Records and starred in a number of films the french president emmanuel macro is due to pay tribute to the singer at a ceremony later on today those are your headlines keep you company in the coming hours ill see you tomorrow up next its inside story by. Smiles all around us brags that talks produce a last minute deal a breakthrough of diplomacy or a deal to prevent the collapse of told where does that leave stage two of negotiation this is inside story. Hello welcome to the show im sam is a band now its a breakthrough on brags that at long last they sang off the months of bickering across the English Channel britains divorce from the European Union is a major step closer leaders beat fridays deadline and shook hands on the terms of the divorce agreement talks have stalled over how many billions britain needs to pay to go it alone reciprocal residency rights and the border between the north and south of ireland now trade talks can begin and yet more arguments seem certain will bring our guests in a moment of first reports. As dawn broke in brussels it broke with its a breakthrough on brics it british Prime Minister to reserve bank and breaks it secretary david davis negotiated through the night to finalize the beginning of the divorce deal with the e. U. The commission has just formally decided to recommend because you can see that sufficient progress has not been made on the street terms as usual its getting to this point has required give and take on the. Its friday was the last possible day for a deal to be done so the European Council could prepare and then vote next week both sides admitted they made last minute compromises to meet the deadline weve been working extremely hard this week and as youve all seen it hasnt been easy for either side. Their meeting on monday ended in deadlock the Sticking Point was what will become of the only land border between the Northern Island and the republic of ireland which is in the e. U. The republic wanted guarantees it will remain open with no return to a socalled hard border with Border Guards the Government Coalition partners in Northern Ireland the Democratic Unionist Party vetoed an earlier version of the deal and forced her back to the drawing board the result in Northern Ireland we will guarantee there will be no heart border and we will uphold the belfast agreement and in doing so we will continue to pursue the constitutional and economic integrity of the United Kingdom even though its only stage one of negotiations e. U. Citizens living in britain and british citizens residing in europe did get some certainty about their future the deal weve struck will guarantee the rights of more than three million e. U. Citizens living in the u. K. And of a million u. K. Citizens living in the e. U. They will be able to go on living their lives as before its been eight months since may signed article fifty which triggered britains departure from the European Union fifteen months remain to decide the details of the divorce i will always be set the boat is the vote but no we must start looking for the future good future enrich the United Kingdom. Untreated we move to Close Friends and go. Talks now enter the second phase to focus on trade and security with many jobs potentially at risk people on both sides of the English Channel hoping the break up is amicable leave barker aljazeera london. Well as bring our panel into the show then we have joining us from london the chairman of the labor partys leave Campaign John mills from rome nina schick an associate director of strategy and for the irish perspective we have former irish cabinet minister connell anyhow and he joins us today from cambridge in the u. K. Good to have you all with us if i could start with conor so this is a breakthrough that means that doomsday scenario connor that weve all been worrying about well it now doesnt look very likely would you agree with that sort of statement. Absolutely i think whats happened today is genuinely historic it means that the uncertainty that would have been caused by britain crashing out of the European Union next march without any kind of agreement in place that would have been very damaging to our land and indeed the relationships that have grown up between london and dublin over the last twenty years next year we marked the twentieth anniversary of the good friday agreement a breakthrough agreement that provided peace and stability on the island of violent and also in the relationships between dublin and london so it is good news and hopefully time and space will be available now for the British Government to negotiate a free trade deal with the European Union if in fact there is a Free Trade Agreement between the European Union and britain then there will be no problems or issues around the border area between Northern Ireland and the republic of ireland all right so where let me take that positive sentiment to nina so looking rosy right now no need for us to be worried about anything are we being a little too optimistic if we look at the joint report and in that way. We are certainly being optimistic because theres still a very long way to go lets not forget that this is just phase one of the negotiations thats a divorce a lot of time has been wasted its taken very very very long to come to this agreement and the only reason its coming to this agreement is because the u. K. Has basically capitulated entirely to the e. U. Position very very different from what treason may laid out in her lancaster house speech in january to where the u. K. Is