A 17 year old boy has been charged with the murder of elianne andam, the schoolgirl stabbed to death in croydon on wednesday. The boy appeared at a youth court this morning. Our Home Affairs Correspondent Daniel Sandford is there for us. Elianne andam was on her way to school when she was stabbed to death at a bus stop. With ambitions to be a lawyer, she was described by her family as the light of their lives. Today, at croydon magistrates court, a 17 year old boy appeared charged with her murder and with possession of a Kitchen Knife without good reason. Because of his young age the boy cant legally be named. He sat in the main area of the court instead of the dock. He was wearing a Police Issued grey sweat shirt and tracksuit bottoms. He spoke only to confirm his name and date of birth and his lawyer said there was no indication at this stage which way he would plead. Elianne andam had been on her way to school when she died. She was wearing her green School Uniform and was with two friends. Shed just started year 11, her gcse year. Police forensics teams spent two days at the scene and detectives say theyve recovered a knife two thirds of a mile away. Yesterday elianne s mother led a large group of herfamily, who paid an emotional visit to the bus stop where she died. They said elianne s dreams had been shattered and their hearts were broken by her senseless death. The 17 year old boy was told he would be kept in Youth Detention Accommodation until he makes an appearance at the old bailey on tuesday. Daniel sandford, bbc news, at croydon magistrates court. The uk is on track for Record Levels of taxation, according to a leading think tank. It says they are rising at an unprecedented rate. The Institute For Fiscal Studies forecasts that taxes will amount to about 37 of National Income by next year s General Election a level not seen since such records began in 1948. Here s what the ifs had to say. People are living longer. That s something to celebrate. People are living longer with multiple chronic conditions, which makes them more expensive to treat. They re also claiming State Pensions and needing social care for longer. All of that comes with a price tag and those pressures aren t going anywhere. So whoever wins the next election in the face of those pressures is going to be facing lots of demands on state services. And it s very difficult to see how you can do anything other than maintain or perhaps even increase taxes in the face of that. Our head of statistics robert cuffe explained the details of the hidden tax increase that form a major part of this rise and how the uk s tax levels will compare to other countries. This parliament is on course to raise taxes by more than any other since the second world war, according to new analysis from the Institute For Fiscal Studies. With taxes forecast to rise from 33 of everything we earned before the last election to 37 before the next one. Now, some of that is unwinding the unusually low tax rises we saw after 2010, and some is response to covid and the war in ukraine. A large chunk of the rise, more than a quarter and one that hits your paycheque directly is the hidden effect of freezing the tax bands. Now, the tax bands are the point at which you start to pay, around £12,500 in england, or pay higher rate tax, just over £50,000. Say you get a pay rise thatjust about keeps up with price increases. Even though your salary s gone up, you re no better off than you were last year because you can just about still afford to buy the same lifestyle. But say you started here. Your salary rise brings you up and drags you into a new tax band. Suddenly you re paying more of your wages in tax, and now you re worse off despite a decent pay rise. Because after tax, you can t afford the same standard of living that you did last year. Governments used to shift these tax bands up so that you wouldn t fall into the net, but they stopped doing that in 2021, and that s going to affect more than five Million People by 2028, according to the uk s government finances watchdog. Freezing tax bands will drag an extra three Million People into paying any tax and shift another two Million People into paying the higher rate. It is hidden, but more people are paying more tax now. Add that to Corporation Tax rises and other elements. We re heading for Record Levels, but it s probably not going to shift the uk s position in the International League tables. If you look at the latest data we have for 2021, you can see that our taxes may be high by Historical Standards for the uk, but we re in the middle of the pack when you compare us to other major advanced economies. The forecast rise. Up to here, about 37 , doesn t really change the picture very much, even if the other countries don t grow their tax base that much in response to the covid fallout or the war in ukraine. Now, one word of caution on League Tables like this. These different tax takes by very Different Levels of public services. Take america. Most people don t pay for health care through taxation in the us and taxes are much lower there. But they are still paying for the health care. People conceived using donated spurn, eggs or embryos will soon have the right to know the identity of their donors. The new rule applies only to those who turn 18 from this sunday the first of october onwards. The Fertility Regulator warns that access to the information won t be quick. This report is from tink llewellyn, who has a very personal connection to the issue. Hello, are you ok . I m good, thank you, you . Yeah, good thanks. Twins matthew and phoebe have always known they were conceived using a sperm donor. We know he s like a Second Generation born colombian, his height, his build, eye colour, hair colour. And that s pretty much everything they told us, really. But next year, when they turn 18, that will all change. Ijust think its really cool that part of us is from a different country. So when we have a conversation at home, hes usually referred to as the colombian guy, orjust. Orthe dad. Theres been many names. I suppose, when they are growing up as well. For their parents, sean and sarah, it s a date they ve always known would come. We decided because the change in law was coming up in 2005, that we would wait because it wasnt fair to deny them that opportunity