Aboutjoining forces. We are talking about combining forces, because its clear that boris is going into the last round, and the question is, who is best placed to sit on a stage with borisjohnson, and who is best placed to ask the testing questions that need to be asked . A woman is in a serious condition in hospital after a crash involving the duke and duchess of cambridges police convoy. Us President Donald Trump formally launches his re election campaign, asking supporters to keep him in office for four more years. Investigators looking into Malaysian Airlines flight mh17 which was shot down over Eastern Ukraine five years ago are expected to name four suspects later today. Good morning. Its wednesday 19thjune 2019. Welcome to bbc newsroom live. Im joanna gosling. A United Nations investigation has determined that saudi arabia bears responsibility for the killing of saudi journalist Jamal Khashoggi. Mr khashoggi, who was a critic of the saudi regime, disappeared after visiting the saudi consulate in istanbul last october. Although the saudis have begun a trial of some individuals allegedly responsible for his death, the un investigators say the trial does not meet legal standards and should be suspended. They also recommend further investigation into the direct responsibility of crown Prince Mohammed bin salman. Mr khashoggis body has never been found. The un investigators are categoric saudi arabia as a state is responsible forJamal Khashoggis death, which was, they say, meticulously planned. The individuals who carried out the killing are irrelevant, what matters, the report suggests, is that it was done on behalf of the state. But the investigators also say there is credible evidence to investigate the specific responsibility of senior saudi figures, including the crown prince. This is just this isjust coming this is just coming through from the United Nations. Well have much more on that in this programme. Ill be talking to our Diplomatic Correspondent Caroline Hawley in a few minutes time. The report also states that other states such as turkey or the United States could attempt a prosecution, because this was an international crime. We will bring you up to date with more reaction and more detail shortly. Conservative leadership candidate rory stewart has said he is in talks with environment minister michael gove, a rival candidate, about teaming up. Yesterday, borisjohnson, the frontrunner in the contest, won the most votes in the second round of voting. The third ballot to select the new leader of the conservative party will take place this afternoon. Last night, the five remaining candidates vying to be the next our Political Correspondent iain watson has this report. High stakes can lead to a hard battle. The frontrunner has made fewer media appearances than his competitors, but last night, Boris Johnson was under the spotlight of scrutiny. Pressed by the bbcs emily maitlis, he didnt absolutely say he would take the uk out of the eu by the end of october deadline. I think that october the 31st is eminently feasible. No, thats not a guarantee. And he wobbled on issues beyond brexit. Hed previously said hed lie down in front of bulldozers to stop the heathrow expansion, now he simply has grave concerns. And his plans to take more people out of the higher rate of tax didnt quite sound like a firm commitment. I think it very sensible to have an ambition to raise the top. An ambition . The higher rate of tax. But borisjohnsons out in front. And the battle for second place is fierce. Every candidate, apart from rory stewart, said theyd be prepared to leave the eu without a deal. It is not going to be possible to negotiate a new deal with the European Union by slst of october. In the end, we are in a room with a door and the door is called parliament. And im the only person here trying to find the key to the door. But weve run into that door three times already, rory. Weve got to have a different route out. We cant simply re present the same cold porridge. Jeremy hunts approach was to admit past mistakes and to try to put them right. I think, having been responsible for health and social care, that some of the cuts in social care did go too far. Sajid javid scored a personal victory, managing to get his competitors to sign up to an investigation into allegations of islamophobia in their party. You all good, guys . Shall we have an external examination into the conservative party on islamophobia . Absolutely. Then we all agree. Excellent. They agree. After the debate, michael gove proved that whatever his flaws, lack of self confidence wasnt one of them. No, i won the debate. Of course, his competitors would challenge that. As for rory stewart, he lost his tie during the debate, but had he also lost ground . Tonight you were a bit lacklustre, werent you . Youre right. I didnt find that format really worked for me. By tomorrow we will know the final two who will have to face the wider Party Membership in a run off. Borisjohnson will be there, but its still not clear who else willjoin him. Iain watson, bbc news. So what happens now . Today there will be another ballot, with mps voting for their preferred leadership candidate between 3. 00 and 5. 00 this afternoon. The results will be annonced at 6. 00, and the mp with the fewest votes will be eliminated from the race. More ballots are likely to take place tomorrow until the final two candidates remain. When there are only two left in the competition, the first hustings with conservative members will get under way. At this point, tory Party Members will vote, and the winner of the contest and our next Prime Minister will be announced in the week of the 22nd ofjuly. Joining me now from westminster is our assistant Political Editor norman smith. Norman, looks almost certain that borisjohnson will be going through to the final two. That is some scrabbling around for votes now amongst the others, rory stewart was saying he is involved in talks with Michael Goves team to join forces. Michael goves team to join forces. Michael goves team to join forces. Michael goves to just sing in the last few moments the idea they would joina last few moments the idea they would join a ticket with rory stewart at the top is not happening. Bring us up the top is not happening. Bring us up to date with what is going on and what the fallout has been from that debate. A couple of developments this morning. First off, the expectation now is that dominic raab will throw his support behind Boris Johnson. That means mrjohnsons backing will go up even further, and his lead over his rivals will go up even more. But we are beginning to see the shake out of the tussle to stop borisjohnson with the development this morning, of rory stewart confirming that he is in talks with michael gove. I wouldnt get too excited about it, because i can see exactly going anywhere, because Team Rory Stewart are saying they want michael gove wants to come in behind us, and vice versa. So there is a stand off between them, but it does now underline the difficulty in trying to put together a clear credible candidate to take on borisjohnson. A clear credible candidate to take on Boris Johnson. Because a clear credible candidate to take on borisjohnson. Because there is a cluster of them in the same neck of the woods with the same rough number of votes, scrabbling for very few votes between them. So they are trying to find some sort of way to break the deadlock. And if they can put together some sort of dream ticket, well, who knows . Maybe that bid would be it. But having listened to rory stewart talking about the possibility of a pact with michael gove earlier. We are talking about combining forces, because its clear that boris is going into the last round, and the question is, who is best placed to sit on a stage with borisjohnson, and who is best placed to ask the testing questions that need to be asked . Who has the vision of britain that is going to excite people, get young people involved again in politics ensures we can build a much better country . Let me pose you. It is interesting youre talking to michael gove, because he says he is going to get a new deal. And you have said that is impossible. How could you conceivably join have said that is impossible. How could you conceivablyjoin together with michael gove . By sitting down and thrashing through that very issue, victoria. You have put your finger on the nub of it. We would have to sit down and come to a common position on that, and i would have to say to him, how was it that you think youre going to get a different deal through brussels . How would you get a new deal through parliament . And we would have to agree to compromise. Tea m g ove team gove says, we are in it to win it and we would obviously welcome any support from a candidate who wa nts to any support from a candidate who wants to drop out and back us. So they are saying it is fine as long as rory stewart backs the amount, and Rory Stewarts team are saying michael gove would need to back their man. So im not sure that is going to work out. Meanwhile, michael gove this morning reaffirmed one of the commitments from last night, one of the candidates to pave the way for an external investigation into islamophobia in the least tory party. This was after sajid javid wrong footed all the other contenders to sing, come on, guys, other contenders to sing, come on, guys, what about it . And they all sheepishly nodded along. Michael gove singh this morning they have to throughout people behaving in an islamophobic manner in that the conservative party. Michael gove saying this morning. We need to be absolutely resolute in tackling racism and prejudice of all kinds, and absolutely, there are people in the conservative party who we need to make sure appreciate the consequences of their actions. They need to be rooted out of the party. Will you appoint an independent enquiry, mr gove . A couple of things interesting to watch today. One is, does a pact emerge . Two, how much blowback does borisjohnson get emerge . Two, how much blowback does Boris Johnson get from a emerge . Two, how much blowback does borisjohnson get from a brexiteers after last night conspicuously failing to guarantee that he would ta ke failing to guarantee that he would take britain out of the eu on october the 31st . Instead, take britain out of the eu on octoberthe 31st . Instead, hejust said it was eminently feasible. Do they now think, whats going on here . Ordo they now think, whats going on here . Or do theyjust go with it in the hope that borisjohnson will still meet the sort of commitment he has given them in private. My only guess is that mrjohnson is trying to buy himself a little bit of wiggle room, a bit of camouflage, because while he has to keepers ha rd because while he has to keepers hard brexiteers on board, he also has to keep as one nation tories on board. So he is navigating this middle course and how is this rather Difficult Coalition to keep together. Thank you very much, norman. And a reminder, you can follow our coverage of the conservative leadership contest today. Voting in the third ballot is due to take place between 3. 