The Wisconsin Department of Justice plans to launch a tracking system for sexual assault kits that will be accessible to survivors by the end of this year. The system will give survivors of sexual assault and others police, prosecutors or health care professionals, for instance   the ability to monitor the amount of time kits spend at different points in the system, including hospitals, police departments and crime laboratories. This is going to help prevent a backlog,  Wisconsin Attorney General Josh Kaul told USA TODAY NETWORK-Wisconsin in an interview Tuesday.  It is also going to empower survivors to see where their kit is in the process so they can get information when they want, he said.
