And welcome to the aljazeera news ally for my headquarters in doha with iran coming up in the next sixty minutes. We call on all nations to cut all ties with north korea. The u. S. Leads a course of condemnation against north korea following its latest Missile Launch. Just hours after announcing hed run for the Egyptian Presidency i think says hes being prevented from leaving. A war criminal dies from drinking poison seconds off for you when Court Upholds his twenty year jail term. And a growing International Criticism after u. S. President donald trump. And Muslim Videos. Were taking you live to the u. N. Security council now where the Chinese Ambassador is speaking of the joint military exercises and china proposed that you track approach promoting parallel progress in the nuclearization and the establishment of a peace mechanism on the peninsula the Russian Federation also has put forward the idea of a phased approach to the settlement of the issues of the Korean Peninsula on the basis. Of the above proposals china and the Russian Federation issue a joint statement on july fourth this year proposing a roadmap for the settlement of the Korean Peninsula as problems the joint initiative of china and russia is practical and feasible is aimed at promoting the peaceful settlement of the Nuclear Issue of the Korean Peninsula and maintaining peace and stability on the peninsula so. We hope it will elicit response and support from the parties concerned in the Current Situation this era council needs to show is historic responsibility by prompting the parties to take integrated measures to serve the problems through peaceful diplomatic and political means and maintain peace and stability on different and insular china will continue to implement the Relevant Security Council resolutions comprehensively and in their entirety and together with the parties concerned we will continue to play an active and constructive role in seeking in the property settlement of the korean the Nuclear Issue of the Korean Peninsula and then only a realisation nuclearize ation and long term peace and stability on the peninsula china expect start all the parties the main parties concerned in particular will make their own efforts. To this and. By ordering commitments in a constructive manner. On the. Sanctions Committee China believes that the committees work should be conducive to the realisation of the nuclearize ation of the Korean Peninsula the maintenance of peace and stability on the peninsula and the promotion of dialogue and negotiation is among the parties concerned with a view to finding a solution a panel of experts must act in strict compliance with its mandate and that is work under the principle of objectivity and impartiality and not on the basis of substantiated evidence that is chinas consistent view that the Security Council sanctions against. Should not negatively impact relevant humanitarian assistance activities i thank you mr president. So we have been listening there to the chinese representative the Chinese Ambassador to the u. N. Security council talking about north korea at this emergency session that the Security Council is Holding Following that last launch test launch of an Intercontinental Ballistic Missile by pyongyang the Chinese Ambassador saying that the Security Council needs to settle problems through peaceful means that china will continue to implement resolutions in there and tire to you. And that Security Council resolutions that its important that they dont adversely affect the humanitarian conditions and situation in pyongyang well lets go to our correspondent at the United Nations now mike hanna is joining us from there so weve just heard from the Chinese Ambassador mike before that we heard from the u. S. Ambassador nikki haley who was really pushing a lot of euless on china what else and b. Have we been hearing so far at this session. Well important to know that the chinese represent to the deputy ambassador speaking there also repeated a position of china that has been greatly at odds with the United States and that is the idea of some kind of mutual stand down by south korea the u. S. And north korea in exchange for an end to the north Korean Nuclear program now this is being ruled out completely by the United States and by south korea and by japan so we do have a position there from china which is consistent earlier as you mentioned we did hear from the u. S. Ambassador besser saying that president trumpets spoken to the chinese Prime Minister earlier in the course of the day and had made a direct request of him to End Crude Oil exports to north korea this she said would have a major impact on the economy of that country and actually lead to the required a situation in which economic downturn it would then suspend its Nuclear Development program but the ambassador halley also very strong in terms of a stick no carrots from her just a very big stick this is the warning that she gave for north korea made a choice yesterday that brings the world closer to war not farther from it we have never sought war with north korea and still today we do not think it if war does come it will be because of continued acts of aggression like we witnessed yesterday and if for comes make no mistake the north korean regime will be utterly destroy us beth and if you have any their might they have of course already been so many resolutions and thank heavens what can the Security Council hard to achieve here. Well there has been discussion being made very clear that existing sanctions need to be fully implemented at the beginning of this particular session we heard from the head of the u. N. Sanctions committee who said that sanctions were being properly exercised but more needs to be done we heard from nikki haley that more needs to be done in particular from china which is north koreas closest neighbor and greatest ally what we are hearing now in the course of this discussion though its unlikely theres going to be any announcement of any new sanctions at this particular point what we should be looking at in the days ahead is further discussion among the particularly the major nations in the Security Council so that they can get into a united position on where the new sanctions should be introduced and if so what those sanctions should be but what we are also likely to see is some kind of unilateral action in the days ahead maybe from the United States in which case it will once again impose sanctions on its own unilaterally and not through the u. N. Security council these are possibilities what is pretty certain at this stage because no resolution has been drafted calling for new sanctions is that at the end of the session where im likely to see any real change in the status quo what we are hearing now is condemnation from all members of the u. N. Security council for the latest Missile Launch and a pledge to continue to work in a way as to which the Korean Peninsula can be successfully denuclearized mike thank you very much for that for now thats mike hanna with the very latest joining us live from the United Nations well lets go to our correspondent in the south korean capital now kathy novak is joining us live from thall what is the view where you are kathleen does the south believe that more franklins more pressure would be enough to persuade pyongyang. Well i think the president when jay and put it quite simply yesterday when responding to the i. C. B. M. Launch from north korea when he said that the United States and south korea have no other choice but to proceed with the campaign of sanctions and pressure the president here does not want to say im sorry im just im going to have to interrupt you there because i believe were hearing from the Russian Ambassador to the United Nations lets listen and well come back to you. In