So just as we go to air a power sharing agreement has been signed in yemen now it is between the Yemeni Government and southern separatists this is to do with aid in the southern parts of the country a deal brokered by saudi arabia is aimed at ending a power struggle in the south the Saudi Crown PrinceMohammed Bin Salman says it is a step towards a political solution to end the war in yemen now this is something that had opened up essentially a new front in the yemen war which has been going on for years already and as we mentioned it did pit. Allies against each other saudi arabia and the United Arab Emirates so this is called the riyadh agreement and were going to take you through some of the details now has been brokered by saudi arabia during weeks of negotiations aimed at sharing power between present. Government and the Southern Transitional council the s. T. C. Under the plan yemens Prime Minister would return to aden to reinstate state institutions cabinet positions would be given to members of that Southern Transitional council the u. A. E. Backed separatist movement wanted to self rule in southern yemen and it turned against hatties government in august as its forces seized the city of a lot of information there but weve got catherine shock them with us now to go through some of it the head of the Yemen Department at the peace building think tank next Century Foundation and catherines also a former u. N. Security Council Consultant on yemen so catherine perfectly placed to talk us through this just broad brush 1st how significant how big a deal is this. Well i think it is very significant and if anything you would be i think of you present in a cornerstone for bringing peace to yemen together and i think this is definitely a very useful and i offers some degree of a consensus maybe not with everybody all not all the actors involved in this in this war in yemen but he some of them and i think you will allow for i think reason to return and if they must traits to all actors that peace can people cared and that a political agreement ken can be have in between different parties even though initially they were sitting on the very different sides of the river and everything seemed to separate them obviously with a bit of effort some pragmatism and a good dose of humor i think that it is it is possible they certainly have done it and i think its a good thing and if i may i think its its interesting to see how the f. T. C. Managed to actually implement some of the points that we discussed back in the 1990 s. When yemen decided to unite in between north and south but some of the points that the agreed upon were never actually implemented in terms of sharing power and so today its actually quite significant that the s. T. C. Managed to to return back to those points have them implemented by president had to and actually i think cement. A resolution a Peace Agreement that would last and is a pick bill on the crandon that answers people demands so how do the 2 im glad you mentioned that you know going back to the ninetys and the reunification because we have a very acute problem in southern yemen that started in or west but we have these long held issues as well as the to sort of come together with this deal in some ways. I think so i think some of the main issue of the secession is always had when it came to tucson a Central Government but that they didnt feel represented and they very much felt completely disenfranchised and they felt as well that all the Natural Resources that yemen had he put disposal way sensually spent on a particular heat in the north and that they were completely forgotten and that led to a great divide between the north and this house and yemen was never ever a nation state as such and so i think that today again is very significant because it proves that even though some degree of autonomy is not given to the south also allows for a Central Government to to be ruling over yemen in part to sit with equal participation if you will of all the different Political Parties which is quite healthy if you want to have a workable republican system which is yemen essentially so i think what we see is a transition from the 1st republic to truly the 2nd republic where political pluralism would be definitely cemented where people have a say in to have Political Representation but at the same time the Central Government is not giving away its suffering but its willing to share so that the country as a whole can move together forward which i think is absolutely vital when were talking about a countrys interest yemen that has been to fight it for a great many decades and i think the war if anything exploded those divisions and actually let them compete and this is creating an haas curry to this nightmare so far that has been on souls of gold but i think this will allow for a very very significant bridge actually take shape and take hold more importantly catherine would you mind staying there for me just for a moment im going to come back to you in a 2nd but i just want to bring in our diplomatic editor james byrds in new york and actually you can hear what he has to say as well hi james just take us through a little bit more of the detail of the deal and some of the reaction if you would. Well i havent seen the detail and i have to be honest neither have it seems members of the u. N. Security council because just moments ago on the floor below me here in u. N. Headquarters the Security Council were gathering for a separate meeting on bosnia certainly it was being left to me and other members of the media to break news of this deal to the ambassadors who certainly havent heard the news the only one who was prepared to react to us in the last few minutes was the german ambassador christophe hoys goodman who said he thought this sounded good but he hadnt seen the text of the deal and he wanted to read the text of the deal 1st also worth telling you that i spoke to one of those diplomats of the Security Council countries the 15 countries who actually do a lot of the heavy lifting organizing things behind the scenes they called the political coordinators and this particular political cord later said theyll look at the deal and there may well be discussion in the coming hours whether the Security Council should issue some sort of statement welcoming this deal but of course this is only a deal concerning the south of yemen and if you go back a year ago to the Stockholm Agreement things were not as serious in the south as they have been since that deal so it solving part of the problem but not many of the other problems in yemen and the central dispute between the 2 thieves in the government of yemen of course is not part of this deal we have one other statement in the last few minutes and thats from an important person this was very much a saudi deal that is being done also the u. A. E. Which was part of the coalition in this pulling back its forces clearly was involved the u. N. I think more of an observer but the u. N. Special envoy has put out a statement in the last few moments Martin Griffiths welcoming this deal congratulating the government yemen on the Southern Transitional council he goes on in the statement the signing of this agreement is an important step for a collective efforts to advance a peaceful settlement on the conflict in yemen listening to see. Southern stakeholders is important to the political efforts to achieve peace in the country of course his efforts since that deal in december last year in stockholm have centered on the port of who data and they havent managed to translate that agreement on who date or into a wider peace deal key issues like the transfer of detainees between various sides and other wider issues have been sticking points until now come all ok thanks for that james bays diplomatic editor and thanks also to Catherine Chatham who we spoke to via lets move on to other news just for now iran taking another step away