Borders our international recognised borders. This is necessary. These violations have exceeded, there have been more than 35,000 violations since 2006. Mr president, has israel not had enough of the endless war since 1948? when will it be time for israel to give an opportunity for peace? will israel not embrace the path of peace? when will this happen instead of using the language of fire and steel, lebanon and arab countries have clearly without any ambiguity categorically embrace these through the arab peace initiative which was the fruit of the beirut arab summit in 2002. The option of a two state solution, for the demand of arab states for the implementation of united states resolutions which unfortunately have become remained dead. It is now incumbent upon israel, the government and the pete ball, if they want peace to embrace and choose peace, to want peace instead of war and to go beyond their obsession and security related anxiety, break the cycle of violence in the region, stopping the escalation and the risk of complete conflagration in the middle east and that also requires collective efforts as part of a clear, defined timeline, together with clear warrantees and recognition of rights including the right to selfdetermination pursuant to international law. There can be no peace without a two state solution regardless of how much time this takes mr president, by way of conclusion we reiterate our call for a lasting solution, for the full balanced implementation of resolution 1701. The recognition of our land borders, recognised that the international level, to ensure that lebanon and the region can avoid further warfare and destruction. We are at a very difficult time, marred by tragic escalation of violence in lebanon. From the heart of the conflict. Resolution 1701 of the security council is the primary line of defence for lebanon. This resolution is not merely a document, not merely a framework for international action, no, this is a commitment on the part of international community to safeguard regional peace and security. We cannot deviate from this process. This is the legal diplomatic bedrock guaranteeing the protection of lebanese and regional security, of respecting this resolution is absolutely necessary, not just for lebanon but for israel as well and for the region as a whole. This is the best respecting this resolution is absolutely. . . . And for the region as a whole. This is the best tool at the disposal of the international community to break the cycle of violence, to ensure that diplomacy prevails despite the difficulties and despite the difficulties and despite the difficulties and despite the fact that the path ahead is difficult. The cost of ahead is difficult. The cost of a diplomatic failure will be very high. For this reason we much spare in mind that with each new wave of violence there is unimaginable suffering endured particularly by civilians, any civilian killed is a tragedy that is unacceptable and there is no justification for this when civilian areas are targeted, systematically, as is currently the case in lebanon. We are talking here about act that are tantamount to war crimes. There can be no justification tantamount to war crimes. There can be nojustification for the mass murder of civilians. However, as we talk about death and destruction and devastation, we also need to endeavour to find solutions. Time is of the essence. There is a need for a political process to end this crisis which has escalated. We need to move forward and reach a political solution. Together, we need to give thought to a political solution, to this crisis. Instead of bugging ourselves increasingly down on the militarisation of this conflict, the escalation of conflict, the escalation of conflict and expansion of the conflict, diplomacy is not always easy. But diplomacy is the only way to save innocent lives and homelands. For our part, lebanon is determined to tread upon this path. Lebanon views the us french initiative, as supported by other friendly countries as an opportunity to generate momentum, to take steps towards ending this crisis and diplomacy needs to succeed. There is no other choice. Thank you. Succeed. There is no other choice. Thank you. That was lebanon's choice. Thank you. That was lebanon's foreign _ choice. Thank you. That was lebanon's foreign minister. Lebanon's foreign minister addressing the un general assembly in new york. He raised the alarm of a wider conflict in the middle east and made some demands including calling for stability along the border. He said that fighting in lebanon is a consequence of a lack of a sustainable solution rather than the cause and that the cause was occupation. He accused israel of expanding the war into lebanon, referring to those pager attacks last week and warned against aggression. Most of all he called for an immediate ceasefire on all stakeholders. Meanwhile, the white house says negotiations with israel over the ceasefire proposal in southern lebanon are continuing despite the israeli government's rejection of international calls to end hostilities. The us, france and other allies have called for a threeweek ceasefire. The israeli prime minister said the army would keep hitting hezbollah with full force until residents of northern israel could return to their homes. The french president, who has been heavily involved in negotiations, said he would not tolerate southern lebanon becoming another gaza. Meanwhile on the ground, strikes have been ongoing in lebanon with israel saying in the last few hours that it's fighterjets have had around 220 hezbollah targets in the last day. They have mainly been in the south and in the capital of beirut. Around 18 missiles were fired from the other way from israel into, from lebanon, rather into israel. 0urfirst report is from anna foster in beirut who witnessed an israeli airstrike an apartment block which the army said killed a top hezbollah commander. Fear in the heart of the lebanese capital. Moments after an israeli missile strike, dust from a destroyed home fills the air. It's less than an hour since this air strike was reported in the southern suburbs of beirut and ijust want to show you, you can see there, this is an apartment on the first, second floor, and you can really see the damage that's been caused. Now, the idf have described this as a precision strike. When they carry out these operations in the southern suburbs they're normally targeting the senior leadership of hezbollah. The israeli military released these pictures of the building being hit, killing, they say, the head of hezbollah*s aerial command, muhammad hossein sarur. At least two people were killed here and 15 injured. Talk of a ceasefire feels far away from the streets of beirut. Today was supposed to be about deescalation, a pause to calm tensions, but scenes like this make it hard to see how either side plans to step back from the brink of a new war. In northern israel, security forces and fire fighters were deployed to a site of a rocket strike from lebanon that damaged a house in the israeli town of rosh pina, in the upper galilee. Rockets were fired by hezbollah on israeli towns. Residents were trapped inside a house in the town of safed. Smoke trails were also visible in the sky after the interception of some rockets fired by hezbollah. In lebanon, the health ministry says 92 people have been killed as a result of israeli strikes over the past 2a hours. Israel says it's only targeting hezbollah infrastructure and launch sites, but many civilians are among those killed which includes at least 50 children. 