This week this issue has resurfaced for some key reasons. First up, there was the record fine, £126 million for southern water. That is because it leaked sewage and then covered up the problem for years. Critics say it is because of years of underinvestment by the private company. Yesterday, the transport giant stagecoach said it would not have any more franchises in the uk. It has a big stake in Virgin Trains but had lost the east coast franchise last year and has now been banned from bidding for three more, including the busy west coast mainline as well as east Midlands Trains as well. Lets discuss both sides of the debate. With me as a representative from the Campaign Group who is in favour of nationalisation, and another expert from the adam smith foundation. Good morning to you, i want to start with you. Southern water and stagecoach, it proves that big projects like that dont work in private hands. dont think that is true. I think it is important to put privatisation in context. Before privatisation you had to wait three months for a phone line and there were regular blackouts. There were burst water pipes and leakage from the water system, and passenger numbers on trains were declining. Since privatisation has been Huge Investment in infrastructure the government couldnt have done. In the case of water there has been £160 billion of investment in water. That means there is less leakage, the water quality, the Drinking Water we drink has gone up, it means that more water is treated before it is put into the sea or rivers, it means cleaner environments. And if you look at a comparison between england and were in scotland, where scotla nd england and were in scotland, where scotland is nationalised, up in scotla nd scotland is nationalised, up in scotland there is twice as much water leakage. If you compare to Northern Ireland, where it is nationalised, there are persistent complaints about underinvestment. That is because what happens when industries are owned by the government there is substantial cost involved, and often the government doesnt prioritise investment. Nationalising water will cost £90 billion. On top of that there is ongoing cost for maintenance, and thatis ongoing cost for maintenance, and that is money that cant be spent on hospitals, cant be spent on schools or defence. As a result, in the end you end up with poor Quality Services and with services that are not responsive to consumers, and an awful situation with this infrastructure being dilapidated. There is a suggestion that private companies should be spending more money than they are, that underinvestment was a key issue with the southern water problem. We have seen time and time again that private companies dont make the necessary investment, and the 160 billion figure, all of that has been cove red billion figure, all of that has been covered by customer bills, which we re covered by customer bills, which were massively hiked when it was privatised and an hour ao higher in real terms than they were before investment. All of that investment could have been covered by bills. It is not Rocket Science to reinvest the profit and make the necessary investment. In scotland they invest more per capita than english Water Companies do, and bills are £ao lower, roughly. It isjust not true that private companies will make the necessary investment. They make what is legally required of them to do eu regulations for cleaning up our rivers, for example, which is why they made investment in the early 905. They dont do it out of the goodness of their hearts, they are not paying for it out of their own pocket and i dont see why publicly owned companies wouldnt make the same investment, reinvest the profit and make a better service. When you look at it, private ownership, the process of franchises, essentially what we are creating is monopolies. These Rail Companies have huge monopolies on the lines. Even though they said they dont, they are the only phone that can operate. That means there is no incentive to make the service any better. means there is no incentive to make the service any better. I completely ee, the service any better. I completely agree, and that is why for a number of years the Adam Smith Institute has advocated for open access on trains. But open access. We know that that doesnt work. You have one train operating on one line, you cant build more trains on that line. You can run different trains at different times. There are open access lines in the uk where prices for patinas are lower passengers are lower, and Customer Satisfaction is much higher. It is not impossible to allocate different times on train lines competing for customers. I com pletely lines competing for customers. I completely agree that the monopoly Franchise System has failed and needs to end, and hopefully the government does that is part of the review that is going on at the moment. It does facilitate more competition, you are right. The purpose of privatisation is notjust to get things out of government hands, it is to enable competition so there is better passenger outcomes. But there is no competition in reality. In most Public Services there is a monopoly, and open access on the rail would just increase the fragmentation, which is the cause of the problem thatis which is the cause of the problem that is happening. It would mean there would be more chaos and confusion, less cooperation between different parts of the railway. It is going on completely the wrong direction and is not the solution. It is one of the main causes of the disease, and a new study has examined the impact of the vaccine on 60 Million People in ia Different Countries. Every year, Cervical Cancer claims the lives of more than 300,000 women worldwide. 