00 and 5. 00 this afternoon. A un inquiry has said that saudi arabia is responsible for the killing of one of its critics, the journalist Jamal Khashoggi. The report also said there was credible evidence to investigate the responsbility of seniorfigures, including the crown prince. Hes denied any involvement. Our Diplomatic Correspondent has been reading the report on is with me now. Sounds like they have come up me now. Sounds like they have come up with some pretty dramatic findings. Tell us more. It is a 100 page report, and we are still going through the detail. But what we have going so far as they are absolutely categorical that saudi arabia is a state was responsible. They want the de facto ruler, crown Prince Mohammed bin salman, investigated. In fact, they have called on un Member States to impose targeted sanctions against individuals allegedly involved in the killing, including mohammed bin salman, saying those sanctions should focus on his personal assets abroad, until and unless evidence has been produced that he bears no responsibility for the execution. Some very strong stuff. They are critical of the trial, currently two trials that have been under way in saudi arabia, whats five suspects who have been suspended to death. They are saying the trial does not meet legal standards and there could be an International Investigation because of the nature of this crime that took place in october last year. Some other details, the special rapporteur says that the investigations by turkey and saudi arabia did not meet international standards. They say the turkish investigation was not allowed to draina well investigation was not allowed to drain a well located in the consuls residence. The special rapporteur was allowed to listen to audio recordings allegedly of the death of Jamal Khashoggi. She listened to 45 minutes, and she says there was a conversation between two saudi officials apparently planning the murder, saying the body is heavy, it will not be possible to put the trunk in the bag because it is too heavy. So some very gruesome details, and the un basically saying that there must be a proper investigation into what happened. So in terms of that actually happening, who might do that . And the separate question of sanctions, including against the crown princes personal assets, would there be an appetite for that . Very good question. There are jamal for that . Very good question. There are Jamal Khashoggis for that . Very good question. There are Jamal Khashoggis fiance for that . Very good question. There are Jamal Khashoggis fiance has been very critical of the american response. The caa concluded that responsibility for the ordering of italy with mohammed bin salman. But of course, western countries are very keen to maintain their strategic relationship with saudi arabia, and frankly, saudi arabia has got away so far scot free for the killing of jamal has got away so far scot free for the killing ofJamal Khashoggi. I think in the light of this, there will certainly be more pressure on countries to Say Something and certainly at the un is for them to act. Thank you very much, caroline. The headlines on bbc news a un investigation finds that saudi arabia is responsible for the killing of saudi journalist Jamal Khashoggi, who disappeared after visiting the saudi consulate in istanbul last year tory leadership hopeful rory stewart says hes talking to michael gove aboutjoining forces, after the remaining candidates locked horns in a live tv debate a woman is in a serious condition in hospital after a crash involving the duke and duchess of cambridges police convoy. Us President Donald Trump formally launches his re election campaign, asking supporters to keep him in office for four more years. 503 days to go until americas next president ial election, but donald trump is already heading off to do what he loves best hittng the campaign trail. I stand before you to officially launch my campaign for a second term as president of the United States. Thank you. It was four years and three days ago that donald trump made his dramatic entry into the race for the presidency. Nobody took seriously that candidacy, but thanks to some controversial messages on issues such as immigration and trade, he built a coalition to take on the white house. He told his orlando audience that they had built a whole new political movement. Its a Movement Made up of ha rd working patriots who love their country, love their flag, love their children. In truth, this rally was mostly a rerun of well trodden territory. Attacks on hillary clinton, fake news and illegal immigrants. So what do his supporters want now . Were going to move the economy along some more. More jobs. Hes promising to build the wall, he said he was going to do that and says hes going to continue to do that, so i like that. Just being in the white house gives donald trump a huge political advantage going into next years election. But his appeal has always been as the outsider, as the non politician, as the insurgent. And recreating that a Second Time Around wont be easy. Gary odonoghue, bbc news, in florida. A woman in her 80s is in a serious condition after an accident involving a Police Motorbike which was part of a convoy escorting the duke and duchess of cambridge. Prince william and kate were travelling from london to windsor when the woman was hurt on monday. This happened on monday afternoon, the duke and duchess of cambridge we re the duke and duchess of cambridge were going to windsor from london, so were going to windsor from london, so they were travelling in a convoy with a police escort. And it was one of the marked Police Motorbike that was in that convoy that was involved in the collision with a lady on a road in richmond in south west london. We know this lady is 83 yea rs london. We know this lady is 83 years old, and her name is irene. She suffered serious injuries, so she was taken at a hospital. She is still in hospital and her condition 110w still in hospital and her condition now is described as serious but stable. Scotland yard says that this investigation has been handed over to the Police Watchdog, the independent office for police conduct. That is standard with any sort of trash that involves the police, the eye says that their investigation is in its early stages, but that the officer involved is helping with their investigation. At the iopc. The duke and duchess every time were on their way to windsor commemorating their way to windsor commemorating the order of the garter, a very grand annual ceremony, there were other heads of european royal families there. It does appear it all went as planned, lots of pictures in the paper yesterday. The duke and duchess took part in a carriage ride, where they were seen in public, so it appears neither of them were harmed in any way in this incident. But they have released a statement through their spokesperson saying they were deeply concerned and sad and when they had about the accident. It is also thought they sent her flowers as well. Do you know they actually witnessed the accident . We are not clear on that. A police role convoy, as you can imagine, will move very quickly. They are organised by the royalty and specialist protection command, so and specialist protection command, so there will be Police Outriders ahead of them to stop traffic, clearly roads, and some near the ca is clearly roads, and some near the cars as well. So we dont know if the royal couple saw what happened, 01 the royal couple saw what happened, or where in the convoy this motorcycle was. So whether they were told about it afterwards. But we hear they are very concerned and will keep in touch with the family. Thank you very much, sarah. A former National Counter terrorism co ordinator has told the bbc that the government is not doing enough to ensure that venues are safe. Former chief superintendent Nick Aldworth warns that new laws are needed to reduce the impact of any future attack. He is supporting a campaign for more rigorous checks at venues, called martyns law. Its named after martyn hett, who died in the Manchester Arena attack in 2017. Judith moritz reports. Security screening has become part of modern life. Arriving at a venue, most people dont give searches a second thought. Memories are still fresh from the attacks of 2017. People died on my watch. Thats a burden that i will carry. Former chief superintendent Nick Aldworth was responsible for keeping the uk secure from terrorism. Now he is warning that new legislation is needed to make sure venues are safe, and