Rooms have been converted into makeshift hospitals. Oil producing countries trying to negotiate a truce save a market share through global collapse to demand. A 2 week a ceasefire comes into effect in yemen say they wont stop fighting other countries still in the sea. And hundreds of millions of children desperately needing food you look at the difficulties for aid during the pandemic. So the damage to the worlds biggest economy from the coronavirus shutdown is really hitting home in the past week another 6600000 americans have joined the jobless queue and that means nearly 17000000 americans have now filed for Unemployment Benefits in just 3 weeks thats one in 10 workers and the affairs of figures could be even worse lets bring in our White House CorrespondentKimberly Halkett in washington d. C. And kimberly in just a matter of weeks 17000000 people out of work and its probably more. Yeah youre absolutely right nothing like this seen in modern history and it is expected to be more because heres the reality the state unemployment offices are overwhelmed they cannot keep up with the processing of claims so weve had 3 consecutive weeks now as you point out 17000000 in the United States filing for unemployment but the number is expected to continue to climb for many weeks in fact its projected to be more in the neighborhood of around 46000000 americans who overnight as a result of this shutdown and social distancing lost their jobs and were seeing this all across every economic sector whether its factories whether its Office Workers even the Health Care Sector because theres been a pivoting of priority in terms of dealing with coated 19 patients and that means that other people who have specialties in other areas may it be dental elective surgery all of that has been canceled so they found themselves out of work and theyve also in many cases found themselves losing their Health Insurance because in the United States its an employer based plans this is typically people get their Health Insurance through their employers losing their jobs means that is now in jeopardy. Of scale of job losses are given that the administration can do to try and to try and counter. Yeah there are a number of things that they have attempted to do course weve seen a number of legislative packages but weve heard that is very hard for people to get some of the relief in terms of the promised checks that are supposed to be coming to the many say they havent yet received those checks and then just in the last few moments weve learned that a package that was intended to help Small Businesses this was 250000000000 in additional funding requests from the white house to congress that has been rejected in the senate as of the last few moments as simply what we have here is democrats on capitol hill in the u. S. Senate felt that this legislation was scared too narrowly in terms of helping only Small Businesses they wanted to see this package expanded to help states and also hospitals specifically so they have rejected this and now essentially this package is on hold we also know that there is another package in the works in the neighborhood of another 2 trillion that would be sort of a 4th economic recovery package but none of this is being voted on of the moment none of this is being discussed so really this is leaving americans to residential a sort of fight for themselves we should point out there has also been one other effort coming from the Federal Reserve theyre rolling out 2. 3 trillion to bolster small and midsize businesses this is notable because this is a shift usually we see the Federal Reserve dealing with Monetary Policy but in a time of economic crisis they feel that they need to pivot as well in order to try and help ordinary americans. From the president to the same opinion about these latest job. The u. S. President is expected to have his Daily Briefing at 21 g. M. T. But already i can tell you that he is under the microscope for the response in terms of some of the shortages were still seeing in the United States in fact we know that the Strategic National stockpile that is now running desperately low in terms of supplies theyve dispatched 90 percent of that stockpile to the states and theyre under a lot of criticism the white house that is from democrats who say many states are sort of left bidding on the open market for personal protective equipment masks gloves gallons things of that nature that the 1st responders need to help with the krona virus crisis so expect that that is going to be one of the other tough questions the u. S. President s going to have to answer many feel that the white house response is simply been sort of fragmented there hasnt been one sort of courted response and that pressure on the white house is only going to continue to grow as these states grapple with trying to deal with the crisis right ok kimberly thanks very much indeed only there for the moment it can be helped at the White House Correspondent so lets take a closer look at how people be affected by this gloomy Economic News as a result of the pandemic shortly and how it will report from florida where an ally of President Donald Trump is facing criticism for not implementing stay at home as soon as the 1st lets hear from john hendren who explains from detroit why americas most a city has rapidly accelerating cases. Detroit famed for its reduced to rags to riches story is reeling. Emergency rooms we are literally running. The coronavirus threatens to undermine the motor citys rapid recovery from a 2013 bankruptcy. Detroits t. T. s center was scheduled to housing north American International auto show in june that was expected to bring in 400000000. 