Youre watching Al Jazeera America and im live from new york city im morgan and the president of u. S. And iran are calling it historic, putting any restrictions on the Nuclear Program and in exchange the u. S. And European Partners agreed to drop pretty tough sanctions that choked the iran company for years and president obama is praising that deal calling it important for the security at the u. S. And the entire world. Without a diplomatic resolution either i or a future u. S. President would face a decision about whether or not to allow iran to obtain a Nuclear Weapon or use our military to stop it. But put simply no deal means a greater chance of more war in the middle east. All right so speaking of that deal lets actually take a closer look at what is in side and removals two Thirds Center fuges and iran allow inspoekters to enter sites including military sites and the president did specify that can happen whenever wherever and sanctions will be lifted once it has been verified that they have taken steps to shrink the Nuclear Program but the arms embargo is in place for more than eight years and lisa is at the white house and good afternoon to you and we know congress has 60 days to review the day but what challenges did the president face really selling this agreement to those lawmakers . Well morgan he faces a huge challenge and has to sell it to the American Public and has to sell it to congress. Last night the president did place calls to congressional leaders to tell them a deal was im imminent and said he would give extensive briefings on capitol hill to outline the deal and warned congress it would be irresponsible according to the president to walk away from this deal. Here is president obama. Because the stakes are so high this is not the time for politics or posturing. Tough talk from washington does not solve problems. Hardnosed diplomacy leadership that has united the worlds major powers offers a more effective way to verify that iran is not pursuing a Nuclear Weapon. Reporter and verification, that word, that is the key, that is what members of congress are concerned about, is this deal set up to truly verify that iran has moved away from any Nuclear Program and they are not cheating and Mitch Mcconnell head of the senate very worried about it and here is what he had to say today. Seems americans and both parties were right to fear that a deal inked by the white house would further the flawed elements of aprils interim agreement and aim at the best deal acceptable to iran rather than one that might actually end irans Nuclear Program. Now some democrats on the hill are calling this a historic agreement, senator Diane Feinstein calling it a strong agreement that will stand the test of time and democratic chuck shumer says i will go through it with a fine tooth comb and the president will have a battle with the republicans and some democrats. He has already warned lawmakers, morgan he will veto resolution over this with iran. Members of the administration briefed the press today, what are you learning about how exactly this deal came together and really what are the next steps when it comes to implementing it . Well as you can imagine the negotiations were very tough. One Senior Administration official likened it to putting together an rubix cube and the president made it clear to negotiators they should not worry about deadlines and should get the best deal possible. This deal will be phased in steps, sanctions dont go away immediately and depends what iran does and the Administration Says they will be going back to the u. N. Morgan next week to try to pass new resolutions to ensure that sanctions remain in place in regard to arm sales and Ballistic Missiles and one other point Senior Administration officials are hoping this might open the door for iran to make a humanitarian gesture and to release americans, three of them that are being detained right now in iran. Morgan. Lisa stark joiningly us live from the white house and former secretary of state Hillary Clinton had this reaction to the deal. We have to treat this as an ongoing Enforcement Effort which i certainly and strongly support and as president would be absolutely devoted to ensuring that the agreement is followed. Reporter over in israel reaction to that deal was swift and it was harsh, Prime MinisterBenjamin Netanyahu called it a mistake of historic proportions. In fact, the deal gives iran every incentive not to change and in the coming decades the deal will reward iran the terrorist regime in tehran with hundreds of billions of dollars and it will fuel the terrorism worldwide and its aggression in the region and its efforts to destroy israel which are ongoing. And we have more on israeli reaction from jerusalem. The second time we heard from the Prime MinisterBenjamin Netanyahu today in his latest statement, it is quite clear that he was directing his message to an international audience. He only spoke in english and delivered a brief statement, however in it he was very scathing of iran and wanted to portray iran as a country that could not be trusted and perhaps more importantly was determined to in his words destroy israel and the United States. Whatever the case in the background of all of this mr. Netanyahu is facing very serious pressure at home from opposition politicians politicians who criticize his handling of this iran deal in the sense that they believe that he has strained relations with the United States particularly the u. S. President barack obama unnecessarily and because relations were so poor president obama agreed to concessions with iran that the u. S. Might not have otherwise if relations