Welcome back youre watching aljazeera coming to life my headquarters here in doha with our continuing rolling breaking News Coverage on the news that egypts former president Hosni Mubarak has died at the age of 91 he ruled the country for 30 years he suffered a heart attack apparently he had been going through a medical process well get to the details of that a little later here on aljazeera in the meantime if youre just joining us laura burton manly looks back on his life. Maintained a grip on power in egypt for 3 decades. Until finally in 2011 the people had enough millions took to the streets hundreds of killed but after 18 days this. President mohamed Hosni Mubarak has cited to wave the office of the president of the public. Crowds reacted as they heard the news that brought the man with an iron fist down. The military council took the reins of power but it was from the bullet train the mubarak had originally risen to power. A former air force chief in 1973 he led an air campaign the regain the Sinai Peninsula from israel it has been a humiliating loss in the 967 war president anwar sadats made him by surprise and. Mubarak was just meters away from sadat when he was shot dead in 1990. 8 days later. Became president almost immediately he implemented emergency laws giving the state sweeping powers of arrest and cousin basic freedoms that would remain in place for his entire presidency there were a number of assassination attempts like this one during his visit to ethiopia in the mid 990 s. Nearly 60 people were killed in luxor. Mubarak cracked down rounding up thousands of suspects from the inside many egyptians considered his rule oppressive although he won 4 elections there were allegations of fraud but he continued to impress mattie in the Global Political arena as he made International Diplomacy a cornerstone of his rule. To secure a steady flow for supplies into World Markets and brokered deals between the palestinians and the israelis the americans enlisted support of 2 major allies saudi arabia and egypt the saudi kingdom used its financial power and egypt under mubarak use its political leverage to influence arab League Decisions the strategy paid off and he received crucial u. S. Military aid with billions of dollars. But unflinching western support from the bark soon faded when the arab spring began mubarak was arrested and charged with corruption and abuse of power in 2012 he was sentenced to life in prison for failing to stop the killing of hundreds of protesters after a retrial mubarak was acquitted in 2017. But his legacy has enjoyed with the current regime led by another military figure up to fight healthy see using similar hardline tactics to crackdown on dissent in order to stay in power as. Joins us now from turkey hashem how do you think gyptian will remember him peter his supporters describe him as a war hero and they say they remember the time in 1973471727 extension 3 particular 73 when he took part in the war against israel he was a commander of the air force they say they go back to those years to say that the man had a legitimacy because he fought in the wars against israel and he climbed the political ladder to become president of egypt when and what i said that was a sign it sessa dated in 1900. 81. Forth for for his supporters thats the way they would like to remember him despite his political demise if after 2011 his opponents say that the man instead of delivering on the promises he made when he became president he backtracked and he paved the way for corruption to be face to be widespread in in the country and for giving sweeping powers to the Security Apparatus in the country and for the bathing the way for his son to take over his son Jamal Mubarak to take over so those are the reactions that you would see from those who supported him and those who stood against him particularly after the 2011. Uprising in egypt did he give those powers to the Security Apparatus or the the overlap between the Security Apparatus and the military or did they take those powers from him. Well back then he was still the most powerful man in egypt and he have the control over the military establishment but he was getting older having Health Issues but the general public sentiment was starting to shift from the absolute support that he had into starting to talk about the problems that the country face of people were talking about the clampdown on this. On this and the pervasive corruption in the country and the need to implement genuine political reforms and i think if you remember those years peter particularly tout to 1010 the parliamentary election widely seen by many people if you ask o. That when there were massive pressure put on the judiciary own people to ensure that the Political Party the democratic Political Party of president the national party. Comes back as the biggest political establishment in the country people saw that this was an indication that the president was losing touch with reality insisting on continuing his grip on power and not listening to what was starting to building to build a momentum in egypt which is which was. Huge section of the society more and more convinced that its about time for a new political change in the country it took just feel months after 2011 and what we saw was history hundreds of thousands millions of people taking to this research and saying we no longer trust her to