Changes to Trail Rules Moving on to Spencer Council By charguth April 27, 2021 5:01 am Saga Communications Spencer, IA (KICD)– Some proposed changes to rules on trails under the Spencer Parks and Recreation umbrella took a step forward Monday evening when a recommendation was given to move from committee to council level for approval. The main piece being looked at with the change revolves around allowing certain motorized vehicles being allowed on the trails along with maximum speed allowed which has been studied by Parks Director Jared Elbert. City Attorney Don Hemphill explained the age restriction noted in the change comes from a state regulation.