with israel were better. That was reporting from jerusalem. Meanwhile irans president said the deal marks a new chapter in International Relations for the country. Translator im glad that today with 23 months of negotiations of the republic of iran with p 5 plus 1 we are able to arrive at a new point. Aly joins us here and you just returned from tehran but he is an interesting character in all this and do you think he will be railed hailed as a hero . He gets the west and that helps and the administration, the government of iran is not particularly diplomatic. Rouhani and he is and has celebrations and police quartered off the street and its a fairly controlled society and they tell them where they can demonstrate and they are letting them dance and told the police to back off and let them do that. A couple of things said the iotola put red lines down no arms embargo, inspections in a way he said were not going to be allowed so the iran gave stuff up and he what has to depend on itola coming out saying good job and you did the right thing and there are hard liners in iran who see this as a real blow to their power, they are influential and not as big and not populus but they are in the government and calling for demonstrations and i think in the end Mohammad Javad zarif will come out a winner but its interesting to see. How will those hard liners react, in the u. S. We seen reaction and protests and when you were there people protests and how dividing is that . There is actually a broader array of political opinion in iran than you would think. It is still controlled, the ability to run for president you have to be qualified and determine you are religious and pias and this so everybody cant run but there are formers and liberals and moderates and rohani are considered a moderate and conservative and real hard liners and they have all that. Conservatives and hard liners are losing ground and not just a negotiation, when i was there i spoke to a minister, a woman, a government minister who is in a fight with hard liners about letting women go to sporting messages and on facebook they are calling each other names and tell them you are from the stone ages and rohani is talking about it and a lot of surface and hard liners feel they are losing ground but they still have a lot of power in the society. Speaking of the stuff that is going on beneath the surface trust or the lack there of is an issue or according to obama and kerry it is not the issue and its about verification and before were jump into that lets take a clip of that. It is a step away from the spector of conflict and towards the possibility of peace. This moment has been a long time coming. And we have worked very hard to get here. A resolution to this type of challenge never comes easily not when the stakes are so high not when the issues are so technical and not when each decision affects global and Regional Security so directly. So i guess in short if verification is at the heart of this who blinks first and when . This is a good question iran thinks that it doesnt want to be subject to anything that other nuclear signatories to the Nuclear Proliferation treaty are subject to and have to deal with that at home and its the first time the International Agency wants a particular inspection and iran stops them from doing that and you saw this morning what you are looking at on the screen right now is head of Mohammad Javad zarif which took place before the announcement of agreement came out. The condition of the main deal is they had to have a contract first and it will go to 2015 so we wont know to the end of the year if i aea has what iran agreed to give it and if we can get through the end of the end of the year and iaea said iran is doing what they said it will do we are off to a new relationship. What is off the table and we were paging through the documents this morning and didnt see anything about terrorists being taken off. They had a list of 800 names of banks and individuals who have been for bidden from doing business with the west and are now allowed including the police and the iotola controls. One of the things that we have not seen a settlement to are americans in jail and there are a few in jail iran dual citizens and iran is clear if you do anything that is wrong and you are a dual citizen dont worry about the other citizen and you are iran and we will treat you as such and the people were in vienna trying to encourage them being part of a deal and didnt happen and we have some word maybe there is a side deal going on that will see some releases or at least that is the hope. Before i let you go help me understand does this deal fix the game for iran and does this leverage their Playing Field . They are a big player in the region and look at the trouble in yemen. First largest producer of oil and highly influential in iraq and syria and lebanon and bay bahrain and what it has done to arab enemies and israel is emboldened them and it e emasculated iran. That is powerful language. Im not sure it works for me. Why not . Iran is better off and irans problem is they are getting grumpy as sanctions effect prosperity and take the sanctions away and let the value of currency rise and give the people prosperity and it can buy and sell goods with the rest of the world and the people dont get so mad at the regime because they are embolden and not sure how it plays out but im not sure its a given that iran lost today and that puts me on the side of a lot of republicans in america that thinks that iran walked away with the bag at the table and i dont know if that is true but i dont think iran is hurt from today. Speaking of