BBCNEWS BBC News November 9, 2017

We are talking to edward st albert about his new novel, dunbar, the story of a media mogul whose life becomes a retelling of the tragedy of king lear. Coming up, on meet the author. King lear. Welcome to bbc news. Good evening. For the second time in a week theresa may has been forced into a mini reshuffle of her cabinet. Penny mourdaunt has been appointed as the new International Development secretary replacing priti patel. She resigned last night, admitting she had not been transparent enough about high level meetings with israeli politicians while on holiday. Like her predecessor, penny mourdaunt backed the leave campaign in the eu referendum. Heres our political editor, laura kuenssberg. One for sorrow, two for joy. One brexiteer cabinet minister departs through the back door and another is about to arrive. Even the driver of the shiny ministerial car was expecting Penny Mordaunt as the favourite but neither he all we knew for sure, until gates opened up. So a little bit before half past two, the carefully choreographed arrival of the newest recruit to theresa mays cabinet. A promotion for Penny Mordaunt, another brexiteer around the cabinet table. Her appointment was not a surprise. Her Wikipedia Page was changed before the official announcement. Unusually she arrives at her new department with experience. Congratulations. Thank you so much. Notjust as a junior minister in government, but having been an aid worker in eastern europe. It is my first day here and im delighted to be here. Ive already met some of the staff and they are doing a terrific job building a safer, more secure and more prosperous world for us and i want to continue to do that and give the British Public confidence and pride in what we are doing. You might recognise her from a rather unlikely tv diving competition, she was also a magicians assistant in a former life. As well as working for charities and being a navy reservist, she ran for parliament for the first time in 2005, elected in 2010. She backed andrea leadsom, not theresa may, for Prime Minister. But crucially, she campaigned to leave the eu. On the stump alongside the woman she replaced. In terms of brexit, whilst i assume everyone is united behind the Prime Ministers approach, its also helpful to have another person who was an enthusiastic campaigner for brexit during the referendum. How damaging is this for the government . With brexit secretary david davis heading to brussels for the sixth round of troubled talks, number 10s decision preserves the almost 50 50 balance at the top table between those who backed remain and those who backed brexit. Welcomed by all sorts at her new department further up whitehall, a move that theresa may hopes will keep political peace, at least for now. Laura kuenssberg, bbc news, westminster. Lets speak to our Political Correspondent iain watson in westminster. After too many reshuffles in a week, the Prime Minister must be hoping for peace and quiet. Indeed, i dont know if she will get it, quite clearly, chaos seems to be the new normal at westminster at the moment. She would like people to calm down, she would like to get the budget out of the way, and then if she needs a reshuffle, a more structured reshuffle, a more structured reshuffle, she is keen to keep these reshuffles incredibly limited, one out, one in. Penny mordaunt, keeping that brexit balance, if you like, within cardiff, people who campaign to leave and campaign to remain, keeping a gender balance as well. Interestingly, Penny Mordaunt has been touted last week as a possible replacement for michael fallon, former armed forces minister, comes from a military background, some criticism then, that somebody who did not have enough experience in that role elevates it. To some extent she was knocking on the cabinet door, she is in there now, she is a close friend as well as a fellow Brexit Campaign of priti patel, who left as well. To some extent, theresa mays main focus is effectively keeping the show on the road and not opening new fronts, new attacks, anywhere else. Whether she can keep a lid on things remains to be seen, two ministers subject to internal whitehall enquiries, two backbench mps have been referred to the police. Reports from brussels that the European Union seat theresa mays government as weakened by these latest events, adds even paralysed, how concerned do you think downing street are about those reports. They will say that the negotiations are getting underway, they are making progress, david davis is there and proof of the pudding is in the eating. Muscles now willing to discuss and at least potentially think about a trade deal, they will want to get that on the agenda at next months summit of european leaders, to some extent, they have to battle on. There is certainly a lot of speculation about what would happen in brussels if theresa mays government were to go, if she were to go from the head of the government, what would happen if there was a replacement. None of that points to strength and stability, to be honest, she will wa nt to stability, to be honest, she will want to see things calm down and try to keep people onside. As i am suggesting, veins are not entirely in her control. Thank you very much. While westminster has been preoccupied by the multiple challenges facing the government the brexit talks have reached a crucial stage. Our europe editor, katya adler, has more from brussels. A real sense of incredulity here in brussels among those who are watching events unfold at westminster. Eurocrats are watching and listening and reacting to every twist and turn that could be releva nt to twist and turn that could be relevant to brexit. Ever since the general election, there has been thought in brussels that theresa mays days at number ten could be numbered and what they want is to have a leader in london who could do a deal in london and then sell it back home. What they worry now, no uk politician who has the power to manoeuvre, and what they want will bea manoeuvre, and what they want will be a hard sell back in the uk, and thatis be a hard sell back in the uk, and that is more money. Written promise by the uk that it will on specific financial commitments that it made while a member of the year. The eu wa nt while a member of the year. The eu want that because if the uk does not pay, the eu loses out. When david davis comes head the European Commission tomorrow, he will be put under pressure and told, make a big move under pressure and told, make a big m ove over under pressure and told, make a big move over money by the end of the month or risk the eu not talking about the future relationship, trade, added transition deal, until it least february next year. That is why right now in brussels there is talk of a brexit crisis brewing, to match the upheaval in westminster. And well find out how this story and many others are covered in tomorrows front pages at 10 40 this evening in the papers and our guests joining me tonight are kate proctor, Political Correspondent at the london Evening