Sen. Frank Blas Jr. has written the U.S. Small Business Administration requesting that Guam be exempt from location requirements on small business disaster loans. The $10,000 Economic Injury Disaster loan follows a similar program made available to business owners in April of 2020, but the targeted program now requires that businesses be located in "low-income areas." A mapping tool was provided by the Small Business Administration to assist local business owners in determining whether they qualify. Concerns over inconsistencies in the mapping tool, which Del. Mike San Nicolas has stated is based on Census data from 2010, were what prompted Sen. Frank Blas, Jr. to write the SBA.
