BBCNEWS BBC News July 14, 2024

200 people continue to search dense forest in malaysia near the resort where a 15 year old schoolgirl from london went missing more than a week ago. And coming up in dateline london, well discuss the lockdown in kashmir as well as the speculation in the uk about a possible general election. Thats at 11. 30am here on bbc news. The government has announced a package of new measures in a crackdown on law and order. The Prime Minister has promised to create an extra 10,000 prison places after an increase in Violent Crime. This will involve the building of new prisons and the expansion of existing ones at a cost of around £2. 5 billion. Stop and search powers will also be extended to all Police Forces in england wales, which will allow police to stop someone in an area where they think a crime may be committed. Borisjohnson also called for tougher sentencing and an end to the Early Release of prisoners convicted of violent or sexual offences. Labour said austerity measures taken by conservative governments had left the entire criminal Justice System broken. Jon donnison has more. Borisjohnson, seen here meeting with police in the West Midlands just days after assuming office, says the time for action on crime has come. He says too many serious violent or sexual offenders are coming out of prison long before they should, and that tougher sentences are needed. 10,000 new prison places will be created through the building of new prisons, and also the expansion of existing ones. The cost up to £2. 5 billion. Amid fears over rising knife crime, the government has also confirmed that a pilot scheme allowing police to stop and search someone if they believe a crime may, rather than will, be committed, will be extended to forces across england and wales. Stop and search works. We hear again and again from police. We hear again and again that our police need to be empowered. And we need our Police Officers to be out making sure that those who wish to do harm are prevented from doing harm. The home secretary played down concerns that stop and search leads to certain groups, notably young black men, being unfairly targeted. This focus on law and order, after recent announcements on the nhs and immigration, will add to speculation that downing street is preparing for a general election soon after parliament returns from its summer break next month. Lets speak now to mark day, head of policy at the Prison Reform trust. He joins us via webcam from north london. What do you make of the announcement of these additional prison places . We are trying to do something about oui we are trying to do something about our overcrowded and dilapidated prison. It does make sense. But the trouble is the governments promise to do something about it, they have a lwa ys to do something about it, they have always underestimated what is involved. For instance, it would ta ke involved. For instance, it would take 9000 additional spaces just to eliminate the levels of overcrowding we currently see in the system. It would mean a further 3000 spaces to absorb the new prison sentences coming down the line. And that is not counting any additional changes ina not counting any additional changes in a sentencing policy which we now see the Prime Minister is promising. This rhetoric around present words, we have seen what it does before. It simply inflate sentencing and the use of custody. It is a bit like building an extra lane on a motorway. We know from experience that it quickly fills and you are still left with overcrowded that you had in the first place. That is a worry and frustration for those working in the service because presumably if you are going to have these extra places you will need additional prison officers to supervise them and look after the prisoners and the impression at least is that the Prison Service has struggled somewhat to find enough staff to do the existing job before you add additional places. Indeed. A lot of these costs are likely to be absorbed by the cost of recruiting and having additional prison staff. So, yes, the government promised up to £2. 5 billion to fund it. I think that words up to are quite instructive. There is no Firm Commitment in terms of the Additional Resources at the government is putting forward. The other aspect of this is sentencing. Trying to ensure that prisoners serve the full term of their sentence rather than being released early subject to good behaviour. Perhaps half of the sentence. What is the evidence that this has got out of control, that it has become more common practice . We currently have a system where you are serving indeterminate sentences, you are released at the Halfway Point of that sentence and at that point you are still subject to licence and conditions and supervision in the community. If the government is going to change this, it is going to have to look at the impact on numbers of prison places and cost to the system. It is doing this across the system. It is doing this across the board and it could create severe pressures on the system. Furthermore, we already have extended determinate sentences which isa extended determinate sentences which is a form of sentence where people who committed serious crimes are not released until two thirds in and in fa ct released until two thirds in and in fact their release is determined by pa role fact their release is determined by parole board, so they could indeed serve the full term. It is unclear what the Prime Minister is talking about. We already have provision in place to do that so it is a bit confusing to know what they are planning that wouldnt have severe consequences for the resources in the system. Mark day, thank you very much. Mark day, thank you very much. 0ur political correspondent, mark lobel has been explaining more about stop and search power being extended to all Police Forces in england and wales. I think there will be some examination as to how that trial went and why such a large extension is suddenly being announced so soon after. It to justify that it did reduce Violent Crime . Indeed. The other two big announcements, how are they going