i to find out who our donor was. But not everybody will benefit. Donor conceived people born before the law change won t have this right. I know, because i m one of them. Oh, i love this picture. This is one of my favourites. This is me when i was little with him. I lost my dad last year, and that s encouraged me to start thinking about my donor family. I all always wanted to find the donor. And i m not alone in feeling like this. Gary and his three daughters live in essex. About 1975, i think it was. He donated sperm in the 805, and was recently contacted by a Donor Daughter. I can see it now. She embraced me, i embraced her. It was very emotional, something that happened so long ago that i did, i could never dream that it would be like this. Ijust did not i could not foresee it. Gary s Donor Daughter didn t want to be identified on camera. But she did write us a letter that his third daughter, michelle, will read out to us. So it begins, i never thought my biological father would want to meet me, let alone be part of my life. I love gary to bits and im so grateful for how hes treated me, and the same goes to my sisters. Oh, that makes me feel so emotional. I m gon e not everybody wants a relationship with a sperm or egg donor. But for those who do, things are about to change for the better. So when you re both 18 now, next year, are you going to apply for more information . Yeah. And what are you hoping for to come out of that . Just to meet him, really. Weve got two amazing children. You know, our lifes so different as a result of that persons kindness. So, it would be nice to shake him by the hand and say thank you. And Tink Llewelyn joins me now. Now, George The Poet is probably best known Around The World as the man who opened the Royal Wedding for prince harry and megan markle with his poem the beauty of union. But a new series of his massively popular podcast have you heard george s podcast starts next week and it s fascinating. It explores african history, particularly the African Independence Movement through the lens of poetry and music and, of course, his incredible story telling. He s with me now but first have a listen to some of the trailer. To the new generation, what i m about to say is baffling but when i was younger, trust me, it wasn t cool to be african. Every series of the podcast we provide as creative a sound bed as possible, stories relating to black liberation, music and culture. That s George On Podcast and i was lucky to have him join me in person. He told me a little more about his series. This is the fourth series of the podcast. We re talking about african independence, and also the caribbean Independence Movement and looking at the fantastic characters from history who don t get recognised. It is interesting, the different places you re focusing on. The First Episode is drama in ghana. Why did you pick ghana . It was the first african former colony to gain independence. From that independence under the leadership of its First Independent prime minister, you can see the signs of what is to come. It is fascinating case study. When you look through the archive, there is extraordinary footage of him dancing with queen elizabeth. What are the things you pick out by looking at him, at ghana . What are you exploring . It is a question of autonomy, self rule. This was push back against a lot from sabotage, from intelligence agencies, western powers, and the story since that is told of the pm has been really corrupted, it is one sided. This was something i wanted to look at and understand why and how we deal with the legacy of the independent movement. It is black history month, and i heard you say it can be repetitive. This is a good way of looking at a part of history that is so often overlooked. You also use so much music in this. Tell me about the music. We ve got music from Around The World, african continent. Black music runs parallel to the black experience, it derives from black life. When you look at the history of Ghanaian Music and from across the black universe, you get a track of what was happening politically at the time. Why do you think it has been so overlooked, this part of history, in terms of british schooling, what we know about it . There are some shameful episodes in terms of british involvement in it s former colonies. There s a lot of stuff that is not convenient to talk about. So it doesn t get address, but i think britain is full of great people who want to understand this stuff. This is british history because it is the story of after empire. We ve talked about ghana but it goes across different countries. In terms of your work, it goes across as so many issues. You have a particular interest in knife crime, you ve done work around it. We saw in this country yesterday a shocking death. In terms of what society, politicians, community, what should they be looking at . Ultimately, violence doesn t happen in isolation. We have been talking about the responsibility we have as men to be speaking to our young people, young men in particular, around how you handle your emotions. What it means to truly respect someone as you respect yourself. There is that piece, but at the same time there is a lot of work to do to reverse what we have now become desensitised to, normal levels of violence in the media and mainstream culture. Just 30 seconds on that, you are right because as shocking as yesterday was, almost everyday there is a stabbing which doesn t make headlines. That is right. We do a lot to shed light on this. In my upcoming show, we have showcased a range of talents, poets and artists that speak about some of these real issues. And if you would like to listen to the have you heard george s podcast . It is now available weekly on bbc sounds. The Chief Executive of gp news said he was appalled by comments made by the channel by the actor and campaigner lawrence fox. Earlier he said he would not appear. Apologies. Let s go back to what i was saying. Let s have a listen. I was saying. Lets have a listen. I have no hesitation whatsoever to offer an apology and i reiterate the words of my letter which i sent to her earlier this week. It was very unfortunate and it s not reflect their values and of course we are very sorry. A, their values and of course we are very sorry very sorry. A fortune is a we
