They must open new border crossings. They must not impose any unnecessary restrictions on the delivery of aid to they must ensure humanitarian personnel and convoys are not targeted and they must work to Restore Basic services and promote order in gaza so that more food, water and fuel can reach those in in need. Later today Vice President harris is due to meet with an influential member of israels war cabinet, benny gantz. He will be in washington later today where he will be meeting with Kamala Harris and National Security advisorjake sullivan, then on tuesday with the Secretary Of State anthony blinken. Amid tensions with the United States and a political row at home this trip is causing much controversy in israel. For more analysis, lets speak to dr benjamin radd, Senior Fellow with the Burkle Center for international relations, and a lecturer in global studies at ucla. It is good to have you on the programme. So the timing of this trip and the controversy surrounding his trip. Apparently Benjamin Netanyahu is not happy at all. No he is not. And the party has not authorised or sanctioned his mission to the United States to meet with the Vice President and the National Security adviser. As of now, benny gantz has indicated he intends to co ordinate messaging with netanyahu that all reports indicate that netanyahu is dissatisfied with the turn of events here and has stated, i believe, that there is only one Prime Minister, i think that was the quote from the office. Will it build ridge though between israel and the us at the moment . Between israel and the us at the moment . The motivation is to do repair the moment . The motivation is to do repair work. The moment . The motivation is to do repair work. We the moment . The motivation is to do repair work. We have the moment . The motivation is to do repair work. We have now seen sentiments in the United States, especially from parts of the Democratic Party to which President Biden is connected to and is dependent upon common notably for re election later this year, indicating increasing frustration with the us position in regards to israel and the continued offensive in gaza. And that the United States is lacking influence of the ability to shape a direct what israel does in regard to minimising civilian casualties. The understanding now is that israel has some repair work to do to mend the perception that it is acting against the will of the United States and specifically the president and the party at large. The party at large. Give us our the party at large. Give us your take the party at large. Give us your take on the party at large. Give us your take on the the party at large. Give us your take on the talks your take on the talks currently going on in cairo. Israel and not sending anyone. The understanding seems to be that right now israel is not getting any list from hamas to indicate who is still alive. Hamas refuses to reveal to anyone, to negotiators or mediators which hostages remain alive and who specifically would be included on a list of 48 also hostages to be released as part of the next batch of negotiations. Meanwhile on the israeli side there is still no indication and as a result we have seen the horrific results of the last few days and civilians killed, there is no plan for the day after or for any kind of civilian control of gaza once israels Military Objective, if its Military Objective, if its Military Objective is satisfied. So we can see where both parties still remain far apart. What do ou still remain far apart. What do you think still remain far apart. What do you think will still remain far apart. What do you think will happen still remain far apart. What do you think will happen next . I you think will happen next . Will we see some sort of truce before ramadan begins . At will we see some sort of truce before ramadan begins . At this oint a lot before ramadan begins . At this Point A Lot Will before ramadan begins . At this Point A Lot Will depend before ramadan begins . At this Point A Lot Will depend on before ramadan begins . At this Point A Lot Will depend on what i Point A Lot Will depend on what the qataris can do. They hold tremendous leverage in these negotiations. They are hosting the Political Leadership of hamas and are the most likely to have greatest visibility into what is happening in regard to the remaining hostages, who is and is not alive and maybe they know where the redline for hamas is in regards to negotiation. So i think if we are to see a Breakthrough It would want choir the qatari is to really exert their influence on hamas and we have seen now that the United States has hit its limit with what and expect israelis to do and maybe a message will come through with the mission of benny gantz to the United States but i believe more can be done from the qatari side to influence hamas negotiations. Thank you for your analysis. Joining me now is mohamed taha from bbc arabic. Most to see you, mohammed. Give us your take on these talks. The talks are happening in cairo between the egyptians, the qataris and the United States. The israelis are not attending this negotiation. They are waiting for a list from hamas about the hostages who are alive. Hamas says it is impossible for them to provide this information and we saw. Is it impossible . Is it impossible . They say that the lost connection is it impossible . They say that the lost connection with is it impossible . They say that the lost connection with some | the lost connection with some of the groups who are in control of hostages and unless a truce, a pause in fighting happens they will be able to gather this information. This is what they said. Overnight israel released an audio of hostages that were killed two days ago by an israeli shelling. That caused a lot of distress between them between the families of hostages. So the negotiations for ramadan are only five days away in the israelis are not attending. They rely on presently fighting on hamas to make them accept the israeli conditions of not withdrawing from gaza and also making the numbers of Palestinians Prisoners in the israeli prisons less than the numbers that hamas are requesting. In the meantime the Aid Situation is becoming chronic, isnt it . The situation became chronic after the attack on fathers day which left over a hundred people killed. There is an attack happening again on people are gathering to get some aid in the city of gaza. There are also shelling on rafah that caused more than 40 people dead. The israelis are really pressing on hamas in fighting to make them accept their conditions, otherwise these negotiations are not happening, as the doctor said. Happening without the presence of israel and it causes difficulties for them to reach a solution. A solution. Took us through what is happening a solution. Took us through what is happening around l a solution. Took us through what is happening around rafah at the moment. There is concern at the moment. Rafah has the biggest refugee camp the next target. Rafah has the biggest refugee camp in the next target. Rafah has the biggest refugee camp in the l biggest refugee camp in the world and has now more than i million refugees. The fear now is directed to the israeli deadline for them to attack rafah which is by the beginning of the month of ramadan, this coming sunday. Coming sunday. Thank you so much. Coming sunday. Moving on out what the story is. That make on now to other stories. France is set to become the first