Dave Zajac, Record-Journal May 13, 2021 02:18PM By Devin Leith-Yessian, Record-Journal staff The state House of Representatives this week passed a bill that would change the way incarcerated individuals are counted in legislative districts from prison location to their address at the time of arrest. âThe point is people should be counted in the place where they actually find representation,â said state Sen. Gary Winfield, D-New Haven. âIf you go in and you're (residing) in New Haven and you get out (and return to) New Haven, why would you be counted in Cheshire or Enfield?â
