View Comments Wednesday marked a momentous moment in Shreveport’s history. The once state-of-the-art Wilkinson Terrace apartments came to the end of their lifetime. In a ceremony hosted by the Housing Authority of the City of Shreveport (HACS) a celebration of the groundbreaking of Fairfield Estates and the demolition of Wilkinson Terrace was ushered in by HACS CEO Bobby R. Collins and Shreveport Mayor Adrian Perkins. Wilkinson Terrace, a 184-unit apartment complex, was completed in 1951 under the Housing Act of 1949. The Housing Act of 1949 was part of President Harry Truman’s Fair Deal domestic legislation. It was a sweeping expansion of the federal role in mortgage insurance and the construction of public housing.
