cheryl Fruetel asked Wednesday morning in a phone interview with the Journal-World. Her parents, who are 89 and 86 years old, had not yet received COVID-19 vaccines in Douglas County. And they’d been waiting for over a month. Fruetel, who lives in Richmond, Va., is 65 years old herself. People ages 65 and older qualify to receive a vaccine as part of Phase 2 of Kansas’ vaccine distribution process. But Fruetel wondered why the older members of that population had not been given priority over the younger ones. “If Unified Command’s mission is to protect citizens, why aren’t they protecting the most vulnerable?” Fruetel asked.

Data from four local health organizations showed that more than 19,500 first doses of COVID-19 vaccine had been administered in Douglas County as of Thursday. Altogether, data from the four distributors LMH Health, Lawrence-Douglas County Public Health, Heartland Community Health Center and Haskell Indian Health Center showed that 19,568 first doses and 7,411 second doses of COVID-19 vaccine had been administered. That’s an increase of 2,810 first doses and 2,916 second doses since the county last reported vaccine distribution information to the Journal-World on Feb. 19.

District spokeswoman Julie Boyle said 1,000 faculty and staff members had received a first dose of the vaccine. The milestone is important as the district works through a four-phase rollout plan to vaccinate educators before students return to fully in-person learning in the next few weeks. The district employs about 1,800 staff members, Boyle said, but has included First Student bus drivers, substitute teachers and student teachers in the plans for a total of about 1,900 eligible staff members. With 1,000 staff members receiving a vaccine, that would mean about 53% of the district’s staff had received it.

On Thursday, Lawrence-Douglas County Public Health announced that its guidance to schools would stay in the green tier, which recommends that schools use fully in-person classes. The color-coded guidance is meant to help county school districts navigate reopening schools and conducting activities. Both the 14-day average positivity rate and the 14-day average number of new cases per day have fallen in the last week. According to the health department’s data, the positivity rate fell from 4.1% last week to 3.4% this week, while the average number of new cases per day fell from 18 to about 12. Additionally, the number of active cases in the community has fallen by more than 100 since last week, to 391.
