A Public Health emergency has been declared in delhi due to soaring levels of air pollution. In response, all schools have been shut until tuesday and 5 million face masks have been handed out to students. The citys chief minister said the area has been turned into a gas chamber as a result of the thick fog, caused in part by fires used to clear farmland in neighbouring states. From dehli, Pratiksha Ghildial reports. It is like a scene from a dystopian Science Fiction movie stop for a third day in a row now, residents of delhi are inhaling the seasons worst toxic air. In some parts of the city, the levels of pm 2. 5, the tiny particles that can penetrate deep into our lungs, are peaking at more than 500 mcg per cubic metre. The World Health Organization recommends a maximum level of 25. I am in central delhi, just near the Main Business district, and with the iconic india gate behind me. But as you can see, it is barely visible, with a thick blanket of smog around it. It is daytime, but hardly any sunlight is able to percolate the thick layer of smog that shrouds the city. The government says it is doing what it can. It has banned construction activities and plans to limit the number of vehicles on delhis roads. But the main reason for the toxic air here is the burning of proper stubble by farmers in neighbouring states including punjab. And there seems to be no respite from that. In november last year, i was really ill. I wasnt wearing a mask and it was so polluted last year also. And i got really bad lungs. My doctor suggested me to wear a mask every day. Translation i didnt realise how bad it will get. Do we really wa nt how bad it will get. Do we really want our kids to grow in such an environment . No one really cares. No one wants to improve the situation. Several studies say that the pollution in delhi is damaging Peoples Health at an alarming rate and causing premature deaths. It really is a Public Health emergency. Dr maria neira is the World Health Organizations department of Public Health and environment director. She told us earlier how she sees the situation in delhi. We have been very concerned in the World Health Organization regarding this issue of air pollution all over the world, but it is true that the situation in new delhi, in india, is deteriorating, and we are really very much concerned, because this is having a terrible impact on Peoples Health. As you know, the Public Health. As you know, the Public Health emergency status has been declared, because the situation is really the levels of air pollution are reaching really impossible numbers. And this has is having an incredible impact on Peoples Health. India and delhi authorities have taken some action now to reduce immediately or try and reduce these levels of air pollution, but more structural measures to reduce this air pollution needs to be put in place on a medium and long term and not only in acute situations. In the us, as the democratic president ial candidates race continues to gather steam towards 2020, the former texas congressman beto orourke says he is dropping out of the race. This is what he said moments ago. This is a campaign that has prided itself on seeing things clearly and im speaking honestly and on acting decisively. We have two clearly see, at this point, that we do not have the means to pursue this campaign successfully. Beto orourke, not such a long time ago, was seen as a rising star in the democratic party, as the bbcs Chris Buckler in washington explains. About a year ago in the mid term elections, he ran for the senate seatin elections, he ran for the senate seat in texas, and he wasnt successful, but it was a really spirited bed. And truthfully, in what is a republican heartland, he did exceptionally well. And at that point he was seen as a real rising star within the party. In fact, he launched his president ial campaign with a photo shoot for vanity fair magazine. He was on the front cover. He talked about how he was born to be in this president ial race. But he struggled a bit during the campaign. There have been moments, there have been moments when he has really struck out, talking about climate change, particularly gun control after that shooting in the summer in his home city of al paso. But actually, on the stage with so many other democrats, remember at one stage with Something Like 20 in the race, the reality is he didnt shine el race, the reality is he didnt shine el paso. And he has found it tough, and ultimately it has come down to a question of money. He hasnt got enough to continue. That race, as you say, has really shrunk down. Wejust race, as you say, has really shrunk down. We just want to show you the pole from the New York Times that we have got from the last week or so. These are the front runners as they stand at the moment. How does the contest look now . Yes, so these are polling figures for the iowa caucus. Now, that is really important because it is the first real test for democrats as they try to get their name into the frame to be the president ial candidate. Because we have this different process where state by state have this different process where state by state a vote on who should be the person who ultimately is selected to be the president ial candidate to take on President Trump in november 2020. And if you take a look at those figures you will see that bunched up at the top are Elizabeth Warren, benny sanders, Pete Buttigieg and joe biden. They are Pete Buttigieg and joe biden. They a re pretty Pete Buttigieg and joe biden. They are pretty tightly packed in their, pretty close together, and it gives you the sense that those four are leading the field very strongly bernie sanders. In fact, when you look further down, you see the likes of Amy Klobuchar and is harris, they are in the low single digits. And it gives you the sense that we are starting to see a real divide between those who are likely to be in the final race and those who wont be. And harris, in fact, according to some reports, is having trouble with Campaign Finances and has decided not to think about