Standard and the broadcasterjohn stapleton. Carwynjones, the first minister of wales, has defended his decision to sack carl sergeant, the government minister facing misconduct allegations who was found dead on tuesday. Its believed he took his own life. Mr sergeants family say hed been denied naturaljustice because he wasnt given details of the allegations against him. Our wales correspondent sian llloyd reports. Anything to say about carl sargeant, first minster . Carwynjones was not giving any one thing away leaving home this morning, he was going to face fellow Labour Assembly members for the First Time Since the death of their collie, carl sargea nt, who he sacked and suspended from the labour party on friday, amid claims of harassment. Facing criticism from mr sargeants family and from within his own party, there were questions over carwynjoness position. He promised a statement but it wasnt the time for him to resign. We were all very shocked by what happened last week. There is great hurt, anger, and bewilderment. Carl was my friend, in all of the years that i knew him, i never had a cross word with him. But he defended his conduct in how he responded to the allegations against carl sargeant. There is a Legal Process to go through. I am obviously acting within that, but i welcome the scrutiny of my actions in the future, and it is appropriate for that to be done independently. Carl sargeants body was found at his home on deeside on tuesday. Today, a family friend gave an insight into what mr sargeant and his family had been going through. Messages were put out to the media, interviews were given, where he did not know they were about to happen. The Additional Details will be placed into the public domain. It is, umm. It broke him. And carwyn joness statement tonight is unlikely to appease carl sargea nts family. Thousands of children and teenagers have been flagged up to the governments anti Terror Programme in the past year according to the First Official figures. The prevent programme aims to reduce the threat to the uk by stopping people being drawn into terrorism. In total more than 7000 were referred and a quarter of them were under the age of 15. Sima kotecha reports. Five terror attacks in britain, just this year alone, preventing any further attacks is a top priority for the government. That is why it has something called channel, a programme designed to stop people being drawn into violent or extremist behaviour. This man was radicalised in prison, by the time he was released just months ago, he was ready to go to syria to become a suicide bomber. His words have been voiced by an actor to protect his identity. Killing myself and blowing somebody up, that was the easy way out. If you believe in something, you will do anything. He has now changed his views but he is the kind of person that the government wants to help. Todays figures show over the last year more than 7000 people were put forward for help after showing signs of extremism. More than 1000 of them were assessed for inclusion in the programme. Almost 400 then received specialist support but 63 of them stopped cooperating. The programme is voluntary and those who were referred to it are under no obligation to engage. Thousands of children have been referred to the programme. That is down to more pressure on teachers and doctors to refer vulnerable individuals. A project partly funded by the home office reaches out to them outside mosques. We hope to attract people to come here and talk to us about vulnerabilities they may face, radicalisation, drug dependency, homelessness, and that is something we are trying to do, reach out to them so they get help. Channel hasnt been without its critics, there are some who argue it targets particular communities or create suspicion around them. There are also questions about how effective it really is and how those who were put through the programme are later monitored. And there are serious concerns about what happened to those who refuse help. Participation is voluntary, raising serious concerns about what happens to those who refuse help. One of the big challenges is for those who already have violent extreme views but may not be committing crime, how do we engage them, it is highly unlikely that someone in that stage of mind is going to willingly engage with government programmes because it goes against exactly what their ideology may be. It is stopping hundreds of people from actually resorting to violence, it has diverted them away, and it shows that the wider community, teachers and professionals, are engaging and helping to keep the country safe. The uk threat level remains at severe and that means the effectiveness of the governments counterterrorism strategy is crucial. Studio ina studio in a few minutes we will be talking to a political analyst who has looked extensively at radicalisation, who worked on the prevent strategy with the home office. England failed to capitalise on a good start with the bat on day one of their womens ashes test against australia. They closed on 235 7 in the four day match, which is the first womens day night test. Tammy beaumont made 70 and skipper Heather Knight 62, sharing a stand of 104 for the second wicket. But, the aussies fought back, taking late wickets as darkness decended and the floodlights came on. Australia, who lead 4 2 in the multi format points based series, will retain the ashes if they win the test. Honours even, at the end of the day, really good competition between bat and ball, heather and myself are going nicely, good luck to kick on a little bit but australia fought back well in the last session under lights. Englands men are in adelaide, jake ball went over on his ankle during the second day of a four day tour match and is a doubt for the rest of it adding to englands injury list. We have been very close, a number of those games, we have been leading games until the last minute. And then unfortunately lost. Some close games. We know the challenge. We have trained well last week. And the players were very disappointed to lose the opening game, against australia, last year, and go on to win the other free. 21, croatia against greece. Just a few minutes ago we were talking about the governments Anti Terrorist strategy, capital to prevent, designed to prevent extremism. Officialfigures have just been published. The first Detailed Home Office analysis has given those figures. We can speak with a political analyst who has looked extensively at radicalisation of young people, worked at the Foreign Office on the prevent strategy, thank you so much for being with us. This strategy, it is controversial, particularly with young muslims, who associate it with the state, state power, some say it has become toxic, even, but would you say that it is working . It is a step in the right direction. Any policy that is associated with the state will be controversial, i would imagine, will have lots of critics, but the problem is you need a counterterrorism policy, you do need to tackle the problem of terrorism, and as we have seen