americans and prosperity what is the Immediate Repercussions for us here at home . Nothing for most americans, something for American Companies and iran is a big driving country and 80 million in a good year, if they didnt have sanctions they would sell two million cars in iran and there are no american cars there and there is cherry from china and hundai and not an american car on the road. New leaders in iran and u. S. May have helped to get the two sides to the negotiating table a common enemy likely served as the real catalyst for resolving the Nuclear Issue and melissa chan has more. Reporter powers spent years trying to reach a deal over irans Nuclear Program and one stepped that moved things fore ward decision for the obama participation to participate in talks without meeting u. N. Demands first, the change iran needed a new president , ruhani. We are better off exploring a way to move this confrontation from one that is essentially unmanaged to one which is managed in a purposed way with the desire to normalize the relationship with iran with the rest of the world. Reporter the talks with u. S. China, uk and france on one side and iran on the other resumed in 2013. You have a couple of things going on. One is the iran government really does need money sanctions have been extremely effective and they are feeling the population is feeling hurt and especially with oil prices down the irans are looking for some relief. Reporter over the last year of all things it may have been i. S. I. L. That pushed two enemies, the u. S. And iran closer to a deal after so many years of exuivocation and both have launched air strike to i. S. I. L. What they do is a good outcome, in other words, the activities of the iran people to support the Iraqi Security forces is a positive thing in military terms against i. S. I. L. Reporter this was secretary of state john kerry last fall. There is a role for every country in the world to play including iran whose foreign minister is here with us today. Reporter and for the u. S. And iran to coordinate more effectively they had to resolve their biggest disagreement first, the longstanding Nuclear Issue. One of the things the iran government has said is if we can put this deal behind us look how much more we can cooperate on. Reporter both the u. S. And iran are flying in iraqky air space as they battle i. S. I. L. , the nuclear deal will allow them to move on and fight what has now apparently become a greater enemy and some u. S. Policy makers would question the belief that i. S. I. L. Is a bigger threat than iran. Melissa chan, al jazeera. We will have much more on the iran deal throughout the day so be sure to tune in tonight for 9 00 p. M. Eastern for a special report and coming up, on al jazeera the huge reward offered for the recapture of an escaped mexican drug lord. Stay tuned. Reporter two days after a hollywood style prison break they posted photos purportedly of guzman enjoying his new found freedom, mexicos drug lord escaped from the prison in central mexico on saturday night through an elaborate tunnel accessed from the shower in his cell the 2 foot by 2 foot opening led to a tunnel to an un unfinished house outside of town. He uses tunnels and they have a team of engineers and miners that built over 100 tunnels between the u. S. And mexico. Reporter this is the second time guzman escaped, in 2001 he bribed officials to smuggling him out in a laundry bin and on the lamb for 13 years before his capture last year. His arrest harolded as a significant blow to a criminal empire Authorities Say is responsible for nearly a quarter of the Illegal Drugs that come into the u. S. Through mexico. Whenever there is a community in the United States where you can find the presence of drugs such as heroin cocaine, marijuana, meth and designer drugs those drugs are connected to el chapo. Guzman refers to statute but not his influence. We dont know if guzman ever set foot in the city of chicago but certainly people that were dispatched to chicago to oversee his operation put their thumb print on that operation. The Chicago Crime Commission named him public enemy number one, the only other one to hold that title is alcapone and wanted in the United States for Drug Trafficking titles and another title and one of the most powerful and richest man in the world may keep him out of reach of law enforcement. The opposition parties conservatives and socialists and the river which is center right have all said they will support it. He is going to have opposition from key unions, the Civil Service and the Public Sector unions in general will have a oneday strike tomorrow. That is the second time the Public Sector has expressed itself against the government and this is there for a new trend and before that they were behind the government and felt the leftest were going to support the salary levels and Staffing Levels and benefits levels and that now seems to be in jeopardy so cities that could be losing a key support there from its voter base. And they are also unhappy because they want growth measures that will reduce unemployment and i think the far left is also going to abandon him and he will lose credibility with a chunk of his own party and certainly with the left wing that is beyond that so therefore he will have broader opposition from now on and possibly a narrower support base in the political center. Its going to be difficult sailing and what people are openly talking about here is a possibility reshuffle as early as this week, within the government to remove those ministers who already voted no to saturdays measures and the possibility of elections later on this year.