says the voluntary nature of the governments current strategy is too relaxed. I dont think that theyre either being fast enough or being innovative enough in what needs to be done. And anything less than new legislation is a compromise. We have the potential for places to be attacked, and for the consequence of those attacks, should they happen, to be far worse than they needed to be. After the spate of attacks in 2017, the government gave the police more money to increase the number of vehicle barriers like this one. But those pushing for new legislation say security shouldntjust be the responsibility of public bodies, but also venue operators in the private sector. Martyn hett was one of 22 People Killed in the explosion at Manchester Arena. Before martyn died, i wouldnt have had a clue about any of this. It wasnt on my radar. His mother has been campaigning for a law in his name, to make it compulsory for every venue to plan for the threat of an attack. Are you saying we need to become barrier britain, have a security arch in front of every venue . No, absolutely not. When i think of people like martyn, who enjoyed all these events without having to go through loads and loads of security, we are talking about common sense here. It could just be, you know, people being trained in recognising suspicious behaviour. It can be even as basic as that. Figen already has the support of some venues, who say they dont see extra legislation is a problem. Id actually almost flip it on its head and look at it as a business opportunity, and say, well, actually, if we can demonstrate that were putting the appropriate measures in place to ensure the security of the visitors, the venue, the employees, then actually thats got to be a good thing. The government says its considering further legislation and is keen to discuss the security issue with those that are campaigning for martyns law. Judith morris, bbc news, manchester. Public confidence in life saving vaccines is worryingly low in some parts of the world, according to a new report. The Wellcome Trust has carried out the biggest ever global study into peoples attitudes on immunisation. It found that about a fifth of people in europe either felt vaccines werent safe, or were unsure about their safety. Our Health Reporter Michelle Roberts has more. Vaccines are one of our best defences against deadly and debilitating diseases. But some preventable illnesses like measles are making a resurgence, and experts at the World Health Organization say people avoiding immunisation is a major concern. Now the worlds biggest survey to Public Attitudes reveals where vaccination confidence is low. The Wellcome Trust asked the opinion of more than 140,000 people in over 140 countries. Worldwide, eight in ten people agree that vaccines are safe. A similar proportion agree that they are effective. But while most people in lower income areas feel vaccines are safe, confidence in higher income regions is more varied. Around one fifth of people in europe either disagree or are unsure if whether vaccines are safe. The lowest confidence globally is in france, where one third disagree that vaccines are safe. In ukraine, which reported the highest number of measles cases in europe last year, only half of people agree that vaccines are effective. So whats making people sceptical . In the survey, people with more trust in scientists, doctors, and nurses were more likely to trust vaccines. But the researchers say there will be many factors at play. Vaccination is a personal choice, but it does more than just protect an individual. It can defend whole communities and the most vulnerable, including babies and young children. The camera who dropped out yesterday was dominic raab and we are hearing that he is giving his support to borisjohnson. The that he is giving his support to Boris Johnson. The evening that he is giving his support to borisjohnson. The Evening Standard is reporting this, saying Dominic Raabis is reporting this, saying dominic raab is backing borisjohnson is the only candidate who will take britain out of the eu by the 31st of october. Lets get more reaction to last nights debate now. Nicola lowery is chair of the telford conservative association. And im joined by holly whitbread, conservative councillor for Epping Forest district council. You both get to vote in the contest when it goes out to the wider Party Membership, so nicola, who are you backing . Im torn between Boris Johnson and jeremy hunt. I think last night we saw a crediblejeremy hunt on what he intends to do and how he would like to take us out of the eu and his proposalfor our country, clearly wanting to turbo charge our economy and looking at domestic policies. I have concerns over boriss lack of detail about how he intends to break the parliamentary deadlock. Clearly he would be acting without the will of parliament if he does that so while i think that is something many people feel is not the only option, it is not clear how he could deliver on that without a general election which could cause Economic Uncertainty and potentially a minority government where we are unable to govern, so while those are the candidates i am torn between, it hinges on whether he can deliver brexit and then looking at the Long Term Plan for the party. And holly . I think boris is a fantastic character and if we have to go to an election he is the best person for the job, he can galvanise the grass roots and give more energy after a few disappointing elections, he has the right person and in terms of brexit i believe he will deliver on the 315t of october as a leading figure in the league campaign, i think he believes in it and feel is oui think he believes in it and feel is our duty to deliver it, also i like his policies, he has some common sense conservative policies, a one nation platform which is why hes getting such widespread support across the whole parliamentary party. Believing you want to do something is one thing, doing it is another and the parliamentary arithmetic so far is behind neither the deal 08 no deal brexit so do you trust that you want boris but do you trust that you want boris but do you trust he or anyone could guarantee brexit by october . I think it will not be easy but i believe he will do everything he can to push it on that date, there are challenges in parliament but first and foremost he wants a deal sol parliament but first and foremost he wants a deal so i imagine he will be going back to europe to try to renegotiate and get something as sooii renegotiate and get something as 50011 as renegotiate and get something as soon as possible but i think he sees the importance of that date, we need to leave on the 315t and regain trust with our electorate. What if there is no brexit on the 31st . There are indications that whoever becomes the next Prime Minister, if they tried to deliver eight no deal brexit, tory mps, who knows how many but potentially enough could trigger a general election by supporting a no confidence vote in the government. I think it severely questions the future of the conservative party. People have started to look at our ability to deliver firstly on our manifesto so i think it would cause the public to leave even further trust in our ability to deliver. I believe we are the most Formidable Party to deliver on brexit but we need to demonstrate that to the electorate so if we were to extend the deadline further with no hope of clearly delivering a date,it no hope of clearly delivering a date, it would leave the party with some serious questions on its future some serious questions on its future soi some serious questions on its future so i think its important we deliver on the 31st so i was very pleased to see from the candidates last night, apart from rory stewart, they are upping preparation for no deal brexit. We need to show the country we are the party to deliver, we need to get on with the job and make sure we depart and focus primarily now on oui we depart and focus primarily now on our future as a country outside the eu, seta our future as a country outside the eu, set a clear vision moving forward. What do you both think about the debate format and how the candidates came across last night . |j dont candidates came across last night . dont think it worked, it looked like westlife are sitting on the stools but there wasnt a chance to get into the details, where politicians are asked questions by members of the public they can be fluffy in their answers and what these debates should be an opportunity to do i get detail of the policy and there wasnt that opportunity last night so rory stewart came across brilliantly in the channel for debate but not too well la st the channel for debate but not too well last night, as a boro supporter i thought he came across pretty Prime Ministerial although he didnt have the opportunity to show the spark and charisma we usually see. Lot of people site that is because he has been told to keep a lid on things, his team are keeping him away from the media because we are worried about a gaffe and they say boris is boriss biggest enemy. Worried about a gaffe and they say boris is boriss biggest enemy. think people like that side of him, as mayor of london you saw his serious side but also his playful side and that is what makes him such a Huge National figure, side and that is what makes him such a Huge Nationalfigure, not side and that is what makes him such a Huge National figure, not many politicians are known all over the world and sometimes people question his detail but i think that is all there and he has shown that in the past. Nicola, your thoughts on the debate format . I would reflect what holly says, its disappointing the audience werent there to interact with the candidates and i didnt see as much of boris in terms of the charisma, his ability to engage people was missing