Barry Amundson / The Forum HORACE The fast-growing town of Horace is continuing to work on special assessment changes after a tumultuous year during which residents took issue with rising taxes and recalled two City Council members. After a special Horace City Council meeting about special assessment issues Wednesday night, July 28, Mayor Kory Peterson said the biggest complaint last year was that town property owners each received a special assessment averaging about $460 to pay for the new roundabout on 76th Avenue next to the new middle school and a high school that is under construction.

Challengers Unseat Two Council Members in Horace Recall Election

HORACE, N.D. (KFGO) – Two Horace City Council members lost their seats in Tuesday’s recall election. Unofficial results show 35-year old Naomi Burkland and 45-year old Jeffrey Trudeau will fill the positions. Both will serve the remainder of each seat’s four-year term ending in 2024. The Horace City Council is comprised of four council seats in addition to the mayor. Both member-elects will be sworn in at the next City Council meeting next Monday. Burkland, Trudeau, and a third candidate, Zachariah Lee challenged council members, David Fenelon and Bryan Schmidt. A citizens committee gathered the signatures required to call for the recall election. They were upset with rising taxes and special assessments and said residents didn’t have a voice in recent city decisions in the fast-growing community.

KVRR Local News March 9, 2021 HORACE, N.D. (KVRR/KFGO) – A special recall election is underway Tuesday in Horace. City Council members David Fenelon and Bryan Schmidt are running to keep their seats. Both were re-elected unopposed last June. Three challengers are on the special ballot seeking to oust the incumbents. They are Naomi Burkland, Jeffrey Trudeau, and Zachariah Lee. A citizens committee upset with the two commissioners and rising taxes gathered enough signatures for the recall election. Cass County Chief Financial Officer Mike Montplaisir says approximately 200 absentee ballots have been turned in so far. Horace residents can vote at the Horace Fire Hall Event Center at 413 Main from 7 a.m. to 7 p.m.