now on Citizens Rights on money and obviously on the very contentious issue of ireland on the border both the e. U. And the u. K. Want to avoid any kind of hard border but what has been done with the formulation today is that the issue has kind of been fudged and this is an issue that will come up again in the future when we talk about future trading relations and lets not forget that now were onto face to the future trading relations thats when things are going to get really is of difficult as the chancellor Philip Hammond admitted this week the cabinet itself has no idea where they want to end up so its all fair well and good to say we want a Free Trade Agreement ok but lets dig down into the details what does that actually mean and from the e. U. Side its fairly clear theres Something Like the c. To offer which is the free trade deal that the e. U. Has with canada which is very very much less than what the u. K. Has now so theres a lot more difficult negotiations ahead and i think theres still scope for these talks to break down because i think domestically in the u. K. Politics is very tricky there is a lot to discuss there lets break it down one by one shall we and bring john mills into the discussion john lets start with on one of the most important issues now this joint report says sort of in the worst Case Scenario the u. K. Will maintain full alignment with elements of the e. U. Single market and Customs Union mentioned in the good find a agreement wont break that down into english what sort of border does that mean. Well i think that the border would be nonexistent. Would be a border but there wouldnt be customs officers there would be friction this situation i think the problem about. What theyre listening i mean lets trade try and you know get into some of these terms that are being thrown around can we john well lets do two sides first of all is for brown people and second round goods around people really there isnt a problem because you can move around europe all over the place tourist or on business there are going to be restrictions on employment and on claims on Social Security and so on but i mean these are relatively easy to overcome the more tricky bit is what to do about goods and first of all i dont think you need to have even if there was no deal at all and the heartbreak said i dont think you still need to have Border Guards you can do. Virtually all of trades by preclearance system by having trusted traders so i think there are electronic ways of ever coming that problem but that doesnt deal with the other issue which is being in the Single Market or being aligned with a Single Market couldnt tale because the Single Market doesnt just involve making sure that if you sell goods to europe they comply with safety requirements and so on it also involves a lot of other things like. Social conditions around the country. What happens with a forty eight hour week all the sort of thing and i think thats really where the contentious issues are going to boil up over the coming period all right nina i can see youre shaking your head in disagreement we do like a difference of opinion on this show so let me give you an opportunity to come back in on this one. Well i think that the entire irish issue has been very much neglected by westminster politicians and i think it is emblematic of westminster navel gazing which has been very much a dominant feature of the bracks that debate in the u. K. And when this came up as an issue you know many common commentators in westminster were surprised and they say they saw this is an act of e. U. Aggression an irish aggression when that is not the case at all in fact rex it imposes a potentially devastating blow on ireland both economically politically and socially and its not something that our land wanted this was something done to our land so there is no clear solution yet as i already mentioned the wording around regulatory alignment that has allowed the talks to progress to stage two is still a fudge so its not good enough when bracks the tears always say well technology will sort out the border issue what does that actually mean in concrete terms and we dont know yet and i imagine that again this issue will come to the fore once you get into phase two negotiations and i think its unfair that you know ireland has somehow been maligned as trying to hold up the bracks that talks when thats really not the case or talk about ireland lets go to our guest conor. You know that sentence which i just read out there about full alignment with elements of the e. U. Single market in Customs Union between ireland the Northern Ireland put that one you know in your mind for a second then scroll down to the part of part of the joint report which has another sentence that says therell be no new regulatory barriers between Northern Ireland or the rest of the u. K. Now if you put those two together. I mean is there not doesnt this mean that basically if Northern Ireland is in the Single Market and the Customs Union them by default the rest of the u. K. Must be in two if theres no barrier between Northern Ireland or any kind of difference between nor munder us the u. K. Well your analysis is correct and spot on and the devil will be in the detail with regard to that but thats going to be your usual in for executives with me having lunch and i mean are people worried on both sides we are about. Yeah well yeah well i think the key point here is i was listening to michael gove on the radio this morning and its very clear now that the British Government