Good afternoon this is Fresno City Councilman Steve filling in for Trevor carry on power talk radio we re taking a lot of calls in this hour we re going to be talking about homelessness have a special guest in studio with me I m an interview see him in a moment but 1st I want to go over if you ve been hiding underneath a rock in the city of Fresno you might have missed that about 2 weeks ago I passed an ordinance in the city of Fresno called Well it was a no camping ordinance you know it did not have the word homeless in the ordinance at any place in the ordinance but in all reality being upfront and honest it is that camping camping behaviors that we were targeting that you often see exhibited . With some homeless of our some of our homeless population these are things like tent structures and cardboard structures and bathing in public we ve been inundated with calls in my council district and across the city about homeless related issues and or problems a lot of our business owners we have 35000 businesses in the city of Fresno and all across town are business owners have been crying out for help about 2 and a half months ago now a group of business owners from the south into Fresno downtown Fresno in the Chinatown business district came to council and I think there were about 12 or 15 folks they all took 3 minutes one right after the other and they were literally almost asking us do you guys realize how big the problem is in Fresno was on that day I decided we ve already we ve already been talking about homeless issues in my council district because of the volume of phone calls but I said to my staff we ve got to do something to address this so we kicked several ideas around we vetted some ideas and we can we finally focused in on what s called a no camping ordinance or no camping policy and it was Finally I brought it to council about a month ago and a 2nd vote a couple weeks later that 2nd vote was last 2 weeks ago and it will be implemented in 30 days and here s what it is in 30 days some of these behaviors will be considered a misdemeanor pitching tents creating these huge messes associated with the tents bathing in public cooking food in public these things are going to be a misdemeanor in I ve had a lot of vocal opposition on this issue a lot of Facebook and Twitter friends of mine well I m using the word friends very loosely but a lot of people have attacked saying you re criminalizing the homeless Brandow don t you have a heart I want to talk a little bit about this no camping policy and then I m an inner duce our guest who knows quite a bit about homelessness in the city of Fresno we re going to get his take on that in a minute so I did build in a couple of. Softer sides to my no camping policy for instance if somebody is insisting that they want to camp they don t want help they just want to camp out in public and do their own thing we ve got a segment of the our homeless population which by the way our latest. Count of homelessness in Fresno comes out to about 750 folks in Fresno that that are homeless and out and about in our community of that number. Sergeant Dewey of the Fresno homeless police task force has told me we ve got to up to about 600 people that essentially don t want help they want to camp instead so we re going to say we re not going to allow that moving forward we re not going to any longer enable that behavior and if you re camping you can t do it anymore in the city of Fresno So now here s the rub. When somebody gets picked up and a lot of folks that they just have their ears plugged with their fingers they don t want to hear that there s some other aspects of this ordinance but if somebody gets picked up and they just are obstinate that they want to be a camper. Our law enforcement officers are going to say hey sorry we re going to take you to jail or you can go to a place and get connected with services for homeless people and people that have needs they might be mental health needs they might be physical health needs food and showers and so forth they might be a place to stay we got a new system in the city of Fresno I call it new it s a couple years old it s called Map point it s kind of like an induction center where somebody can come and get connected with the case worker that case worker would begin the process which is sometimes very slow but begin the process of getting people some of the help available to him so we were giving these folks an option you can go to jail or you can go and meet up with a caseworker also if somebody is on drugs or alcohol they ll be given an option you can go to a 12 step program or you can go to a facility and get help and you won t be charged with a crime so we re not just being completely hardcore but I considered a tough love approach in it the goal is to get those folks that need help that are camping in our community get them the help that they need but even that I say was my 2nd goal my number one goal is to help the 520000 of us that call Fresno home and are kind of tired we re kind of over these problems right if you d like to call in and talk about homelessness you can approach it from any angle you do not have to agree with me as a matter of fact I love it if you disagreed with me but you can talk about homelessness on any issue any aspect of homelessness the numbers 247-2255 again power Talk Radio 247-2250 5 I m going to take a quick break when I come back. C 3 with the leadership of our recent founder who passed to papa Mike has always been to provide the best customer service to any person that walks through or our doors are gates on a day to day basis and we re here today providing that need to thousands and thousands of not only our homeless population but mental health population as well and where are you located cruise so we re located on 412 f. Street Main cross streets are g. Street in Ventura right downtown in the heart of downtown area and just providing the services with a smile on her face every day and making sure that every homeless individual gets the service that they need so I believe if I correct me if I m wrong but you started off at least I see your call and we re going to get to you in a minute after we give crews a chance to introduce pov or real house to us so if you don t like to call like Lisa the numbers 247-2255 so Cruz I think that you originally started off as a as a ministry of getting meals to people or food to people but then you added some time ago housing right so you do how some folks is that is that correct so it