00. Now instead beginning thursday it will begin accepting patients of a 1000 bed emergency coronavirus hospital this facility because its been told that. Theyre going to create negative pressure in here just like a little road so the patients can talk again if needed they will be for other people the motor city is just the latest virus hotspot to make the demoralizing conversion from commercial hall to crisis Medical Center its a model the u. S. Army corps of engineers has pursued in coronavirus hot spots around the u. S. From new yorks massive Jacob Javits Convention center to illinois largest city where engineers have been installing thousands of beds in a matter of days chicagos Mccormick Place is north americas largest Convention Center but the conventions are all closed in illinois under a statewide lockdown order so this sprawling complex is now with 3000 bed hospital devoted entirely to coronavirus throughout neighboring michigan the virus is moving fast our numbers are climbing exponentially we knew it was a matter of time not if covered 1000 come to michigan we took aggressive measures weve been on the front end of aggressive measures that states have been taking but we see this astronomical rise 7 years after the bankruptcy that brought motowns engine back to life the virus threatens to bring that progress to a grinding halt John Hendren Al Jazeera chicago. Bracing for impact on a peaking coronavirus cases expected next month florida is preparing for what could be a brutal onslaught almost a quarter of the states population is over the age of 60 placing millions of its residents in the high risk category many of floridas iconic destinations and now deserted but the statewide order to stay at home came long after other states already enacted similar measures during the almost 2 week debate on whether to issue the order the number of coronavirus cases here rocketed on april the 1st one month after the states 1st confirmed case the order finally came given the unique situation in florida and im going to be doing an executive order d today directing all floridians to limit movements and personal interactions outside the home critics of dissenters who was initially worried about the impact on the economy say its too little too late supporters of the republican governor say was a measured step by step approach on march the 23rd governor dissenters rejected the idea of a lock down by the time he gave the order at the beginning of april the number of cases here that increased 5 fold that delicate balancing act between saving jobs and saving lives is one many governors and now facing whether the delay here led to the loss of life is a debate for the future and a highly politicized one its also a stark example of the life and death decisions leaders and now having to make dissenters has been criticized for excluding religious gatherings from his order tampa Mega Church PastorRodney Howard brown was arrested over defying Public Health orders the arrest warrant being signed by dissenters critic Andrew Warren well social distancing is the only arrow we have quiver is the one thing we can do right now to actually fly current and we know that it works we want to do it in a responsible but aggressive in a way and so the next several signals were getting out of tallahassee on your minds that process. Health experts say hospitals in florida will be strained by the summer as the death toll rises but politics should be put aside for now we will come out the best but we need to come as a nation. Orcus nation and be a ready for the 2nd wave and be ready for it but the. Florida faces some unique issues a screw ships with sick passengers dock crops rot in the field and unemployment lines grow but the focus now is on saving lives and gallacher aljazeera Miami Florida but our oil is one industry that supports millions of jobs in the United States and the pandemic has caused a global collapse in demand the sector had already been suffering because of a price war between saudi arabia and russia major Oil Producing nations in the allies of holding an emergency meeting now right now to try to end the crisis at this moment theres a glut of about 35000000 barrels a day and thats the same amount produced by the United States russia and saudi arabia combined the us President Donald Trump has asked opec and its partners including russia to cut up to 15000000. 00 barrels a day but there would still be too much or leave it at that level and some wants the u. S. And canada to cut back as well and analysts are warning that prices could fall to 10. 00 a barrel if the instability continues our lets bring in election delay whos president s Energy Intelligence and former editor at Petroleum Intelligence weekly he joins us on skype from london what is the program what are the prospects here for reaching some kind of understanding do you think. So and so i think its going pretty well the meeting started about 10 minutes ago. Actually well an hour and 10 minutes ago and and the and the situation is that were. It seems the sides are really really getting. Closer to an agreement no there isnt downwards ahead of time whether the saudi arabia or russia or any of that actually kind of find agreement after last months agreement fell apart. In their early march but the indications that were getting so far is that the mood is really good and that the actual signs are coming to a potential agreement which could be 10000000 barrels a day or more of cuts ok 10000000 barrels a day would that be enough how much do we need to get that figure 2 for it to be acceptable to help prices rise. Well i think 10000000 barrels they would be a good start and you know as you say 10000000 is not