On March 2, Brattleboro, Dummerston, Guilford, and Putney residents will vote on two articles, represented independently on their town ballots on whether or not to withdraw from the Windham Southeast School District. The first article asks if you would authorize your town to withdraw from the merged district. The second article asks if you approve other towns to withdraw from the district if they vote to do so.

A little history:
In the spring of 2015 the Vermont Legislature passed Act 46, a school consolidation law, âdesigned to encourage and support local decisions and actions.â This quote is from an Agency of Education (AOE) fact sheet. There were five goals to this law: equity; achieve or exceed the stateâs Educational Quality Standards; maximize operational efficiencies; promote transparency and accountability; delivered at a cost that parents, voters and taxpayers value.
Most of our area legislators voted against the law but those who voted for it thought that we would not be merged and that there was an exit from merger. Act 46 had two other important provisions. If an area did not want to merge, they could create and present an Alternative Governance Structure (AGS) proposal to the Board of Education (BOE). GUILFORD â The townâs proposed fiscal year 2022 general fund budget was crafted with the goal of reducing the tax burden during the COVID-19 pandemic.
âThat budget reflects a strategy of the Select Board and our wonderful finance advisory committee, which Iâd like to give a shout out to now, which came into existence after the last town meeting,â Select Board Chairman Richard Wizansky said during an informational meeting held remotely Thursday. âThis budget reflects a strategy to draw on savings to cover selected expenses generally paid for by tax revenues.â

BRATTLEBORO â As information on the potential impact of breaking up the Windham Southeast School District is coming out, so is a lot of opposition.
On March 2, voters in the WSESD will be asked if their town should withdraw from the district. Theyâll also consider if their town should approve and ratify the withdrawal of Brattleboro, Dummerston, Guilford and/or Putney from the district.
If a town votes no on the first article, it will remain part of WSESD. If a town votes no on the second article, it will prohibit other towns from withdrawing.