the interests of the entire International Community to resolve the situation on the Korean Peninsula must be done only through peaceful means. To the states of the region did not show their readiness to pay due attention to the political components of all the sanctions resolutions including resolution one two three seventy the situation continued to deteriorate and moving in a vicious circle. Mr president. Sanctions against pyongyang are simply an instrument aimed at you know valving in constructive negotiations and should not be used for this triangle. Cake anomaly or to intentionally worsen the humanitarian situation of this. Pertains to the illegal unilateral restrictions that strike given to civilian sectors that have no. Link to the to the missile and Nuclear Programs of the country. Or. To the half months the United States and its allies seem to have tried patience of pyongyang with its activities including. Unplanned and. Military maneuvers all or recently introduced unilateral sanctions. And just recently announced under president. Military an air exercises by the United States and south korea near the borders of the d. P. R. K. Just announced last week. Now. Against the backdrop of the calm and quiet by young of these hostile move against. Forces to really think about this and sarah to the statements by washington about its preference for peaceful means of resolving the crisis around. Believe that this time should have been used for concrete steps to establish direct contacts with pyongyang rather than further escalating tensions. A comprehensive solution solution to the problems of the Korean Peninsula is possible only in the framework of the. Comprehensive military and political. Eastern and northern asia easing military confrontation and establishing trust among the countries of the region this is precisely. Their approach that was proposed by russia in china in their joint statement on the fourth of july and they proposed a road map of a gradual move towards a settlement starting with the principle of suspension for suspension which envisions the d. P. R. K. Stopping missile and Nuclear Tests the same time the United States and south korea. Decreasing the into the scale of their military exercises. This in turn would pave the way to discussing the principles of peaceful coexistence between washington and pyongyang and resumption of the enter korean dialogue. I think everyone must be clear and. Weve been listening there to the Russian Ambassador to the United NationsSecurity Council he like china was speaking about sanctions against pyongyang saying that they should not be used to strangle the countrys economy all voice in the humanitarian situation interesting he also question the sincerity of washington statements saying that the u. S. Should be trying to deescalate tensions rather than flaring them lets go back to our correspondent in the south korean capital seoul kathy novak whos also been listening to the Russian Ambassador to the Chinese Ambassador before him and of course to the u. S. Representative nikki haley will the south korean government be satisfied with whats coming out of this emergency session cathy so. Well i think in terms of sanctions the south korean government has expressed a similar position to what the Russian Ambassador was just talking about there that is that sanctions are designed to bring north korea back to the negotiating table there have not been any into korean talks since last year and even though the u. S. And its allies in the past have said that denuclearization is a precondition for talks nevertheless south korea has continued to leave the invitation open to north korea to come to the negotiating table to have dialogue with south korea about what one of the ministers were saying just the day before the launch here in seoul was that first of all he believes that perhaps north korea has been holding off on intercooler in dialogue because it wants to speak directly to the United States and he also said that he does not believe that sanctions and pressure all alone will work that it is simply as the Russian Ambassador alluded to there an instrument to bring north korea to the negotiating table but still south korea says that it really is the only option that south korea the u. S. And its allies must. Press ahead with this campaign of sanctions and press her because the military option is not one that south korea is open to it does not want to see another war on the Korean Peninsula but it is also against that proposal that the Russian Ambassador also repeated there as did the Chinese Ambassador that option for a freeze for freeze that would see north korea stopping its Nuclear Development in exchange for the u. S. And south korea stopping its military exercises in fact there is another round of exercises due to go ahead next week we know that is something that greatly angers north korea as are sanctions as are insults against the leader and we heard donald trump after initially just saying about the launch that he in the United States will handle it they will take care of it later speaking to a crowd he repeated his insult against kim jong un the leader of north korea calling him little rocket man and also calling him a sick puppy these are the sorts of things that did not go unnoticed in north korea and we heard the u. S. Ambassador at the u. N. There nikki haley repeating a threat to really destroy north korea so whether this will ratchet up tensions or calm the situation really remains to be seen cathy thank you very much for that. Kathy novak joining us live from seoul were going to get more on this now were joined by scott snyder director of the program on u. S. Korea policy at the council on Foreign Relations and the all for of south korea at the crossroads and hes joining us live from washington d. C. Mr snider great to have you with us on aljazeera a plenty to talk about lets start with some of the strongest statements that weve heard this is even him coming from the u. S. Ambassador in the key haley that all countries should cut off diplomatic relations with north korea still want to trade how realistic is that you know especially given pyongyangs relationship with two members of the Security Council china and russia who weve also heard from in the session. Well the United States is clearly pushing for a broader International Oil in bargo strongest pressure possible in terms of economic relations with north korea but north korea is dependent on china as the main source of economic supply so it does require chinas cooperation that statement by the Chinese Ambassador really i think exposed some of the gaps with the u. S. On that issue including the question of humanitarian aid or the possibility that sanctions could lead to some kind of economic strangulation and instability in north korea and that is a concern that is shared by russia as well as we heard from the Russian Ambassador on nikki haley also said that china must cut off oil supplies to north korea again how realistic is that would china do that well china may be hesitant should take that step because i think that the oil supply to north korea is seen as very important to basically keeping the lights on in north korea. And so that is definitely what the u. S. Is pushing for i dont know that the chinese are going to do that voluntarily and it raises the question of whether the Trump Administration is going to pursue secondary sanctions theres a lot of support i think in capitol hill for steps to basically punish customers of north korea and that would include chinese Oil Exporters and why do you think there is so much support on capitol hill for these additional sanctions when so far they have not had the result. That they say theyre seeking out north koreas continuing with its Nuclear Program and making signifi