from that discussion so the candidates were quite stifled in terms of the time to get their points and a character across so in those televised debates i would encourage audience participation directly with the candidates and also its about how much detail you can get from a more traditional interview when its one on one and you get more detail on their proposals, which shows more about their vision for the party and them as an individual because im aware that the importance of the decision i will be making as a member, that we get it right not just for the conservative party but we get our Prime Minister in place to deliver brexit and unite our country. Thank you both very much. An american billionaire has given Oxford University £100 million. The money from Stephen Schwartzman will be used to create a new division for ethics in artificial intelligence. He is an equity billionaire who has advised republican president s. He told the bbc why he decided to donate. The scientists now agree that they want ai introduced in an ethical way because they dont want to experience the downsides, the lack of control for society that they had with the internet so i think this is one of the major issues of our age because ai is going to come, its really unstoppable, and its notjust ai, its robotics and all kinds of other Computer Science innovations so the opportunity to do something with oxford, which has the number one Humanities Department in the world and the number one philosophy department, we are now into an era where we have Great Technology but we have to catch up with it with co re we have to catch up with it with core western society values. In a moment well have all the Business News, but first the headlines on bbc news a un investigation finds that saudi arabia is responsible for the killing of saudi journalist Jamal Khashoggi, who disappeared after visiting the saudi consulate in istanbul last year. The tory leadership candidates clashed over whether the uk can leave the eu by the end of october in a live tv debate. A woman is in a serious condition in hospital after a crash involving the duke and duchess of cambridges police convoy. Morning, im jamie robertson. In the Business News poverty among people who are working has risen sharply since the mid 1990s, partly driven by higher housing costs and lower earnings growth, according to the institute for fiscal studies. More on this in a moment. Fewer people are staying at uk premier inns, according to its owner, whitbread. Sales fell 5 in the first three months of this year. Boeing has received a boost for its grounded 737 max jet after British Airways owner iag signed a letter of intent to order 200 of the planes. The Airline Group said it was confident that the boeing planes would return to service in the coming months. Poverty among people who are working has risen sharply since the mid 1990s, partly driven by higher housing costs and lower earnings growth. Thats according to the institute for fiscal studies which says about eight Million People living in working households are in whats called relative poverty. A household is defined as being in relative poverty when its income is less than 60 of the average. In real numbers today thats about £17,000 a year. How do we see this in real life . One way is to visit a food bank and talk to its manager. Locally were seeing thatjobs are not a guaranteed route out of poverty so recently we surveyed all of the referrers, so the teams of gps and social workers and advice agencies who refer people to us when theyre in crisis. Half of them said that they have referred working households to us in the last year. Joining us now is chris goulden, Deputy Director for evidence and impact at thejoseph rowntree foundation. How did we get to this position . We are seeing this large rise in poverty among households or someone is doing paid work so they are getting a job, we are seeing a rise in employment but people are still trapped in poverty and that cannot be right. We are understanding more about the causes thanks to the research we funded. Housing costs area big research we funded. Housing costs are a big factor, more and more people are living in high cost of renting private accommodation and their earnings as well as their benefits are not enough to meet those costs. We are also seeing more and more people getting into work but doing part time work, so a big rise in the employment rate for lone pa rents, rise in the employment rate for lone parents, almost doubling in the last 20 years but that isnt giving a route out of poverty, they are finding they are trapped despite doing paid work so we need to redesign our employment markets as well as provide more Affordable Housing for people so they can make ends meet. I was thinking key to this does seem to be cheaper and more housing, which every party would say yes to. We have heard that for a long time and its important we dontjust for a long time and its important we dont just focus for a long time and its important we dontjust focus on benefits for thejob market, it is a combination of housing, jobs and better Social Security that will give the answer to the problem of poverty. We know we can do this as a society, we care about people who are struggling and need to do more. A lot of people would say is this real poverty, go to manila and mexico city and lagos, thatis to manila and mexico city and lagos, that is real poverty, what do you say to that . Poverty affects people in the variety of ways in terms of their opportunities. If you experience poverty as a child you are more likely to have problems around health and education so its not just the immediate around health and education so its notjust the Immediate Impact in terms of Living Conditions of people struggling to get by, there is also the longer term effects on your life so we know we can do more to prevent this problem Going Forward into the future. You see as a society, is this thejob of future. You see as a society, is this the job of government, is it for the government to write a large cheque . Government has a key role to play in designing security so it provides that better support for people in work. We have seen that as a key factor driving this poverty trend but employers also have a role in terms of the jobs created, the support they give people to progress when they are in work that needs to be there to provide a solution and of course housing is provided by social landlords and private landlords as well as the Public Sector so there is a range of people that need to come together to provide the solution to redesign the markets, and also the public themselves and people in poverty have a role to take the opportunities provided for them by others. Chris gould, thank you. A quick look at the market, the ftse is down, a lot of Airline Stocks are down. Heading towards 90 cents to the pound there can i beg your pardon, 90p to the euro. In the other markets, not a huge amount of change. Thats the business needs. The Prime Minister will face questions from mps in the commons soon. Meanwhile the former brexit secretary dominic raab has declared for borisjohnson secretary dominic raab has declared for Boris Johnson in secretary dominic raab has declared for borisjohnson in the conservative leadership contest. Lets speak to our assistant Political Editor, norman smith. Normally pmqs is the big event but this week it is a bit of a damp squib, nobody seems that bollard can expect to see plenty of green benches although we were told last night theresa may was preparing rather than watching that Leadership Debate last night but everything is overshadowed by the leadership contest which has seen another development with dominic raab throwing his support behind the front runner, as expected, Boris Johnson. Im hugely gratefulfor front runner, as expected, Boris Johnson. Im hugely grateful for all the support i have received but am throwing my weight behind Boris Johnson. He is the most credible to ta ke johnson. He is the most credible to take us out by the end of october, he has been talking about the issues ive been talking about but he has the optimism, this country needs to feel good about itself again. Are you clear that he will take us out by october at the 31st . It wasnt that clear last night. We need to end this uncertainty and he is the candidate who has the sense of optimism to get us out of the eu and then we can focus on other issues like the fair economy and other issues close to his heart so he is the right man and i will throw my full weight behind him. Interesting to see how many tory mps are actually in the chamber for pmqs or whether they are elsewhere in westminster trying to manoeuvre their favoured candidate into westminster trying to manoeuvre theirfavoured candidate into pole position and on that, signs of team is beginning to think how they put together a credible challenge to borisjohnson together a credible challenge to Boris Johnson and rory together a credible challenge to borisjohnson and rory stewart confirming this morning he is talking to michael gove about trying to put together some kind of pack to thwart borisjohnson, but rory stewart wa nts thwart borisjohnson, but rory stewart wants michael gove to join his gang and michael gove once rory stewart to join his gang and michael gove once rory stewart tojoin his his gang and michael gove once rory stewart to join his gang, his gang and michael gove once rory stewart tojoin his gang, so neither is prepared to step down, so to date we might not see any breakthrough come tomorrow when someone else is eliminated and we get to the sharp end, we might see some movement, there might be a decision that in order to take on borisjohnson there will have to beat some coming together of two candidates to present a credible challenge. Thank you, norman, and we normally carry Prime Ministers