Just before 1 a.m., a 23-year-old man was shot while walking to his vehicle in the parking lot of a hookah lounge on Route 13, according to Delaware State Police. About two hours later, four people were shot in the parking lot of an IHOP about 5 miles away, according to Dover police. By Sunday morning, police arrested two men they believe were involved in the second shooting. No arrests have been made in the first shooting. The injuries suffered in Sunday's shootings are not life-threatening, according to the agencies.