mubarak so what were saying is just to be clear there was a point well a period of time perhaps a decade even between the mid to late ninetys and the arab spring where he completely misread the signals i think itd be fair to say leaders in the middle east theyre not too disposed to listen to the arab street theyre not predisposed to listen to the calls for change or for more jobs or for more employment or for lower inflation was there a point with him however when he did listen at all or was he completely inoculated against that. Well when he came to power after the assassination of. Anwar sadat the 1st decision he made it took was basically to release the political friends that prisoners and the opponents of the for what the assassinated president and what he said that people took that as an indication that this could be a genuine fresh start in egypt and they thought that this would be followed by genuine political reforms though that would pave the way for the opposition for the different Political Parties of the Muslim Brotherhood to join in the political process and then they thought that this would be followed by genuine Economic Reforms to deal with the problems that the country faced particularly corruption and mismanagement and also unemployment none of that happened and. Through the years. And more isolated liston only a small circle of top political advisers and people could feed that disconnect from reality to the point where. Bach became the most important political figure in egypt and people will start to talk about but perhaps the potential successor to obamacare and this was widely seen then as a red light if you go back 22008910 all the political debate in egypt was about who was going to take over president mubarak then didnt make any official statement to endorse his son jim animal barak was obviously becoming the most powerful man in egypt then and this is i think one of the reasons that many people started to become very concerned about the future of the country that concert was also trickling down to the military establishment which was the most important backbone of the state after 2011 mass uprising i think they decided that its about time for them to abandon has to mubarak because they knew that the price they would have to pay if they insist on maintaining him in power or paving the way for them and mubarak to take over would be massive and i think that was the moment the the beginning of the end the political and for president Hosni Mubarak. Will come back im sure in the coming hours in the meantime thanks very much. Middle east analyst youre going to joining us here in the studio in doha sweeping generalities to do with a bad idea bobs ultimate anyway would be fair to say he started off as a popular president but ended as a dictator. Well let me put it that way he started as a popular ruler and theres a difference between the ruler and the president ruler rules but president s governs in ever government he ruled and it was an absolute rule so this is this is how we should put. Mubarak in his beginnings in that context we have to choose to put it in that context it was just a ruler ok not a present them not just the president ok lets unpack his legacy a little bit lets start with Foreign Policy and how he was perceived at the 1st at the beginning of his term as a ruler not as a democratic president to carry on with the idea he was d as weve established for a lot of president s and prime ministers in other parts of the world to go to guy along with king hussein of jordan to talk to from the mid ninetys up until the early eightys thousands. Did he fail in the job or did he still manage to maintain a desire to be on the right side of history to do the right thing by the region well i mean there wasnt a lot of is a very controversial person by the way and. There are many aspects of that person that personality which seems which seem to be contradicted. So. Well mubarak for instance he failed to recognize the difference between stability and segregation both politically and economically he always talked about stability whereas in reality and on the ground it was stagnation. He managed to invent a raft political life that didnt exist really exist. Of course i mean we have to remind the viewers that the the the majority of the egyptians revolted against that. Invented choreographed version of the political life only to be shot by his successor who came from the ranks of the military that he killed even that cold you grabbed version of the political life so either you know whether to give him the credit whether to give him credit or not on inventing that choreographed political life in comparison to what mr sisi bit. The many of the political catastrophe is that happened on the c. C. Actually started started during mubarak and long long time you know when mubarak was a president for instance im going to give you an example. You know not so many people know of the fact that when egypt not egypt when sisi and his establishment gave up the 2 islands of. Iran some appear it was not actually of their own doing it all it all started back in 1991 when when Hosni Mubarak under the president of both the United States saudi arabia and israel signed a president ial decree that sits that sit a baseline in baselines for the egypts. Exclusive Economic Zones that actually depicted both islands from the egyptian sovereignty so and it took 