questions live at this time on a wednesday but we are expecting a News Conference from investigators looking into the downing of malaysia in airlines mh17 which was en route to kuala lumpur when it was shot down, so we will carry that press conference at midday and that is expected to bring some Significant Developments in their investigation, we are expected to eliminate announce suspects, so if you want to watch Prime Ministers questions, it will be on bbc two and bbc parliament. Selah schneiter completed the climb with her dad mike and a family friend. Lets see her making her historic climb. I just cant believe ijust did that good climb. Yeah. What an amazing achievement. Lets ta ke what an amazing achievement. Lets take you to the News Conference im a nswered take you to the News Conference im answered we have been waiting for coming live from the netherlands, the dutch led joint investigation tea m the dutch led joint Investigation Team who have been looking into what happened with the passenger flight mh17 of Malaysia Airlines which came down in Eastern Ukraine, we are expecting the investigators to name suspects over what happened, you will probably remember the plane came down in 2014, it crashed in rebel held east ukraine on the 17th ofjuly 2014 at the height of the conflict between Government Troops and separatists and we can show you pictures from the News Conference but we are having sound issues so we will go there as soon as we can, but we are expecting not only for suspects to be named but also potentially investigators to say charges will be brought. Investigators had previously blamed russian backed separatists who they say targeted the plane without russian made missile and russia has denied any involvement, it said the missile was fired from ukrainian held territory and rush are already responding to what is to anticipated come out of this News Conference, they say russia has been given no chance to take part in the official investigation and when asked whether russia would hand over any suspects for trial, a kremlin spokesman said moscows position is well known but did not comment further. The relatives of victims have been briefed ahead of this News Conference and we are expecting that suspects are going to be named, in fa ct suspects are going to be named, in fact just suspects are going to be named, in factjust a short suspects are going to be named, in fact just a short while suspects are going to be named, in factjust a short while ago there was a brief comment from relatives saying that charges would be announced, so a spokeswoman for ukraines Foreign Ministry has said that the world will hear the names of the first four people suspected of the first four people suspected of involvement and dutch prosecutors will then file the case in a netherlands court. The spokeswoman sank the guilt of the fort suspects must be proved first and foremost in court. We can bring in our correspondent now whos with me and we are expecting for names to be released in this News Conference. Thats important because for the first time, its five years since this crash, for the first time exact names will be announced, the previous announcement by the investigators was made a year ago and they concluded that mh17 was shot down by a buk rocket from the territory of russia, which links tomic lets just pause for a moment. I especially welcome the relatives and friends of the victims, including those who are following this conference via the live stream. Lam this conference via the live stream. Iaman this conference via the live stream. I am an assistant commissioner of the Australian Federal police. Since 2014, belgium, malaysia, the netherlands, ukraine, and australia have been cooperating as a joint Investigation Team on one of the most complex criminal investigations ever to be conducted. The investigation into the downing of malaysia Airlines Flight mh17 on the 17th ofjuly malaysia Airlines Flight mh17 on the 17th of july 2014 malaysia Airlines Flight mh17 on the 17th ofjuly 2014 over ukraine. A tragedy that connects our five countries and so many others both directly and indirectly. An investigation which is outside the capacity of any individual country to undertake on its own. Representatives of all countries are present today, and i would like to ta ke present today, and i would like to take the opportunity to introduce them to you. The working leg which is of the co nfe re nce working leg which is of the conference are english and dutch. Working languages. The chief constable will address you today. This presentation will conclude with a call for witnesses, and afterwards, there will be an opportunity to ask questions of my colleagues. Translation ladies and gentlemen, based on the investigation of the joint Investigation Team, we have decided to prosecute four suspects for a downing flight mh17. This is the start of the dutch criminal proceedings. This aeroplane, malaysia Airlines Flight mh17, with its 298 passengers, ended up in an area almost five years ago in Eastern Ukraine where an Armed Conflict was going on. That conflict is still going on today. Turning an area of war into a crime scene. This made finding the perpetrators complicated. From the first moment on, we heara complicated. From the first moment on, we hear a lot of theories about the course of the disaster, as well as the question of who is responsible. Often, these theories are based on mistrust, on assumptions, and regularly even on deliberately presented untruths. This creates insecurity and unrest with the relatives of the victims. The Dutch Safety Board has taken the first important step in 2015 to provide them with clarity in times of insecurity. The board has investigated the cause of the crash and concluded that flight mh17 was shot from the eastern part of the ukraine bya shot from the eastern part of the ukraine by a missile. The investigation also focused on next to the question of what exactly happened on the 17th ofjuly 2014, the question of who was responsible. For that crime. Bringing justice to the victims of the crime has always been our driving force. We also want to provide the family of the victims with answers, but we can only disclose findings of the investigation that are beyond doubt, and can be substantiated, and who do not frustrate the interests of the investigation. The starting point is that the courtroom as the venue where we have to present our case. We have always said that we have faith, that we will achieve our goal. That goal wasnt as to the truth. And to prosecute those responsible. Was to find the truth. To the stage where we can say we are going to prosecute as four people who will be held accountable as suspects for bringing in a Deadly Weapon into the houston ukraine. We will tell you in a minute who they are. First, iwant will tell you in a minute who they are. First, i want to show you what we found earlier. Jit announced that mh17 had been shot down by a missile which had been fired from an agricultural field, which had been fired from an agriculturalfield, which had been brought in from the Russian Federation. And after flight mh17 had been shot down, it was brought back to the Russian Federation. At that time, the jit was looking at about 100 individuals who could in some way be associated with the transport, and the shooting down of flight transport, and the shooting down of flight mh17. Further investigation was needed to show whether they had played a criminal rule. In may 2018, the jit announced that the missile that shot down flight mh17 came from the Russian Armed forces. We showed the Russian Armed forces. We showed the unique combination of specific characteristics of this vehicle, based on which we were able to identify it. We also said that the group of about 100 individuals had to decrease. The role of many of them had become a lot clearer to us. In the meantime, it appeared that a large number of these persons were not criminally involved. Translation ladies and gentlemen, in the past five years, we have been able to decrease the number of persons we were investigating. Throughout the years, the investigation consisted of finding and interrogating witnesses and experts, the analysis of satellite images, evaluating big quantities of telecom data such as recorded phone conversations and also the analysis of big data. And the area of investigation in the Eastern Ukraine is still inaccessible for the research team. This leads to the fa ct we research team. This leads to the fact we have not be able to accomplish certain investigative act, and some other investigations ta ke act, and some other investigations take more time than usual. On the other hand, we have been able to acquire a lot of valuable telecom data from the ukraine, along with other sorts of information in the past year. As of the state, more than 50 detectives and a team of about 25 Staff Members of the Public Prosecution bureau are working on the investigation. And part of the australian and dutch detectives are still permanently present on the field office in kiev, where they are working in close contact with the ukrainian detectives. And this cooperation is still a valuable part of the investigation. Throughout the yea rs, of the investigation. Throughout the yea rs , we of the investigation. Throughout the yea rs, we have of the investigation. Throughout the years, we have made multiple calls for witnesses, and these have resulted in valuable information. Because of this, we will round off this meeting with a new call for witnesses in order to make sure that we go further, that we make more progress in our investigation, because the investigation will continue. We realise that the witnesses in this case are sticking out their necks, and run a potential risk, so therefore, we take the safety of the witnesses very seriously. Beside witnesses and data from