to be funded . The policing minister was deputy to the mayor of london with borisjohnson, a close of his. He has enforced. He was asked this morning about the funding of this. Lets listen to the clip. The stage looks like this. We are about 123,000 Police Officers at the moment. There was a plan afoot for £1 billion of extra funding to recruit another 3500 across the country. We are now putting in place to lodge in september the next way to lodge in september the next way to get the 20,000 on top of that over the next 36 months. We have to have a conversation about the deployment of those Police Officers and what they are going to be doing because what the public want to see isa because what the public want to see is a restored sense of governance of the public realm. Alongside some of the public realm. Alongside some of the enhancements to stop and search which we are putting in place to put deal with the rising knife crime but we do need to deal with. The public wa nt we do need to deal with. The public want more reassurance. That is Boris Johnsons signature pledge. £1. 1 billion starting in september. That is in billion starting in september. That isina billion starting in september. That is in a few weeks time. Recruitment start. They need to know which areas the first round of police are going to be launching. Then you have got this £2. 5 billion for new prison places. A large amount of money. Weddings are going to come from . There will be a raft of questions. 0verall there will be a raft of questions. Overall the shadow minister for transport has said this is basically a spending spree, an election spending spree. They have cancelled the Spending Review so they could all plan. They are focusing on this one. They will get it out in september. She is saying that essentially they are rushing this just for the election. It looks like that magic money tree has been found. It is growing somewhere. It is sprouting. Lets talk about another politician was made the headlines. Gordon brown, the former Prime Minister. He is one of his favourite themes, the future of the union and indeed whether it has one. Britishness, one her this petty passions. He is criticising what he thinks has been overlooked which is keeping the union together. The problem for him is that people would prioritise no deal over keeping scotla nd prioritise no deal over keeping scotland within the United Kingdom and Northern Ireland within the United Kingdom. The problem is with him that if a no deal brexit was taking place then he thinks it would bea taking place then he thinks it would be a boost for scottish nationalism. That concerns him. He blames boris johnson. He blames john that concerns him. He blames boris johnson. He blamesjohn macdonald macjohn mcdonnell for suggesting that he would be happy with an independence poll held in scotland. A lot of people wouldnt be happy, would they . Not least because of the electoral this. They were furious with him saying that. The Prime Minister would defend himself and said that he has one of the first things he would do was visit scotland, wales and Northern Ireland and he is a minister of the union. China has warned britain to stop meddling in hong kong, after the foreign secretary called for an independent investigation into disorder in the territory, in a telephone call with the citys chief executive. Dominic raab told carrie lam that he condemned violence on all sides. There have been further clashes between protesters and police in hong kong today, the 10th weekend of demonstrations. Stephen mcdonell is in hong kong. A slightly different atmosphere from when you first spoke to us a couple of hours ago. This is the causeway shopping district. Very Popular Party designer bags, clothes, perfume. As you can see, these black clad pro democracy activists are occupying the street here. Im standing on the tram tracks so callous, public transport not coming through. This is not sanctioned. These are illegal gatherings and yet people here and another part of hong kong are doing same thing. This is, for them, tactically smart to be here because the police are not going to want to race in here firing tear gas because there are too risky, little children walking around, members of the general public, Chinese Tourists from the mainland. Elsewhere, it is not necessarily the same. Elsewhere, we have seen already clashes with the police on the other side of the harbour, tear gas being fired, rubber bullets, arrests already. Again, it is part of the new strategy of these processes. Instead of getting together in one area and having a large showdown with the police they use gorilla strategy. It will go from one place to another. The police will come, they might build a barricade or throw projectiles at the police had that these hard line projectiles at the police had that these ha rd line demonstrators projectiles at the police had that these hard line demonstrators will race to somewhere these hard line demonstrators will race to somewhere else. The police will have their own strategy which is to come in quickly as well. They also change. They dont want to lock down an area or move them back. They wa nt to down an area or move them back. They want to catch these processes. We are seeing by a police when they turn up and running in, charging them and grabbing protesters. Both sides have changed the way they are dealing with this had is a much more quick strategy and it can change in an instant, any minute now they could all be gone and going somewhere else. Thank you very much. The fbi is to investigate the death of the multi millionaire businessman and convicted sex offender, Jeffrey Epstein, who was found dead in his cell, in a new yorkjail. She was photographed with Prince Andrew and in 2015 she alleged she was forced to have a sexual relationship with him. Buckingham palace has said those allegations are categorically untrue. In 2008Jeffrey Epstein pleaded guilty to lesser prostitution charges. That widely criticised plea deal is now under investigation by the department ofjustice. Epstein was found unresponsive on the floor of his prison cell here in manhattan.