850 of those deaths are in the uk. It is most commonly caused by the human papillomavirus. A decade since the hpv vaccine was rolled out to girls aged 12 and 13, scientists have found there has been a decline in types of the virus which can lead to cancer. The study looked at data from 60 Million People in ia high income countries. It has found that, 5 8 years after vaccination among women aged 20 to 2a, there was a 66 reduction in high risk strains of hpv. Cases of genital warts were also down 5a , and there was a 31 decline in precancerous lesions. The vaccines are really successful at reducing hpv infections, and there are five hpv types which weve seen really substantial declines of in the uk, and they cause about 90 of cervical disease and Cervical Cancer. So what well expect to see in the near future is that were seeing really substantial declines in Cervical Cancers. It is estimated around 80 of girls in the uk receive the hpv vaccine. From september, it will also be given to boys aged 12 and 13. The study didnt analyse data from low income countries. Charities say it shows there is an urgent need for a wider rollout of Vaccination Programmes, to get closer to a world where Cervical Cancer is a thing of the past. It is spread through sneezing, kissing and skin contact. We are seeing these cases. 12 people have died, hundreds more have been affected. What would be the cause of this . Well, strep a has always been a really virulent bacterial pathogen. So we do from time to time see sadly outbreaks or clusters like this, particularly in vulnerable groups of people, and also sadly in healthcare settings. So on its own it is not unusual. What is unusual, i suppose, is the number of patients affected. But strep a sadly does affected. But strep a sadly does affect 20,000 people a year in the invasive disease form in england and wales, so it is not something that is completely unexpected. I think perhaps what is unusual in this case is the number of people who have been affected, but they are all elderly, and the elderly are people who are more vulnerable to this infection. How does it work . We briefly explained it is a bacteria that can live in the throat or on their hands. Yes, so it is a bacterium which normally causes strep throat or tonsillitis or perhaps even scarlet fever in children. It can cause skin infections, but very, very rarely it can also cause these more deep seated infections where the bacterium enters the deeper tissues or the bloodstream through breaks in the skin. And i suppose the more elderly and vulnerable, in part because their immune systems are less strong than younger people, but also because they are more prone to have these skin breaks, especially skin breaks in those who are bedbound, and finally sometimes the features of severe infection, sepsis, the inflammatory syndrome that can be triggered by infection, is much harder to spot when you are elderly and bedbound already and perhaps already showing some of the features of sepsis due to other conditions that you might have. Obviously there is no need to cause panic about this, even though we are talking about an increased number of deaths from east birmingham, as you have made clear, mainly from the elderly. It is contagious, though, isnt it . So what do people need to be mindful of while this is around . Yes, indeed, so it is particularly infectious bacteria, but i think the General Community need be worried. I dont think the risk to the wider public as any greater than it would have been in a normal year, but i think if you are caring for somebody who is elderly and vulnerable, perhaps, who already has skin breaks, it is wise to adopt a sensible hygiene approach, with washing your hands and using clean utensils, and not sharing facilities. I think it is more in the healthcare setting where we need to be more vigilant about identifying patients early who might have an infection, and treating them promptly, and then mounting a more vigorous approach, i suppose, to hygiene and the way that we approach caring for elderly patients. That is one of the main causes of the disease, and the study has examined the impact of the vaccine on 60 Million People in ia Different Countries. Every year, Cervical Cancer claims the lives of more than 300,000 women worldwide. 850 of those deaths are in the uk. It is most commonly caused by the human papillomavirus. A decade since the hpv vaccine was rolled out to girls aged 12 and 13, scientists have found there has been a decline in types of the virus which can lead to cancer. The study looked at data from 60 Million People in ia high income countries. It has found that, five to eight years after vaccination, among women aged 20 to 2a, there was a 66 reduction in high risk strains of hpv. Cases of genital warts were also down 5a , and there was a 31 decline in precancerous lesions. The vaccines really successful at reducing hpv infections, and there are five hpv types which weve seen really substantial declines of in the uk, and they cause about 90 of cervical disease and Cervical Cancer. So what well expect to see in the near future is that were seeing really substantial declines in Cervical Cancers. It is estimated around 80 of girls in the uk receive the hpv vaccine. From september, it will also be given to boys aged 12 and 13. The study didnt analyse data from low income countries. Charities say it shows there is an urgent need for a wider roll out of Vaccination Programmes, to get closer to a world where Cervical Cancer is a thing of the past. We have had four months of real torment and a massive strain on the family and really we should be spending time as a family, enjoying the time we have with max and my younger son, felix, my wife, and enjoying our lives and creating happy memories but we have just spent four months fighting this decision and trying to getjustice for max and the other children and newly diagnosed children as well. What happens in other countries there is the rule of rescue so in holland and germany, even scotland where the drug is not available yet, the children are put on the successful d rug the children are put on the successful drug trial, put onto the drug straightaway and the negotiations carry on after or continue or start after theyve been put on the drug and they put the Children First and rally the children. Our Current System does not value the children. Our children are being really let down by the National Health service. It is the Health Service who should be looking after him and they are not. As time becomes all the more problematic, what is your plan . You go to the netherlands . You leave . What you can do for the children, you can do an individualfunding request do for the children, you can do an individual funding request and we should hear the results of that on monday and again we have been appealing to matt hancock to help with that if he can and use as much of his powers to try and get that through so max can be saved and hopefully the other two or three children that are waiting for the enzyme.