s somewhat correct so what we obviously the calling card is the 600 meals up to $600.00 meals every day $365.00 days out of the year that s breakfast lunch and dinner including weekends providing these mills that s a problem like started a peanut butter and jelly sandwich that s what papa Mike was known as that was the mission behind him and Mary going out and really providing those blessings to the community and from there 45 years now today currently October 4th we ll hear our 45th year of service in the community is not only providing those meals because we want to go away yes we do provide meals but we re so much more than just a soup kitchen as some have referred us to we now do case management we now do navigation we have a food truck that goes out we have a rehab program we have numerous house that is a safe haven for 18 and over single women we have a clinic that provides men. Dental services free at no charge for our clients we have our sheds that housed individuals so we link folks plus the housing that we have overnight but it s in our sheds that we have currently $48.00 sheds from the 60 the 72 Scuse me I should say that we had but with didn t destroy that we re doing a review to for cation project at Pabra low our 1st phase here is really sprucing up our not only our warehouse that went from 9500 square feet now to 20000 square feet that s patio for food truck and maintenance for cars and trucks that do the deliveries and pickups for us at the pov the shed support of the reputed and even our map point which is now an office on our facility that provides that linkage facility for all those clients that are coming in not only that are just considered homeless but mental health population combination of working with g.b.h. D.s.s. And all these other various organizations that we provide services with along the board and how many meals did you say you provide a day up to 600 meals every Is that food prepared there at the pov real house or where do you do that your food prep Carex everything s state of the art kitchen if folks haven t gone down to the pov I really challenge folks to go down and really get a good perspective on what it is that we re doing because the meal is the calling card and set some for the rest of the services that comes with with what we do with the pov rowhouse but from cooking it prepping it serving it delivering it not only to our organization on site but we re also working with the Marjorie since providing the meals from arguments and the Catholic Charities of the world at the lighthouses and various other organizations that we provide these meals for and they re coming out of our kitchen and we re delivering it serve and serving it and prepping it to get to their location is every single one of those meals a peanut butter and jelly sandwich some of them some of our enjoy sandwiches others you know we provide with the donations that we get in so that s where the magic happens in the kitchen and we re providing those interest as hot meals for all these communities Well the. That is that is great work you guys are doing and you re right in the middle of a capital project where you re trying to expand right trend so at the end of that expansion what will you already talked about the size of the warehouse is going to more than double correct and so then we ll be able to serve that many more people or that s the goal the biggest goal for us and as we saw this vision and this is been a vision within many years in the planning to make this a reality is to really make sure that we re really out reaching and we re connecting with all those individuals that are that is that true emergency need and that s one of the calling cards a pov role of the many that we have there but to really provide that resource and that beacon of hope to all these folks that are coming in or that may not even thought that they needed something they re coming in and were able to provide it no questions asked yeah and by its own questions asked You mean you don t care what religion a person is what sex they are what race they are what you don t care about any of that stuff you just want to meet needs correct it s the human being it s the humanistic approach in every life matters and there s no life that doesn t matter in there s no way that we look at it in some folks me take offense to this but it s there s no throwaways there s no throwbacks there s no turning anybody away we are constantly every day 365 days out of the year providing the true beacon of hope to every individual that walks through the poverty house and do you see does what you re doing at the pov real house do you see people progress from a state of severe need homelessness hunger to back to I don t want to use a productive back to a citizen that can find a job or can get reconnected or do you see them all the way through or do you work with other groups or Or what do you do you know so all of the above I mean we that s one of the main reasons that Matt point out the pa was really set out to really. Identify that true need and eliminate that Fresnel shuffle which some folks have heard a lemonade in that Frezza shuffle meaning that clients would go from organization organization organization they might get a piece of a service here a piece of a service there but it was never the right care the 1st time and that s what Matt point was really established on that in through the the county funding to be able to expand that started off with for as a 1st step homes to to be able to provide the funding for this service that was not thought of where it was going to be now 2 years later 3 years almost 3 years in the main to see the expansion that took place and obviously Department of Behavioral Health took that ran with it and put out an r.f.p. And we were blessed to be able to be a part of that that tripod ever Cyprian s with the king s view center left I mean the impoverished will that is now expanded from one location to 9 locations and poverty will be in one of the 9 Well that s fantastic cruise we ve got a phone call we re going to go to Lisa I don t want to have her wait too long so let s say you re on with Fresno City Councilman Steve brand out and Cruz Avalon. Hoping that going volunteer out there soon I hope and I am just concerned because consuming kind of angry because I I ve been out there I help you know people homeless and stuff like that I actually have a friend who helps. You know she goes out there and she helps house the homeless clients and stuff like. I