telecoms sources, social media is also an important part of the research. We screen an enormous amount of data on a daily basis. We do this with the help of advanced tools for analysis, specially developed computer programmes, and releva nt developed computer programmes, and relevant information is analysed and investigated. In this way, we are still gathering new data for investigation, because we will start prosecuting now, but the investigation will continue. Today, we will send out International Arrest wa rra nts we will send out International Arrest warrants for the four suspects that we will prosecute. They will also be placed on national and International Wanted list. And because of that, we will reveal theirfull names, because of that, we will reveal their full names, and because of that, we will reveal theirfull names, and he will show you their pictures. And before persons are igor girkin,. Sergei dubinsky. Oleg pulatov. And Leonid Kharchenko. Three of them are russians, and the information we have points to the fa ct information we have points to the fact they currently reside in russia. Suspect kharchenko is ukrainian, and we suspect he resides in Eastern Ukraine. This is an area thatis in Eastern Ukraine. This is an area that is currently not under supervision of the central authorities in kiev. On the 17th of july 2014, all four suspects were in Eastern Ukraine. They played a crucial part in the Armed Conflict, and they had important positions. And the video will further explain. Igor girkin born on the 17th of december 1970 as a foreigner colonel of the fsb, the Russian Federal security service. Sergei dubinsky, born the 9th of august 1962 was employed by the Russian Military intelligence service. Suspect oleg pulatov, born on the 24th ofjuly 1966, is a former soldier of the special forces of that military intelligence service. In the past, all were sent abroad as soldiers in the service of the Russian Armed forces. Leonid kharchenko is the only ukrainian suspect. He was born only ukrainian suspect. He was born on the 10th of january 1972, only ukrainian suspect. He was born on the 10th ofjanuary1972, and has no military background. Injuly 2014, he led a combat region unit in the donetsk region. A fierce battle raged in Eastern Ukraine. On the 12th of may 2014, pro russian fighters proclaimed parts of Eastern Ukraine as so called donetsk peoples republic, and serve peoples republic. All of these areas are not independent states, administratively, they are organised that way. Luhansk peoples republic. The groups appointed to run Prime Ministers and ministers and they consider themselves the armies of the peoples republics. Igor girkin was appointed minister of defence and was given the highest position of the army of the so called donetsk peoples republic. From this area, flight mh17 was down. He was the commander of their on that day. In the highest military officer, igor girkin was in direct contact with the Russian Federation. Suspect Sergei Dubinsky was one of igor girkins deputies, and also head of the intelligence services. He was in regular contact with officials in russia as well. Oleg pulatov was the deputy head of that service and one of the deputies of Sergei Dubinsky. And suspect that matt was under direct supervision of Sergei Dubinsky and leading military unit as commander. From the so called defence minister to the commander on the ground, together they formed a chain, linking the self proclaimed donetsk peoples republic with the Russian Federation. It was through the strain of the russians were able to get heavy military equipment from russia to the battlefield in Eastern Ukraine, and in this way, the vehicle could be transported to the agricultural field, vehicle could be transported to the agriculturalfield, and vehicle could be transported to the agricultural field, and its vehicle could be transported to the agriculturalfield, and its missile could be fired, with terrible consequences. Translation we will get back to that chain that later on. We will not look at all the fa cts on. We will not look at all the facts today that have led to the suspicion against the suspects. If it is about specific deeds and our evidence against individual persons, the courtroom is the only venue where we have Public Prosecution serva nts where we have Public Prosecution servants can speak openly. Based on the findings of the investigation, however, we can disclose the following. The four suspects were active in the Armed Conflict in the province of donetsk injuly 2014. There are a common goal in this period was to gain ground at the expense of the ukrainian state and its armed forces. During these battles, anti aircraft defence was used. The Public Prosecution service suspect the four suspects of the fa ct suspect the four suspects of the fact that their plan on and around july 2014 have led to the shooting of flight mh17. Even though they have not pushed the button that themselves, there is the suspicion that they have closely cooperated in order to obtain the vehicle and put it in position on the launch site with the goal to shoot a point. Therefore, they can be considered to be suspects together of a shooting flight be suspects together of a shooting flight mh17. In dutch criminal law, persons who not present themselves during the implementation of a crime but do play an important organising role are just as punishable as the persons who have actually committed the crime. The suspects are prosecuted for causing the crash of mh17, leading to the death of all the people on board, punishable under section 168 of the dutch criminal code, and second, murdering 298 passengers of flight mh17, punishable under section 289 of the dutch criminal code. When deciding to prosecute these suspects, and in formulating the changes, weve taken into account the Armed Conflict that was going on back then. The possibility exists that the suspects wa nted possibility exists that the suspects wanted to shoot a military aeroplane instead of a passengerflight. Even if that was the original plan, we do hold them responsible for downing mh17. What they actually knew, wanted, and eventually did, we will have to be established during the criminal proceedings. We realise that this short summary does not a nswer that this short summary does not answer a lot of questions that you might have. About, for example, the available evidence. I underline that we will only disclose the charges against these suspects. It is up to the court of the hague to pass sentence on these accusations based on the case file. The suspects will have the opportunity to explain their side of the story in court. Then whats next . On the short term, we will formally request a Russian Federation to submit a summons to be suspects who are in the Russian Federation. We will also ask russia to question the suspects about the charges. A similar formal request will be sent to ukraine with regards to the ukrainian suspect. For all four suspects, it goes that we will not ask for extradition, because the russian as well as the ukrainian constitution prohibits extraditing nationals. We do request the Russian Federation again to cooperate with a mutual Legal Assistance request. We still have unanswered questions. We are for example waiting for the question of where this vehicle that was filmed in july 2014 question of where this vehicle that was filmed injuly 2014 in a convoy of the 53rd brigade of the Russian Federation, where it was on and around the 17th ofjuly 2014, and we have asked them over a year ago. The Russian Federation refuses to answer other questions as well. For example, the question if suspect Sergei Dubinsky worked for the russian government in july Sergei Dubinsky worked for the russian government injuly 2014. These are simple questions. We invite the Russian Federation to a nswer invite the Russian Federation to answer these questions quickly. As well as the other questions including in the request for a mutual Legal Assistance. Of course, we are open to a direct reaction of the suspects. All four suspects have given public interviews about their role in the Armed Conflict in 2014. If they wish to explain directly to the jit of their role, if they wish to explain directly to thejit of their role, we would like to hear so. Therefore, they can contact us through the Communication Channels that we will disclose later. We have informed the court about the decision to prosecute, and the fact that we are finalising the extensive digital case file. We expect to be able to hand this file to the court before the end of the year. The criminal proceedings will ta ke year. The criminal proceedings will take place at the court in the hague who hold session on the extra security criminal justice who hold session on the extra security criminaljustice complex. In 2017, the five jit security criminaljustice complex. In 2017, the fivejit countries have already decided that prosecution under dutch law before a dutch court is the best option. The court informed us that the criminal proceedings against these suspects will start on the 9th of march 2020 at10am. We will start on the 9th of march 2020 at 10am. We expressly appeal for the suspects to note down at the time and to report in to be present during that criminal trial. Or to contact us beforehand. The criminal trial will take place even if the suspects choose not to be present. The jit has suspects choose not to be present. Thejit has informed the family of the victims as much as they could about the progress of the investigation. Pending the prosecution, we will inform them about the upcoming criminal trial as well as the position that they might have. Therefore, the National Police, victim support netherlands, and the Public Prosecution service will organise an information meeting for all families of the victims this fall. Legal as well as practical questions with regard to the upcoming trial will be addressed. Families and relatives of the victims who cannot be present will receive that information digitally. For us, and everybody who has been involved in the disaster with mh17, todayis involved in the disaster with mh17, today is the day that can never be forgotten. We have promised the family of the victims to try our ha rd est to family of the victims to try our hardest to establish who are responsible for the deaths of their loved ones. And to hold these people to account during a public trial. I am relieved that we can uphold our promise to the bereaved. Thejit suspects igor girkin, Sergei Dubinsky, oleg pulatov and Leonid Kharchenko of having played a significant role in the death of 298 innocent civilians. The means of evidence, the suspicions are based on, will be elaborated on during the criminal proceedings. Then the judge will pass sentence. The suspects are innocent until the contrary is proven in court. That is the way it is supposed to go in the state under the rule of law. Well, that is a significant News Conference obviously from the investigators who have been looking into the downing of Malaysia Airlines mh17 are next in ukraine in 2014. 