20 years more than 20 years according to the international law. For saudi arabia to put this this egyptian president ial decree into force and to take over the 2 islands so a lot of what we call political catastrophes that happened you know time wise on the c. C. Started by Hosni Mubarak and during his time ok heres the thing did he do at any point during his tenure that thing that leaders in the region tend to do 5 or 10 years before theyre toppled for example did he wrap himself in the flag and kind of pitch him self as being this plan Arab Nationalist or was he Something Different about what was was he at a junction at some point in his political career and he went in a different trajectory a different direction well i guess that goes only for the 1st few years of his rule when he shrouded himself was that the arab nationalism flag soon he gave up that flag. And he just gave up. The. Brain to 2 regional powers other regional powers like saudi arabia the gulf in general and israel israel and the United States he was being dictated most of the time by the United States but there was never a sensation or a sense perhaps when he was talking to george bush the 1st or george w. Bush george bushs son before he became u. S. President or talking to barack obama or talking to king hussein of jordan or talking to Saddam Hussein there was never a sense that he was going to do that thing that quote dictators do they always do the same thing they always say i had to do what i had done for the good of the country because he was there for so long that he had a period of 25 years where he didnt have to say that even if hed said it in the 1st place were well i guess what youre referring to is. The reason for what you are referring to again is eternal pursuit for what he thought stability and the stability meant the stability of his rule the fact that he was opposed to George Bush Jr in you know as far as some or some of the u. S. Governments at the time overtures towards the palestinian issue for instance you know when he was opposed to certain ideas initiatives especially when it when the pack up the prism of out of oddly prison off a fog in rejecting that initiative during the time of clinton im sorry clinton and. Again he was after keeping stability for his rule he knew a bit such step would would have been met by Public Resistance and in his pursuit for his stability his rules debility he popped up out of heart not out of arab nationalism kind of thing but again it was all an attempt you know. Nonstop attempt to keep the stability of his rule he didnt want to steer up the pop. But it was not i dont doubt it that it was out of. Arab nationalism or the slogans. But again on the other side we cannot discredit him for his role pivotal role in the 1973 role was when when he was the commander of the air force again also we cannot discredit him. Or take away the credit for the fact that he always kept a distance between the military and the rule of egypt please he kept the facade the civilian facade in the presidency and he deliberately kept the way the the the army away from the president s so he was he was very good very skilled i guess kind of tickling the cat and playing with the kittens at the same time because the military there is something that people outside the region dont get the military in egypt is absolutely huge i mean its a Massive Force it is what was his skill set i mean this region is so divided and divisive its difficult to imagine a leader in the middle east reaching out to the palestinians reaching out to the israelis reaching out to the americans and being able to triangulate all that so you end up with those Photo Opportunities of people getting off planes and embracing and shaking hands that leader in this region at the moment theyre not he doesnt exist. Well i have to admit and i have to agree was what you said in those kind of i would say ok leaders theyre becoming more and more species in the region and i think its its not just a regional phenomenon its a worldwide phenomenon. With different levels. But back again to mubarak principle and this is what i heard directly from him. Ok his his principle was lets not throw the box. Domestically regionally and internationally and by doing that or by thinking that he was doing that actually he caused terrible stagnation political stagnation and economic stagnation for his country so briefly he had a very finesse touch when it came to the region when it came to his interaction with other leaders in the region and indeed around the world yes but he didnt have that finesse touch when it came to realizing the direction of travel of his own country which was downhill exactly exactly you put it correctly was there a point when if he had identified by the arab spring for him would not have unfolded in the way it did differently i mean mubarak and lets lets admit it mubarak had a tremendous charms when you took over. The rule in egypt to introduce egypt as a democratic country he had all the opportunities to do so with unfortunately after a few years in office. He just decided to go the other way and and he only thought about himself and his legacy as a ruler. Of course he didnt name himself as a ruler as a president. And he failed also to recall that you know its universal this is universal rule ecomog its you cannot. Allow. A military. To do politics to be involved with politics because.
