The winds of change how a classic piece of hollywood cinema is now being seen and a very different light. In shops reopening in the epicenter of the pandemic despite a Record Number of krona buyers tatts in brazil. Just one day after george floyd was laid to rest his brother has testified at a congressional hearing looking at the racial inequality and Police Violence issue in the United States floyd called his brothers death a modern day lynching in broad daylight and urged politicians to stop the pain Congressional Democrats are progress weeping changes to how america polices black people but the white house says certain proposals arent going to happen such as reducing immunity for Police Officers who say they have been vilified all politicians in washington figure out what to do next protesters are pressing on with their cause going into the 6th. Night of demonstrations castro has more. Villainous cloyd travel directly from his brothers funeral in houston to the u. S. Capitol join us call for him and he was ignored please listen to the car out all make it to you now for the cause of our family and the cars ringing out the streets across the world people of all backgrounds genders and races have come together to demand change House Democrats have proposed sweeping legislation to Reform Police departments in the wake of George Floyds death that includes increasing Police Accountability for officer misconduct and Banning Police chokeholds im tired im tired of my pain you feel when you watch Something Like this when you watch a big brother who looked up to for your whole life da da big of was my what we saw in minnesota the slow torture is murder of george floyd by a uniform officer was an outrage and a tragedy where we have seen since then millions of americans marching in the street to demand justice and call for reforms it has been an inspiration you know you got a 7 in 10 americans now say floyds death is part of a systemic problem of police brutalizing and killing black americans defund the police has become a rallying cry for those demanding reform but the meaning of the phrase is nuance to most defunded the police means shifting some money from Police Departments to social services but to the far left and means abolishing police altogether republicans have seized on that extremist interpretation warning of an arcade they know it is pure insanity to defund the police and the fact that my democrat colleagues wont speak out against this crazy policy. Its just out frightening. Senate republicans are drafting their own proposal for Police Reform likely to include requirements for more biased training but the immunity officers enjoyed from civil lawsuits will likely remain intact the 2 parties competing ideas may reach a stalemate potentially resulting in nothing yet they the protesters have already made clear they wont accept that outcome they say of Congress Takes no action than voters will at the polls in november. Castro aljazeera washington is going to mike hanna now whos with us in washington d. C. Mike holes in the last few days show that the majority of americans have quickly and drastically changed their view of Police Police brutality particularly when it comes to black people and that there is really the likelihood that some of them will be pushing for reform not just people from the black lives move Movement Matter or is the white house on all of this. Well the white house is still to inform any change in policy there has been discussions among Administration Officials for the president to make some kind of announcement to clarify exactly what the white houses position is on Police Reform now those discussions have been ongoing there is a possibility that the president may bring up some new policy when he meets with African American religious and Law Enforcement leaders in dallas and thursday his officials are saying that this might be an occasion for him to express exactly what he feels but what he has ruled out of this particular point is a central part of what the democrats are talking about in congress and that is things like moving the liability for police changing the statute under which they are given a qualified liability for acts of violence president has ruled that out already saying that that would be unfair to Police Officers so not very clear at this stage exactly how the impact of the last few weeks of protest has the impact its had on the white house but we do expect and Administration Officials are saying that there will be some clarity there will be a firm a policy emerging in the next few days like we have seen statues symbols relics of the races history of a lot of countries start to come down in the last few days these are these are things that have bothered black people for quite a long time and now there seems to be this agreement that some of these things need to change some of them need to come down particularly in the u. S. Talk about the history of the confederacy and traitorous movement in the u. S. Donald trump with a 0 has said that the memories of the the confederate war theyre not going anywhere. Well exactly President Trump was very opposed to taking down statues in recent years of confederate leaders of confederate politicians he said in the course of the day hes tweeted out knocking down suggestions by Senior Defense officials and the secretary of defense that the names of some military bases should be changed bases that are named after form a confederate leaders President Trump has ruled this out electorally in a tweet in the course of the day then you have once again in congress to speak up the house saying that she would like to see all statues of confederate politicians and war leaders taken down in the capitol now just to make this clear in the National Statutory hall on the capitol for example theres 3 times as many statues of confederate politicians and military leaders as they are for African Americans so certainly this is that debate that has been ongoing within the u. S. President trump clearly on one side of this particular issue democrats in congress on the other side but there is a sea change within American Society at present nascar for example which previously had insisted on the right of its fans for example to wave Confederate Flags it has Just Announced that it is banned all Confederate Flags from nascar events this is just a small indication of how this issue has shifted within the society as a whole and the white house may really be stuck behind what is a sweeping popular trend in terms of a response to getting rid of marks of the old confederacy in this america ok mike hanna live in washington mike thanks as always the Minneapolis Police department as breaking up talks with the state Police Departments chief says its hard to plan reforms in the wake of George Floyds death but. Says the Union Contract needs to be restructured