from the 2015 nuclear deal president Hassan Rouhani says its about to start injecting your rainy and gas into more than a 1000 centrifuges and talk more about that later but this is just the latest fallout from the u. S. Decision to pull out of the agreement last year and still to jabari reports it is likely to put more pressure on the remaining signatories. The president has found rouhani arrived at this factory in tehran for an inauguration ceremony but he used the term announce enrons 4th and most significant step in scaling back its commitment to the 2015 nuclear deal more as far as a door on irans 4th step will be launched at the forto Nuclear Facility and i will advise the Atomic Energy organization to start as of tomorrow by feeding gas into the centrifuges i will also inform the p. 4 plus one of the step this new action will also be under the supervision of the international Atomic Energy agency for dont you clear facility is the only place where iran can and has produced 20 percent enriched uranium. Thats considered an important stage towards developing uranium with the potential for a Nuclear Weapon it has always been a controversial facility its existence was revealed to the world by iran in 2009 that was after the United States intelligence agencies alleged that there was a secret Nuclear Facility in iran and the president acknowledged that there are sensitivities surrounding the plant. This may increase concerns we know people are sensitive about a quarter when its centrifuges but whenever they uphold their commitments we will reverse our steps. Under the nuclear deal of 2015 for doe had become solely a Research Facility it was one of the most contentious points of the joint comprehensive plan of action or way agreed with world powers to limit Irans NuclearProgram Since the United States withdrew from the deal in may of 2013 and imposed the series of new sanctions on iran officials here decided to gradually reduce their compliance and they have been saying that if they are not able to sell their oil or to get the benefit of the transaction with the Global Financial system there is no benefit for data to remain a party of the new cardio that to president rouhani declaring in may that every 60 days iran will announce another step until the remaining european signatories uphold there and of the. This latest announcement will have serious consequences for iran and officials here are very aware of that but president rouhani has stressed that all these measures are reversible as soon as the european signatories of the deal so for compliance until then iran will continue to take these steps while the International Community continues its condemnations north of. Tehran. Ok were going to get technical for a moment here and look at what makes this move by iran so potentially provocative feeding you raney and gas into spinning centrifuges this allows a highly radioactive form of uranium it is called u 235 that can then be separated and split to produce power in Nuclear Reactors so you should 35. 00 makes up less than one percent of natural uranium gas it needs to be more potent than that shall we say it has to get to 3 and a half percent for the gas to become of commercial use so were talking Nuclear Power then and then to put that into further perspective fuel for a Nuclear Weapon needs to go up to between 85 and 90 percent of you 235 Daryl Kimball joining us now executive director of the Arms Control Association in washington d. C. Did that explain that a right did that make sense. I was very good ok now what does that mean we need the we need the. Dummies version from you if i can turn it that way as to what that means and i guess is this injection of the gas at high levels is this what the 2015 nuclear deal prevented in the 1st place. Well the 2015 nuclear deal limited iran activities in a range of areas and so what president rouhani has announced today is a breach of one of those many commitments that iran made to scale back and to limit under i. A. E. A. Supervision its Nuclear Program to ensure that it is not anywhere close to being able to amass enough bomb grade uranium for just one Nuclear Weapon so what is significant about the announcement today is that the deal expressly prohibited iran from injecting that you 6 gas into those centrifuge machines at the underground for doe facility iran was allowed to spin some of those machines for medical isotopes production for Cancer Treatment purposes which is important and legitimate what we dont know yet as of this morning is whether iran is going to accumulate low enriched uranium from those machines at fordo in the coming weeks and months and to what level are the iranians going to enrich the uranium if they. Dont accumulate large quantities if they just enrich to the lower level for Nuclear Power production the 3. 5 percent that is not that great that significant and worrisome a move but if it does accumulate more uranium if it does enrich to 20 percent that would be a very serious move overall i think this is a mistake this slow moving crisis is worsening both sides need to find a diplomatic off ramp before this slow moving crisis becomes an acute crisis but from everything youve youve described there. Is it to say that the you could have a slow moving crisis and i think thats the point im trying to make there that clearly iran is a long way away from getting anything close to what would resemble a Nuclear Weapon yet it is presented right now certainly by the United States as as a as an imminent threat as. Well iran is still at least 12 months away from accumulating enough bomb grade uranium to produce just one bomb and it would be detected long before the 12 months is up because the international Atomic Energy agency is there so the steps that iran has taken since may of this year to breach some of the limits of the j c p a way dont appreciably change at that time one. At least not now but in 6 months 12 months if it accumulates a significantly larger amount of low enriched uranium if it begins to enrich to higher levels closer to bomb grade then i would be much more worried what im concerned about right now is that there is no active diplomatic process to bring the United States back into compliance with the 2015 deal and to bring iran back into compliance president mccraw france was attempting in september and came close to an interim arrangement that would have had the United States allowing for iran to sell oil to European Countries in exchange for iran coming back into compliance with full compliance with the 2015 nuclear deal so far the United States has balked. The iranians have said that were not going to talk any further until the u. S. Comes back into compliance so im worried that if this crisis drags out we could be 12 months from now when the iranians take the 5th and 6th and 7th step away from the j. C. We could be approaching a much more serious political ration crisis Daryl Kimball really appreciate your expertise and perspective they thank you for joining us thank you. To iraq where the Human Rights Commission says 2 people have been killed and Dozens Injured in bouncer that is off to Security Forces opened fire on protesters camped at the entrance of the pool earlier 2 protesters were killed in the city of nasiriyah the sounds of people took part in the longest antigovernment protest so far and still angry about the weakening economy and corruption in a wrong move from touching and i mean back to earth what were seeing is an escalation by protesters because there is an impasse between them and the government protesters here in Tahrir Square released a statement on monday evening saying the entire government must go and that includes dissolving the parliament 2 which they say is what they missed for election rigging theyre calling for early elections and theyre also calling for an Election Committee that would have members free of Political Party affiliations the president has announce