quite enough in the scheme of things here you know 10000000 will not deal with the surplus that were seeing in the market and the phone demand that were seeing because of the coronavirus but if theyre able to send the message that they were able to cut 10000000 after the deal fell apart last month that he really wasnt signed to the market and i think that you know there would be quite a positive reaction d more crisis from the right a positive reaction but with that reaction be sufficient to push them up to the level that is required that donald trump would like to see for example and how long would it take. Well and this is the question you know you mentioned dont trump dont trump is one hand delighted that oil prices are low and on the other hands are quite concerned the prices are low because of the the u. S. Energy sector so its a bit of a double edged sword for dogs from i mean we talk about the oil industry in general what they need it definitely needs to be in the 40. 00 or higher range to actually make Oil Producing countries a lot more comfortable welcome to a lot more comfortable and we talk about u. S. Shale they definite 45. 00 or more to be comfortable right now were talking about millions of jobs hence the u. S. Interest in that and what impact do lol low oil prices have on you know not just the big players but also smaller supplies like iran and venezuela and so forth. Well i mean the imagine iran has well of course they are dealing with quite severe sanctions and theyve had to rework their economies to to deal with not producing very much oil at all and last couple of years but when you when you think about Oil Producers like the u. A. E. Saudi arabia kuwait nigeria algeria you know oil is quite central to their economies and you know you know our kind of us the nation of what you know for example saudi arabia needs for it what we call their breakeven will be around 60. 00 as a barrel and now are much higher than that so to be comfortable the operationally needs to be up towards that level but i think at this point if the price gets out of the 20. 00 range gets high thirtys into the fortys i think i wont be reading a lot deeper and if as you say were right about early signs indicating that russia and saudi arabia are getting close to some kind of agreement what is it whats happened thats enabled them to remove the main obstacles that challenge them so much so much a month ago. Well i mean if we back up to what happened last month the issue was that saudi arabia russia were not on the same page coming into the meeting saudi arabia want to have quite deep cuts as theyre quite concerned about the coronavirus impacts you know they were looking for a 1500000. 00 barrels that extra cuts on top was already in place and russia was simply not prepared at that time to go that far so whats changing now and then well we have absolute meltdown in our markets weve had a price war that sort of could have the biggest producers against each other and this sort of scope of the crisis has come into focus i think thats really made the big producers and importantly the people that run those countries in moscow in riyadh sort of think very carefully about what needs to be done and so i think that has sort of yours it come together and say but we really need to get something done here and you know instead of a 1500000. 00 barrels a day additional cut were talking 10000000. 00 barrels a day additional cut or more you know were talking is actually 15 betting on how many countries are able to join here and that as you said the beginning may not even be enough to rebalance market but its going to send the right signal that d these producers can get together make an agreement and do something so that impacts these are oversupplied market probably keep a close eye on the developments of that meeting is a take turns on in the coming minutes announce and extend the president to Energy Intelligence thank you very much thank you. Or lets go back to our top story in the number of jobless in the past 3 weeks alone in the United States climbed to almost 70000000 we can speak now is robert scott whos director of trade and Manufacturing Policy research at the Economic Policy institute he joins us on skype from washington and scott welcome to the program job losses on this level have we seen anything like it in recent history. These. Just jump into unemployment is unprecedented in the United States sense at least the 2nd world war nothing nothing like this no i 75 years so losses on this level this quickly what effect will that have on the u. S. Economy but this is different from say for example the Great Recession of 10 years ago this was an intentional shutdown of the domestic economy estimates are that we can ultimately lose between 20 and 30000000 jobs or more. By the summer in the United States and this is going to cause a collapse in economic output again and could fall as much as 15 to 20 percent an unprecedented in living memory of most people in this country and that force is going to have negative. Ramifications for the rest of the Global Economy as well i was going to say oh the nations that will have deep economic problems from the crown of our says it is but what effect will it have having that the u. S. Economy under this kind of pressure. Well the u. S. Is the biggest buyer in the world we have port for goods and anyone else means all the economy our imports are going to collapse thats going to reduce demand in the rest of the world so trade is going to collapse overall. In addition this is going to cause a decline in output the rest of the world and of the United States weve been able to respond with a massive 2 trillion dollar reli