to provide more transparency. This is further examining those 6 significant matters. That touch on such things as Critical Incident protocol or use of force the significant role that supervisors play in this department and also the discipline process to include both grievances and arbitration. And i believe i speak for my chief peers here in the state of minnesota as well as across our current our country that there is nothing more debilitating to a chief from an Employment Matter perspective that when you have grounds to terminate an officer for misconduct when youre dealing with a 3rd Party Mechanism that allows for that employee to not only be back on your department but to be patrolling in your communities defund the police has been a coast to coast cry of protesters and the United States when estimates suggest more than 1200 people have been shot and killed by the u. S. Police since 2015 so why is it so difficult to introduce reform theres a few theories ok with nearly 18000 local state and federal Police Agencies and one of the most decentralized Police Organizations in the world are also more than 600 training academies of varying contant and quality the power of the Police Unions is also a major factor critics argue that union set the tone for the Police Culture and that they have been able to block reform in the name of labor rights and theres also a general reluctance for investigators prosecutors and juries to 2nd guess what they believe to be an officers split 2nd decision to bring in Missouri State reps are never Shane Aldrich jr hes an elected official Community Organizer a member of the Ferguson Commission he joins us live from protests and florissant thank you so much for your time what is Police Reform look like to you. Well what i want to. Guys for having me there is a protest happening right now in st louis county floors a Police Department where the officer today good news was fired for aggressively hitting somebody who was on a bike and then kicking them and punching them and i think thats the bigger one of many things that when people were talking about reform and changes in our Police Department as we continue to see these images we continue to see black lie slayed at the hands of Law Enforcement no accountability so i know one thing were pushing here in the state of missouri and youve been hearing hearing that cry across the nation is defunding the police and when we say defund were not saying abolish what were saying is reallocate funds from over Public Safety budget which in most cities and st louis city and st louis county majority of those funds are going to Public Safety and we have not seen a change in the way that those Police Departments have so what were saying is reinvest some of those dollars back into the community make Community Strong if its Community Schools its Community Centers but ways that we can but the money back into the Community Hands so that they can have more of a voice more of an impact in our community and have a strong neighborhood and set of constantly being tough on crime we need to figure out how we be smarter on crime because for years the Public Safety budget has been majority of our citys budget in the same a city or a st louis county and we have not seen a change when it comes to the way that the culture of the police happens let me ask you something that when when you say tough on crime i think that that is really indicative of how this is always been a politicized issue that is a phrase that we hear so often from politicians when theyre campaigning i mean the implication being of course we dont want to be weak on crime so what would you say to somebody who says if we defund the police if they dont have all the money we could throw at them thats going to mean a spike in crime. I disagree with that i mean youve seen a spike in crime in the city of st louis crime is always currently with the budget in place that is currently in place where theres a bunch ill say over 50 percent of the budget is going to Public Safety and i think weve seen when you reinvest back in the neighborhood and we build neighborhoods if its homes its making sure communities have Quality Health care or Just Health Care facilities in the neighborhood it does make an impact and i know folks like to use as a talking point but the reality is that the budget that we have currently had has not made a change we continue to see a spike in crime so why dont we take a chance of doing Something Different and see how does that make him back in the neighborhood i think its something that not just we understand here in missouri but all across the country that we need to reimagine what Public Safety is and our communities because it has not been going successful with over budget of our Police Departments when you say arey imagine ok lets talk about that and im sure youve been paying attention to the polls in the past few days there has been a dramatic spike a dramatic turnaround in the way the majority of americans see policing broadly and specifically say what policing has meant to the africanamerican community. Do you think that this moment will be more than than just talk. No i dont and i dont think its just a moment i think what youve been saying and from Trayvon Martin to mike brown here and the ferguson area and state of missouri and so many other names brianna tell you are eric garner sandra bland as youve been saying a movement and youve been seeing a lot of education in the process i know when we said black lives matter that was kind of radical and people didnt understand so it takes the education it takes being able for people to say this isnt just a moment and that were not going to go anywhere and at the end of the day the images that we continue to see with people of color being over policed and brutal and ultimately isnt going anywhere so we need to look at how do we do it differently because at the end of the day we all want to live in a world where say we all want to live in a world where we can work with Law Enforcement we can walk down our streets and not be erast with the Current System and the current policies in place have not worked over the last decade and even before ive been around Missouri State representative. Thank you very much. Thank you so much. 2 more atlanta officers have been fired following an incident last month where a couple of College Students were tasered and their vehicle for fired officers and 2 others are facing criminal charges over the traffic stop that was captured here and madi camera footage released by the atlanta Police Department its a statue of Christopher Columbus and the city ever richmond has been torn down by protesters set on fire and thrown into a lake demonstrator shoes ropes to drag the effigy off its pedestal the monument was toppled less than 2 hours after demonstrators started chanting for the statue to go.