has opted for a softer form of exit from the town was in visit for instance last week or was being spoken about in previous weeks in the debate around the terms of britain leaving the European Union so im presuming now on the basis of the statement made with regard to our land that there will also be a relatively friction free barrier free exit by and relationship for britain with the rest of the e. U. Because clearly michael gove is talking about a Free Trade Agreement where the Free Trade Agreement is effectively the Customs Union in everything but name and that may address some of the british concerns as well so i suspect this is good news because we wont have a very damaging period of adjustment were going to have a two year potentially interim agreement that allows people to smoke out the various issues of difficulty over a two year period before finally wrapping up the full trade agreement between and the relationship between the e. U. And britain as it goes forward so i die id be quite confident i think the biggest barrier to our difficulty thats facing anybody in these negotiations in the next few years is the political stability as you have westminster of course mrs may famously said shes strong and stable before she called the election but the election didnt result in stability at all and there isnt stability on the tory backbenchers about european issues so there may be difficult a long the road but i think British Business is looking for a barrier free access to the European Market its an important market for britain the british market is for all and so i think everybody everybody is focused on friction free borders this is focused on friction free and a lot of people have that conference youre talking about qana but. Are they all on the same page so they all have confidence about the same reading do you pili the for example are in foster says the agreement gives very clear confirmation that the entire city of the United Kingdom is leaving the European Union leaving the Single Market and leaving the Customs Union now compare that to violence over and says we have achieved all weve set out to achieve in phase one this is not the end but it is the beginning is the end of the beginning rather the good friday agreement is fully protected and the common travel area will continue the u. K. Is committed to avoiding a hard border where as the president of the European Commission junko younker says we still have a lot of work to do the joint report is not the withdraw agreement i think that from maybe the only thing everyone can agree on is there is still some work to do with john mills can there be that i mean reading this joint report again you got to wonder whether they can be no hard border between Northern Ireland and ireland or at the same time the u. K. Completely ends freedom of movement between the e. U. And the u. K. As a whole. Well i think there is an element of fudge about all this to get us moving on to discussions on trade and i think its going to be difficult to finalize what arrangements are going to be in place until we know what the trade deal is going to be is it possible to square all these various differences but the answer is i think it to be difficult but i dont think its impossible to do this i mean i do think we want to read a whatever we can do with technology to make the issues around the border as simple as possible we need to avoid moving away from combined quibble and regulation if we can avoid doing so i mean i think a lot of this is really in the end going to depend on goodwill and common sense and the extent to which people are really prepared to look for solutions that are going to be workable and i will talk about one of the problems they have had over there what is meant when they said there that the rights the e. U. And u. K. Citizens in each others territories have been guaranteed i think is the euphemism the word used is not also left to interpretation well i think that goodwill and common sense. No i think that theres been substantial agreement about what should be done as always with these things is always a little bit of uncertainty around the edges and theres been a compromise over the European Court of justice should get entailed but i mean substantially the brightest of citizens both in the u. K. From the other way around have been guaranteed and i think thats a very good step forward in the right direction you know i think its quite easy in all this to multiply magnified difficulties are necessarily but theres enough difficult as it is without making some of the ones weve actually all registrys the soluble look like boundaries to be climbed and i think actually over the last few days with the discussions have been going on quite a lot of the difficulties have been cemented but i dont think that its going. Big pain selling over the next month there are lot more problems are going to have to be confronted and i hope at the end of the day we are going to reach a solution which provides as much free trade as possible between the u. K. And the e. U. Twenty seven i think thats what everybody wants a little going require some flexibility and compromise on both sides flexibility in compromise i wonder con of though if we just go over some of the headlines of what weve been talking about now full alignment with seems to be one issue that the u. K. Has agreed to for alignment with e. U. Single market and Customs Union policies the European Court of justice which john was mentioning a moment ago where theyre going to have oversight ove