298 people died, and wejust in ukraine in 2014. 298 people died, and we just had their from investigators that four suspects have now been named and the trial will begin on the 9th of march next year. The suspects were named as three russian nationals who live in russia, igor girkin, oleg pulatov, Sergei Dubinsky, and a fourth, Leonid Kharchenko, who lives in Eastern Ukraine. You went to the scene of what had happened just days after the plane came down. Obviously leave a ny after the plane came down. Obviously leave any Significant Developments there are the four suspects being named and the news that there will bea named and the news that there will be a trial. What are the prospect of them even appearing at that trial . Good question. It is important because for the first time, exact names were made. Also not good news for russia because three of them are russian citizens and the fourth is ukrainian, but he is living on the territory which controlled by them, the pro russian rebels. So it is ha rd to the pro russian rebels. So it is hard to say. My colleagues this morning from bbc moscow asked the kremlin spokesman whether it is possible that these people would be named and they would face trial. He said, you know what we think about this investigation. There are to participate, it would never be allowed. So the kremlin is Still Holding quite a Straight Line that they do not trust investigation, and they do not trust investigation, and the russian minister of defence denied any involvement in the incident. So it seems that moscow will stay firm on the idea that nobody is going to the hague. Today, less tha n nobody is going to the hague. Today, less than an hour before the conference, my colleagues called igorgirkin, conference, my colleagues called igor girkin, one of the men named just a few minutes ago, and he said that no, the rebels never downed mh17, who refused to comment further. So all the people named are still keeping their lines. But i think it is very important that for the first time, the names were pronounced, so it is not an abstract investigation any more. This is someone referring to exact people. The possibility was discussed in that News Conference as to the target having been a cargo plane, and an assumption that the plane was and an assumption that the plane was a cargo plane rather than a passengerjet, so it was kind of a case of mistaken identity. But investigators saying it is academic, never brought it down brought down the plane, they are responsible. Just take us back to the context in 2014 and what was going on. Yes, that was july 2014, many said it was a decisive moment for the rebels, because at that moment, the Ukrainian Army started pushing into areas which were controlled by the rebels, which were shrinking tremendously. But some of the Training Forces in the areas that we re Training Forces in the areas that were ha rd to Training Forces in the areas that were hard to reach, so the role of Ukrainian Military aviation was crucial. The fighter jets Ukrainian Military aviation was crucial. The fighterjets were flying and firing, and some of the Ukrainian Military units needed the support by the military cargo jets. So the rebels tried to break this connection just days, weeks so the rebels tried to break this connectionjust days, weeks before mh17 was down. A few militaryjets we re mh17 was down. A few militaryjets were downed in the area. First add quite a low height, so probably it was a shoulder rocket propelled grenade, so about 2000 metres, slightly more. Last few down at quite a significant attitude, Something Like 6000 metres. After which, ukraine decided to close airspace over the conflict zone but not completely. They decided to cancel all the flights below the altitude of 9800 metres, and allowed everything above that. So some passenger jets were still everything above that. So some passengerjets were still going over the conflict zone. It was for the airlines to decide which path to take. And some airlines decided not to cover extra go directly through the area of conflict. And that morning, you know, there were reports and some intercepts published by the Ukrainian Security services showed that rebels were waiting for the Ukrainian Military cargo jet2 fly in that waiting for the Ukrainian Military cargojet2 fly in that area. Waiting for the Ukrainian Military cargo jet2 fly in that area. You know, it is hard to say exactly what happened next. It is interesting to know that the investigation is naming some rebels. A year ago, they said that the mh17 jet was shot down bya said that the mh17 jet was shot down by a rocket made in the soviet union, and shot by a vehicle which belongs to the russian anti aircraft division. But you see today, they dont name any they dont link directly to any of the russian officers, they dont name anyone who could have been directly involved in targeting the plane. They dont name anyone who pushed the button. Just people from the rebel side who organised, supposedly organised, the movement of the launcher. And just to note, the russian minister of the defence and the chairman deny any connection. Thank you very much. Time now for a look at the weather. Quite to come weather picture today. Saudi arabia is responsible for the killing of journalist Jamal Khashoggi, a un investigation has found. Conservative leadership candidates face another vote this afternoon as dominic raab says he is supporting borisjohnson. A woman is in a serious condition in hospital after a crash involving the duke and duchess of cambridges police convoy. Aun police convoy. A un inquiry has said saudi arabia is responsible for the killing of one of its critics, the journalist Jamal Khashoggi. It said there was credible invest evidence to investigate the responsibility of figures including the crown prince, who has denied any involvement. A short time ago imogen fuchs gave us the latest. This is categoric, saudi arabia is a state bears responsibility, it doesnt matter which individual carried out the killing, it was done on behalf of of saudi arabia. Investigators say the circumstances of this debt could constitute torture, another violation of international law, and the report is very detailed, its 100 pages long and some of it makes very chilling reading. There are reports of individuals inside the saudi consulate in istanbul ahead ofJamal Khashoggis arrival on the day he died, unpleasant grim detail about how it will happen, references to a body being heavy and the joints will be separated on the floor and we will use plastic bags and then leather bags. These are all recordings of people talking inside the consulate. We also know the names of people who arrived on eight saudi privatejet names of people who arrived on eight saudi private jet the date before the killing. Some of those people are on trial in saudi arabia itself but the un team says this trial is happening in secret, it doesnt meet legal standards and should be suspended. They say there is credible evidence to merit a rigorous investigation into senior officials in saudi arabia, including crown Prince Mohammed bin sam on. Very uncomfortable reading for saudi arabia, this report will be presented to the Un Human Rights Council next week. It doesnt have the power for example to council next week. It doesnt have the powerfor example to impose sanctions on saudi arabia but un investigators say other countries looking at this case should consider imposing sanctions. A woman in her 80s is in a serious condition after an accident involving a motorbike which was part of a convoy transporting the duke and duchess of cambridge. The Police Watchdog is now investigating. Several walton told me earlier that the duke and duchess were travelling in the convoy at the time. It was one of the marked Police Motorbikes which was involved in this collision. We note the lady is 80 yea rs collision. We note the lady is 80 years old, her name is irene and she suffered injuries. She is still in hospital and her condition is described as serious but stable so scotla nd described as serious but stable so Scotland Yard site this investigation has been handed over to that Police Watchdog. That is standard with any crash that involves the police. The ioc date site their investigation is in its early stages but the officer involved is helping with their investigation. The duke and duchess at the time were under way to windsor for a service commemorating the order of the garter, a grand ceremony. There are other heads of european royal families there and it appears it all went as planned. There were pictures yesterday, the duke and duchess took part in