New Hampshire, killing all of herfield tea m hampshire, killing all of herfield team in New Hampshire so as she concentrates on that first iowa caucus she is all in for iowa, as far as she is concerned, in an attempt to try and win that president ial nomination. But at the moment, as you can see from those figures, Elizabeth Warren s leading the field. And she has been talking about really having a plan for a whole range of different things, including healthcare. And what she has been really successful at is going out, shaking hands and kissing babies. The reality is she is actually doing quite well at the moment through a lot of hard work at campaigning. That was mr trump speaking on a radio show hosted by nigel farage, the leader of the brexit party. He has now offered to form an alliance with borisjohnsons conservatives, but it is an offer with strings attached. Job the deal, because it is not brexit. Drop the deal, because as these weeks go by, and people discover what it is that youve signed up to, they will not like it. The only way to solve this is to build a leave alliance across this country. And that doesnt mean just conservatives and the brexit party. There are labour figures out there that ive spoken to who would more than happily stand in this election if we could put this coalition together. But the Prime Minister has rejected calls from nigel farage and President Trump to work with the brexit party. This is what he had to say to our Political Editor laura kuenssberg. Always, always grateful for advice from wherever it comes. And we have great relations, as you know, with the us many other countries. But im just telling you, laura, what i think about the way to do this. This conservative government has brexit ready to go, and to vote for us brexit ready to go, and to vote for us is the best way of getting it over the line as fast as possible. President trump has also said that your brexit deal means that you cant really do a good deal with the americans. Is he wrong about that as well . Theres one thing hes right about, which is that theres certainly no question of negotiating on the nhs. That is absolutely true, and hes right about that. But, on the technicalities of the deal, anybody who looks at it can see that the uk has full control, as one whole uk england, scotland, wales, Northern Ireland as one uk. He said, you cant do it. You cant trade, we cant make a trade deal with the uk. So hes misunderstood it . Well, i dont wish to comment on what he may or may not have read. What im telling you is what i what everybody can see from the terms of the deal that we did. Here is our Political Correspondent Jessica Parker on how likely it is the Prime Minister would give up on his brexit deal. Borisjohnson, of course, went to brussels and got some changes to the deal regarding the arrangements for the irish border, has brought back the irish border, has brought back the deal, and i think his campaign will centre on this idea that he is putting forward that he has an oven baked ready deal to get to parliament should he win a majority. But nigel farage of the brexit party today saying that he thinks it is just theresa mays i will deal slightly recycled. Nigel farage thinks the deal is no good. He likened it to a car with a shiny bonnet and a bit of a rubbish engine, and he is suggesting that the conservative party should ditch the conservative party should ditch the deal, go for a Free Trade Agreement in the middle of next year, and if they did that, then maybe the brexit party in the conservative party could Work Together in some kind of electoral packed to maximise their success at the ballot boxes at the election on 12 december. But borisjohnson, who did an interview this afternoon, pushing back on that idea, and downing street very much saying that they dont want to enter into any electoral packed. Pact. Apple launches its new streaming service in the uk today. But competition is fierce with the Walt Disney Company starting its own streaming service next year. In his only uk interview, the disney chief executive, bob iger has been speaking to our media editor, amol rajan. Earlier this year, the Avengers Endgame from Marvel Entertainment became the biggest grossing movie in history. Ok. Who here hasnt been to space . Marvel is part of a bigger media giant, the Walt Disney Company, known as disney. Over the past 15 years, its been on an acquisition spree under the leadership of bob iger. Mr iger, who considered a run for the us presidency, bought pixar animation off stevejobs, lucasfilm off star wars creator george lucas, and last year, in one of the biggest deals in media history, 21st century fox from Rupert Murdoch. Why do you think Rupert Murdoch wanted to sell . Well, i think the primary reason is that he looked at what was going on in the world of media and all the disruption, and he didnt believe that the hand that they had was a strong as it needed to be. Its that simple. And he didnt have a solution. But what are the underlying trends reshaping the Media Industry which makes those sort of mega acquisitions necessary . Well, i think if you look at todays media landscape, whether you are in the uk or the United States or many other places in the world, first of all it starts with content. Content is king. Quality stands really tall in a sea of choice. And then secondly, get content that is so valuable, so important, so loved by consumers that they will access it or buy it almost any way they possibly can. This winter, several Technology Giants are launching their own streaming services. Disneys own service, disney , launches here next spring. I think netflix is a volume play with a lot of quality, and they created the market in the direct to consumer space with video. And we come in with a different play, much more branded, less volume, and there is plenty of room for us to occupy space as well. It may to some extent be at their expense, but not necessarily. There may be room for people to have more than one subscription. On current evidence, that seems a safe bet. Amol rajan, bbc news.
