So people are biding their time. The leaders are all in their 80s and they will be changing. They will be leaving at some point. In the first ten years of the 21st century the number of death sentences handed down in the United States actually increased 26 over the last ten years of the 20th century. In that same period of time, the number of murders in the United States decreased 21 . Now im not saying the only reason but the murders were not necessarily decreasing in the state thas that had the Death Penalty. Study after study shows African Americans are more likely to get the Death Penalty for a whole host of reasons that white people who commit the same crimes. Approximately 51 of the murders in the United States are committed by African Americans almost exclusively against African Americans, 42 of those on death row are African Americans.