a carriage ride so it doesnt appear that either of them were harmed but they have released a statement saying they were concerned and saddened when they heard about the accident. They have sent their best wishes to irene and her family and will stay in touch through her recovery. It is also thought they have sent her some flowers. Do you know if they witnessed the accident . No, we are not clear on that, there will have been police out writers ahead of them to stop traffic near the roads and some newer cards so we dont know if the royal couple saw what happened or four in the convoy this motorcycle was so whether they we re this motorcycle was so whether they were told about it afterwards but we hear they are very concerned. The rate of inflation fell slightly last month due in part to lower travel costs after the easter break. The rate was in line with economist expectations and was also dead on the bank of englands 2 inflation target. The retail price index was 396, target. The retail price index was 3 , unchanged from april. Alcohol sales in scotland have fallen to their lowest level since records started being collected in the early 1990s. The gap between england and wales has narrowed. A minimum unit price for alcohol was introduced last may. The Prime Minister has been facing questions from mps in the commons. Ian blackford described borisjohnson as a racist who was unfit for office. Does the Prime Minister agreed with the front runner set to succeed her that the scottish people are eight vermin is right that should be placed in ghettos and exterminated . Prime minister. Can ijust say to the right honourable gentleman that the right honourable gentleman that the conservative and Unionist Party takes the people of every part of this United Kingdom not only seriously but we welcome the contribution from people of every pa rt of contribution from people of every part of this United Kingdom because thatis part of this United Kingdom because that is what makes it the great country it is and long may scotland remain part of it. Of course words matter and actions matter. The man who published those words in his magazine, the Prime Minister thought it was fit for the office of her top diplomat, and he hasnt stopped there. He said scots should be banned from being Prime Minister and that a pound spent in croydon was more than £8 spent in strathclyde. This is a man who was not fit for office. It has been said, the ultimate measure of a person is not where they stand in moments of comfort but were they stand at times of challenge and controversy. This isa time of challenge and controversy. This is a time of challenge and so i asked does the Prime Minister realise, not only is the member racist, he is stoking division in communities and has a record of dishonesty. Does the Prime Minister honestly believe. Order if the right honourable gentleman is referring to a current member of this house, i dont know whether he is, but if he is he should be careful in the language users and should have notified the member in advance but i would urge him to weigh his mr ian blackford. And i think it would be better if or not he withdraws any allegation of racism against any particular member. I dont think this is the right way to behave. Mr ian blackford. The member has called muslim women letter boxes, described African People as having watermelon smiles and another disgusting slur that i would not dignify by repeating. If that isnt racist i dont know what is. Does the Prime Minister honestly believe this man is fit for the office of Prime Minister . Cannot say to the right honourable gentleman, he has been a leader of the snp here for some time. He might understand the purpose of Prime Ministers questions which is to ask the Prime Minister about the actions of her government. That is what he should be asking about and i can say to the right honourable gentleman that i believe any conservative Prime Minister in the future will be better for scotland than the scottish nationalist party. We can speak now to norman smith, who has been listening in for us. Interesting changes that need to up my point out its to be about her but everyone is interested in who will take over from her. It was quite a feisty pmqs, a lot of tory mps calling on the speaker to force mr blackford to withdraw his allegation that mrjohnson was racist but it was quite a combustible pmqs which was funny because you can imagine mrs mate might have been tempted to say lets forget it today and take it easy, but she got quite a hard time from Jeremy Corbyn who challenged her over the lack of progress in removing grand fell cladding from numerous tower blocks and schools, asking about what was happening about retrofitting sprinklers and she also got a bit of a googly from ken clarke, who warned her against spending vast amounts of money in the last few days of her premiership on schools and Carbon Emissions and maintenance grants and in other words binding the hands of her successor. That was interesting because sitting next to mrs may was the chancellor, who we know has been uneasy about money going out the window in mrs mays last few days so we re window in mrs mays last few days so were funny old pmqs because there we re were funny old pmqs because there were some banners of green benches on the tory sides, a lot of peoples focus elsewhere but quite a bruising pmqs for the pm. And not many left because her time is dwindling away, do you expect later today to be decisive with the next round of voting . No, i think decisive with the next round of voting . No, ithink we decisive with the next round of voting . No, i think we will see borisjohnson voting . No, i think we will see Boris Johnson steaming ahead voting . No, i think we will see borisjohnson steaming ahead because he now has Dominic Raabs rights in his back pocket but we need to see who is the challenger to take him on. There is pressure on his rivals to put together a green ticket to ta ke to put together a green ticket to take him on, at the moment they are saying i will notjoin you, you drop out and join saying i will notjoin you, you drop outandjoin me, saying i will notjoin you, you drop out and join me, so they know they need tojoin out and join me, so they know they need to join forces but none of them yet are prepared to drop out. I think that may change by tomorrow when we reach crunch time. Then the pressure to pull forces, join ranks to mount a credible challenge to borisjohnson, i to mount a credible challenge to Boris Johnson, i suspect to mount a credible challenge to borisjohnson, i suspect will become more serious. Donald trump has officially launched his campaign for a second term as us president. He told 20,000 supporters in florida that he was still the man for the top job. Gary odonoghue was there. Nobody took seriously that candidacy, but thanks to some controversial messages on issues such as immigration and trade, he built a coalition to take the white house. He told his orlando audience that they had built a whole new political movement. Its a Movement Made up of ha rd working patriots who love their country, love their flag, love their children. In truth, this rally was mostly a rerun of well trodden territory. Attacks on hillary clinton, fake news, and illegal immigrants. An update on our headlines. Saudi arabia is responsible for the killing of saudi journalist Jamal Khashoggi a un investigation finds. Three russians and a ukrainian are charged with murder over the downing of a Malaysia Airlines jet in Eastern Ukraine in 2014, killing 298 passengers and crew. And the five conservative Party Leadership candidates face after vote by mps this afternoon as former brexit secretary dominic raab says he is supporting borisjohnson. Figen already has the support of some venues, who say they dont see extra legislation as a problem. Judith moritz, bbc news, manchester. An american billionaire has given Oxford University £150 million the largest single donation ever made to a uk university. The money from Stephen Schwarzman will be used to create a new institute for ethics in artificial intelligence. Mr schwarzman is a us private equity billionaire who has advised republican president s including donald trump. The uk government said it was a globally significant investment in britain. The scientists now agree that they want ai introduced in an ethical way because they dont want to experience the downsides, the lack of control for society that they had with the internet so i think this is one of the major issues of our age because ai is going to come, its really unstoppable, and its notjust ai, its robotics and all kinds of other Computer Science science innovations so the opportunity to do something with oxford, which has the number one Humanities Department in the world and the number one philosophy department, we are now into an era where we have Great Technology but we have to catch up with it with core western society values. Public confidence in vaccines is worryingly low in parts of the world according to a new report. A study found that a fifth of people in europe felt vaccines were either u nsafe europe felt vaccines were either unsafe or they were unsure about their safety. The Wellcome Trust asked the opinion of more than 140,000 people in over 150 countries. Temperatures ranging from 17 in newcastle to 21 towards south east england. Overnight tonight showers will tend to be confined to northwest areas as the shower risk recedes, we will see fresher air moving in and for thursday a day of sunshine and showers, shower is with us from the word go in western scotland, getting going in Northern Ireland throughout the morning and then the afternoon in england and wales, some could be heavy but there will be gaps in between so some sunshine, a fresher feel especially across england, temperatures reaching a high of 19 degrees.