country in the world to put the right of women to have an abortion into its constitution. Members of the two Chambers Of Parliament have been called by president macron to attend a Special Session in the versailles later where its expected the amendment will be approved. Pierre Antoine Denis has more from the newsroom. For Emmanuel Macron, this is definitely a win. France is about to be the first country in the world to put abortion in its constitution. For womens rights groups, who have been defending the move, this is widely seen as a guarantee against future changes. Translation its sending | a message that france is not only the country of mens rights, its also the country of womens rights. We hope at least that it will have a symbolic effect with regard to other countries that are trailing behind on this topic. The whole project gained traction shortly after the Roe V Wade Amendment was overturned in the us injune 2022, meaning the end of federal protection on Abortion Rights. Its worth saying that france was already much more advanced than the us on the topic because the abortion right was already enshrined in law. On top of that, 81 of the population in france are in favour of the move. In its 50 year history, abortion has never been challenged, and if anything, when it came to parliament, the bill has already been strengthened nine times. This is probably why it led to a rare moment of almost complete unity in french politics, as both mps and senators overwhelmingly voted in favour of the motion. So this actually begs a question. Was this any necessary . Was itjust pure symbolism, or was there maybe a political gain in there, too, for Emmanuel Macron . Our paris correspondent Hugh Schofield is writing on that topic on our website saying, Emmanuel Macron is hoping that Abortion Rights are a political winner. He is says the president hoped the constitutional revision on abortion might open a clear fault line between his party and its main opponents, marine le pens far right, casting them as reactionaries. In fact, there were some protests from some religious groups against the move by some groups, but it did not gain any political traction whatsoever. Either way, Emmanuel Macron is all but certain to enjoy his victory lap in versailles while giving millions of women in france a reason to celebrate. Republican president ial candidate nikki haley has won herfirst primary beating donald trump in washington dc. Shes the first woman to win a republican primary in us history, though her victory is seen as symbolic. The win gives her a total of 49 republican delegates well behind Donald Trumps 247. And hes poised to rack up more delegates this week on whats known as super tuesday, when a dozen states nominate their choice. Around the world and across the uk. This is bbc news. Turnout so far has reportedly been low several groups of reformist politicians have boycotted the election altogether. The bbc s Caroline Davies was given rare permission to report from inside the country, and has been speaking to people there. Iran is yet to announce its official results for the election but there are still some early indications from state media about turnout. This is one of the state newspapers. Here it says the turnout is at 41 across the country, and here, in the capital tehran, it is at 24 . Now, these figures have not been finalised yet but if these are correct, 41 is thought to be a historically low turnout for iran during these parliamentary elections. It is difficult to get a sense here in iran about exactly how many people are feeling. Many people dont want to speak to foreign media, particularly on camera. But we were able to speak to a few about what life is like in the country at the moment. Translation conditions are really hard here. We dont have income. We dont have work. The cost of living is high. Elections happened on friday. Do you think that might change anything . Translation no, i i dont have any hope. There has been a lot of elections but the situation hasnt really changed. Translation the value of our currency keeps going down on a daily basis, which is causing inflation and puts a lot of pressure on the iranian people. But the Security Situation is good. It is stable. Irans authorities have given no indication that they are concerned by this low turnout figure. In fact, some have already started calling these elections a success. But throughout the course of our reporting here, it has been clear that many people in iran dont feel engaged with politics, and didnt feel like they wanted to vote because they didnt think anything was going to change. See a moment. Hello. We did have a bit of spring sunshine around on sunday, but the clear skies are lasting through the night. The winds are fairly light, too, so temperatures are really dropping. Its going to be quite a chilly start to your monday morning could be A Touch Of Frost and some mist and fog patches. They should clear away. Therell be a bit more rain moving into the southwest later on in the day, but for most of us, its going to be a fine, bright, chilly start. Some fog, perhaps the vale of york, the welsh marches, central, Southern England as well that clearing away by around the middle of the morning. Theres the rain thats going to push into the southwest of england into wales by around about lunchtime. A few splashes of rain arriving across Northern Ireland later in the afternoon. But generally further north and east, you should stay dry for a good part of the day and temperatures will range between around 7 12 degrees. Now, moving into monday evening, thats when the patchy rain pushes its way further eastwards across parts of england, Eastern Scotland as well, tending to fizzle out a bit as it does so. Itll be another fairly chilly night as we head into Tuesday Morning for some parts of wales, central and Southern England as well, but not as cold as the current night. Now, as we move through monday night into tuesday, then this area of low pressure, this Weather Front continues to drift its way eastwards, but its tending to fizzle out. So, i think early tuesday, we are likely to see a bit of cloud and patchy light rain for Eastern England and Eastern Scotland. Once that clears away, sunny spells for most. A little bit more cloud and a few showers in the west around some of these irish sea coasts. But reasonably light winds, temperatures not doing too badly up to around about 8 12 degrees, so pretty typical for this stage in early march. And, then as we look towards the middle of the week, then, were going to see High Pressure sitting across scandinavia. Weather fronts try and move in from the atlantic, but as they bump into that area of High Pressure, theyre not going to make too many inroads. So, for wednesday, perhaps some showery rain moving into the Far Southwest of england, perhaps Northern Ireland, a little bit breezy here. But for much of the british isles, i think things are looking dry and settled. Again, some Early Morning mist, frost and fog possible, clearing away to leave sunny spells and thankfully a dry spell of weather with highs around about 8 12 for most of us. So, as we look towards the middle part of the week, into thursday and friday, plenty of dry weather. Could be odd spots of rain, particularly towards the west. Temperatures fairly typical of the time of year, and i think many of us will be pleased to see this quieter spell of weather through the week ahead. Bye bye. Live from london. This is bbc news.