0ur chief international correspondent 0rla guerin reports now, from sebline in southern lebanon. Firefighters rushing to another air strike. This one in nabatieh. This they carry out the wounded. Not fighters, but children. Israel says it's targeting hezbollah sites. But it's bombing many residential areas. How old are you? he asks. Three fingers are raised. A young generation, now threatened by a war that has already killed at least 50 children this week, like the members of this family, who died together in a strike in beirut. Ali, jalal, fatima and farra, all gone. And iman and talia nasser, who took their last breaths together, also killed by israel's bombardment. But some have made it to safety, having run for their lives. My name is mehdi ahmad and my years old is ten years old. And what has been happening in the last two days? you had to leave your house. The war is very big and very scared and i cry. How did you feel, having to leave your home? were you sad? yes, i was very sad, he says. We left behind half our belongings. A missile landed near us. We went quickly so we wouldn't be hit. His biggest fear, he tells me, is losing his family. Instead of going to school, many lebanese children, like mehdi, are now living in schools and colleges. This could be home for some time. International calls for a ceasefire came to nothing today. 0rla guerin, bbc news, sebline, lebanon. The uk prime minister keir starmer has called for a ceasefire between israel and hezbollah. He's been speaking at the un general assembly. He said ceasefire would create space for diplomacy to solve the conflict. I call on israel and hezbollah to stop the violence. Step back from the brink. We need to see an immediate ceasefire to provide space for a diplomatic settlement. And we are working with all partners to that end, because further escalation serves noone. It offers nothing but more suffering for innocent people on all sides, and the prospect of a wider war that noone can control. 0ur chief presenter sumi somaskanda, is at the un headquarters in new york. She told me more about what else starmer said. He talked about the uk taking its role again as a responsible leader on the global stage, and in doing so he talked about the conflicts that have been dominating the agenda here. Of course, what is happening in the middle east, but also in ukraine, the humanitarian crisis in sudan. But of course, all eyes really on what will be said here in the diplomatic efforts to deescalate the situation in lebanon and, of course, the war in gaza. And there, as you just heard in that clip, sir keir starmer, the british prime minister, very clear that he is sticking by the statement that was released by the uk, the us, so 12 allies calling for a 21 day ceasefire between israel and hezbollah to allow a path for diplomacy. And i thought it was interesting that he said the prospect of a wider war that noone can control. It is intimately linked with the situation in gaza, where we need to see an immediate ceasefire. So he was very clear not only about the need to see a release of hostages, but to end the suffering of palestinians in gaza, linking the two as critically important for his efforts here. And all of this hangs in the balance. Of course, because the israeli prime minister, benjamin netanyahu, has arrived in new york, he is holding bilateral meetings here today, tonight, as we understand, and will be addressing the general assembly himself tomorrow, friday morning here in new york. And the question remains whether all of these diplomatic efforts, that message from the british prime minister, whether it actually will lead to a deescalation, an off ramp to the situation. I do want to ask you about the status of the ceasefire. But before that, we understand that keir starmer is going to be meeting donald trump. What might they discuss? well, that's a good question. We would love to be a fly on the wall of that discussion. But of course, it's not unusual that sir keir starmer, the new british prime minister, would want to meet donald trump, not only the former president but the republican candidate. And it is such a tight race that it is absolutely possible that you could have either kamala harris or donald trump win this presidential election in november. Likely, they'll be discussing some of the global issues that are being discussed here at the united nations. But this is part of, of course, a courtesy for sir keir starmer, for the british prime minister, to ensure that he has links and ties to both the bidenharris administration. So clearly he has met with us presidentjoe biden and vice president kamala harris, but also donald trump. Should he become president, i anticipate it could be that sir keir starmer would raise some of the issues, as i said, like ukraine, like the situation in lebanon and in gaza. But we won't know until we get a readout of that meeting. It should certainly be interesting. And briefly sumi, if you can, because we are running out of time. You spoke to the deputy us representative to the united nations. What did he say about the status of the ceasefire proposals? he said that this is ongoing. Quite frankly, he wasn't able to give any updates on whether they will be able to reach an agreement. But he said it was fundamentally important. He said, that they will be meeting with israeli leaders, with their allies impressing upon all of the parties here, including iran. Of course, the iranian president is here. The need for a ceasefire, both in gaza and also to end the hostilities between hezbollah and israel. So we really have to wait and see whether that actually bears fruit today or in the coming day, of course, with the israeli prime minister here in new york. Around the world and across the uk this is bbc news. You are alive with bbc news. Joe biden has announced fresh military aid for ukraine ahead of his meeting with president zelensky. And said ukraine not russia would prevail in the war. The ukrainian leader has also held talks with vicepresident kamala harris and on friday morning he will meet her rival in the us election, donald trump. Jessica parker reports. Arriving at the white house, president zelensky has come carrying a plan, a plea, designed to boost ukraine on the battlefield. I raised with the president biden the plan of victory. Today we are preparing to discuss the details. But he's counting on an ally who's gotjust a few months left in office. Let me be clear, russia will not prevail in war. A key ukrainian request, it wants permission to use western made longrange missiles on military targets inside russia. An idea that angers moscow, as it unleashed another shattering drone attack on kyiv. The air raid sirens have been pretty relentless overnight into today. With all that's going on, some will wonder whether president putin is trying to send a warning, a message. If he is, for people here, they feel it's a message they've heard many times before. Translation: a fragment flew into our window breaking the glass. Fortunately, miraculously, it didn't hurt my child. President zelensky is in the us. How crucial is western support for ukraine? translation: we need help from other countries, absolutely. Otherwise we will not win. We will have to i