was his it s like I see this you know the homeless the homeless homeless who you know if you don t get the help you re going to go to jail what about what about the human trafficking what about the traffickers What about the gang problem here why isn t anybody you know a lot more. On that. The homeless the homeless people because there is a lot of help for them. Which I ve seen 1st hand well all right to a think for the call he said I totally appreciate it and if you like to call in like Lisa the numbers 247-2255 again you can approach this conversation on homelessness from any angle Lisa I would say to you that we are also working there or the city of Fresno with our partners are working with people that are caught up in the human trafficking and since I ve been a council member in the last 5 years I ve seen that conversation really take off and go to new levels as well so I think that we are trying to work for those that are caught in the world of human trafficking we re not turning a blind eye to that we know that s happening on the streets of Fresno but we re definitely approaching that as we are homelessness and the gang the gang situation that s that s under the purview of the Fresno Police Department I know Chief Dyer I had a conversation with him earlier today and he was getting updated on gang activity in the city of Fresno So that s something that they are always looking looking at there s an ebb and flow to that we re definitely tackling that as we add more police officers so crews do you does the pov or real house ever interact with folks that have been hurt or damaged or caught up in human trafficking Yes Elise I want to thank you for the call because we in think you see for letting us address that as well because we do interact on a day to day basis with with all the the above we directly work with the homeless task force that is now the crisis response team we work very closely with the sheriff s department working with Sergeant Dewey that was leading the homeless task force around the pov Rolo So we re constant in a lot of the spokes individuals coming in either to new me sounds or coming into our our organization as a whole to provide a safe haven for a lot of these folks and going into mount point we re linking them to the services . Appropriate that need be if we need to link them to more germination for domestic violence so we re constantly working with all these folks and so this is the education and these are the the blast scenes and I know a lot of folks the mantra use blessings all the time but at the end of the day Steve what we re doing for the community and the education that we re giving to the community every day these type of shows are the ones that are being able to address the concerns of the leases of the world so the understand that there is something being done if they just connect with the right people so if she had ever has any questions she can call me at the pov rowhouse I d be more than happy to give our phone number too to folks that want to call in and have any more questions because we re constantly working with all these families and those needs are being met by our pov relative now to parle house where you have a fantastic website at. Susan we re not going to have any type of sweep of the homeless I don t anticipate that you re just going to see a sweep of the homeless in Fresno that s going to overwhelm crews and the other providers I think definitely they ll door have some challenges they ll be some more folks coming to the pov or a low house to map point to the other services but it s really Susan this ordinance is built for the real obstinate folks who just in the face of everything that s going on in Fresno they say no we re going to camp out here we can make a mess and you can t do much about it and we re saying oh yes we can so I want these folks to get help but like I said I ve got a half a 1000000 people screaming at me as a council member to do something and so you know it s one of those balance things in our Police Chief Jerry Dyer who is very supportive of my ordinance and he says overwhelmed with calls for the police to respond to homeless issues already so we already are police are already engaged they re out doing their jobs just because they re doing this doesn t mean they re not going to get something else done but I do agree they ll be a little more demand on our police department but they re up to the task. Dan you re calling from Clovis you had some thoughts on homeless camping Yeah I did some a bit of that to some of ordinances How does that work you re going to have if they re out there camping how to how does the ordinance work I wanted to know what a quick short and sweet answer well you know so an officer is going to come by we have you know example is I found an encampment right off of a Blackstone in Gettysburg 6 or 7 tenths Whew Mung guess mass and people coming out from you know 100 yards away on to the businesses of Blackstone avenue we re spending a lot of money in the last hour we talked about bus rapid transit on Blackstone Avenue spending a lot of money trying to revitalize Blackstone and yet we have a lot of these folks that are campers coming out in interacting with the customers the business owners in some cases vandalizing mandolin breaks out some other problems so you know what we re saying is that with this what the organ says that stuff is no we re not going to enable those behaviors any longer so you can t camp there and you just cannot do it so this promise he s going to come into effect in about 2 or 3 weeks Ok won t I m pretty much in favor of that idea but I m always reluctant to agree with new ordinances are new laws being passed because I feel like there s a lot of laws on the books that could apply to them like when they re out there making these giant mess which I ve witnessed for myself can t they be charged with other they re breaking the law like littering laws and other law that we can argue of course that we re already on the books why aren t we unfortunately often ready there s a $1000.00 fine for littering why aren t they already doing that encampments of people that are creating these large messes are vandalism or things like that can we just charge them with those crimes already committed will definitely we can invent Elysium is a crime Ok And so you know I agree with you and there s a couple of other things like for instance going to the restroom in public is also a currently a crime but pitching a tent and bathing in. You know in a fountain or stuff like that stuff we wanted to add those behaviors to that list of things that we were going to say are no longer acceptable in the city of Fresno You know so we had thought and then one other point is there s I know there s a there s a certain percentage of homeless people because it s a wide range of problems and different things that affect why their home was there but you have a different story and I would agree with that but the thing is like I don t it s a lot of mentally ill people that happen to be home with because they re talking to their self they are obviously not look at it right quiet but if they re if they re special places we didn t get these you know the more I see advocate that I witnessed on the streets every day can t we do something about those folks and then there s other folks out there that probably have other other types of reasons why their homework why can t we start cleaning up you know address the psychiatric problems that I m seeing with a lot of the problems that they get them up a great great question Daniel who s so Daniel so the things for the call currently as Steve was mentioning earlier I mean we re definitely working with d.b.s. Department Bieber Health Department Social Services I mean all these efforts are taking place and working with the homeless task force that is now the crisis response team I mean all this is within efforts to make sure that we re addressing the mental health side of things and mount point was one of those big energies that started this mental health approach through the one who heads the departing behavioral health some through the county and so you re starting to see these efforts so as you go you deftly going to start seeing a lot of the implementation is taking place you re going to start seeing more of the hero team out and about which has been in place just they haven t really been talked about too much they ve navigator s a case managers all this is taking an effect but I think what s happened now lately is because now that this ordinance has passed a lot of the information is now coming out in more folks are being aware of it services have been in place it s now it s now time to really put this practice into action and so now we re going to start seeing that so. Yeah well I just went through can croon a few years ago and I didn t see any homeless in their main hotel service so I asked my taxi driver I was like So how do you guys do that because I have we have a big problem back in my city and he said that they don t allow them to recycle cans and I know like I mean here they get food stamps and with the canned money they can go and you know buy beer or whatever maybe they can talk to those companies that recycle and once they do that then they ll call we have to start healing and then you can address it that way don t get caught that way I m not on no ball though I got to tell you you re right on top of it let me say this that my colleague Paul Caprio Leo a council member from the center of Fresno is bringing forth an ordinance on I believe it s the September 21st about recycling centers and we re going to be able to he s been doing a lot of heavy work on that issue and we re going to be able to limit some of the recycling centers if it passes at council and so you are right though that these recycling centers they started off as a very great motive to allow people in neighborhoods to recycle but what it s really doing is allowing homeless people to begin a cycle of recycling and then they go out into the neighborhood and go through people s garbage they bring their cans down they get paid for the cans rather than the repairs of the city of Fresno who in the past have got all of the benefits of the of that recycling so man I tell you you re right on top of it and we re going to do something about that real soon so stay tuned for that and you know I think you know I mean I ve just been I travel a lot and it s kind of weird seeing these cities in Mexico where we re kind of supposed to be impoverished and I don t I don t see any only right right well keep keep traveling and keep reporting back we appreciate the phone calls although I think you are right did you Cruz did you have any thoughts about. The recycling centers do you guys ever have to deal with any of that stuff or not so much you know I think it always goes back to it s it s kind of like the Damned if you do and damned if you don t and lot of you can t see a lot of it all clients use the recycling centers for a drug of choice or alcohol for of that nature some actually use the recycling centers and they use them in a good good purpose Rice Oh so it s one of those areas where it s a $5050.00 and at the end of the day you know once again and see education behind it it s seen it s cracking down on an obviously the users that when I say users that are using it for the negative approach versus the positive approach and so you know my heart goes out to all the clients that are coming through and at the end of the day the pov is always going to be able to provide that service to ever come in yeah you guys don t get caught up saying hey do you do any illegal recycling No you don t that s not your thing I let the city hand you a letter Yeah we get we got to do the tough stuff and so sometimes it s tough love and I know a lot of folks don t like tough love but we ve got to do what we ve got to do because some of our neighborhoods are getting torn apart and I have a lot of empathy around town for folks that live near these recycling centers they get hammered over and over again I actually have one in North West Fresno on Herndon marks Avenue where we ve had homeless people camped out in an alleyway nearby and then they go through the neighborhoods they go through the garbage there s a lot of negative things that get connected to that those of us that live in apartment complex you know that on any given weekend you might see 8 or 9 different people going through the garbage throughout the day so a look at it is tough I think we re going to have to address those recycling centers we definitely appreciate that phone call Ryan you got some thoughts you live in downtown Fresno and you have some thoughts on homelessness. Absolutely yes thanks for taking my call my name is Ryan Steiner I live downtown Fresno and lived here for 3 years while on San Joaquin el and I obviously run into the homeless problem every day and I keep a little bit different approach than you guys on the respect or your stance.
