The u. K. And the European Union over what the backstop would mean for the relationship between ireland and Northern Ireland. What it does instead is replaces it allows the u. K. To leave the european customs union, but there would still be some checks. Between Great Britain and Northern Ireland. That is the major difference. It does also give the Northern Ireland assembly the opportunity to vote on those age thoseements on arrangements every four years. The Unionist Party in Northern Ireland says they do not back this new deal negotiated by Boris Johnson. The question is now can he get approval out of parliament on saturday. Are these changes enough to get the approval of parliament and how critical is the dup to getting the approval . Emma that is the big question. All of the action moving back to. He u. K. On saturday parliament will sit for a special saturday session where they will have the opportunity to vote on the deal. The arithmetic is difficult for Boris Johnson. He no longer commands the majority in the houses of parliament. He needs to get a 61 vote. The dup says they cannot support the deal as it stands. They would bring along the hardline brexiteers in the conservative party, some of those who voted against theresa may when she was Prime Minister. If the dup does not come on board, some of those will not come on board. Then you are looking at the conservative party and Boris Johnson looking to the labour party, as Jeremy Corbyn saying he will not support it but there could be some mps within the labour party who might vote for the government. It will be close. David to take it one short step further, are the dup saying no or playing hard to get . There is some talk force johnson could write them a big check and they might change their mind. Emma lots of people like the big check and it might help change their mind. It is telling that through the day, as we have seen both sides in u. K. And the eu cap this deal , not only Boris Johnson, we have also seen Michel Barnier and the eu side saying this is the deal, there will be no need for any further prolongation. No need for any further extension. The dup has not come on board. There is a suggestion the european Leaders Summit is still ongoing in brussels and there may be other ways to make changes that might bring the dup on board. Certainly they have held firm through today, saying this is not something they can sell back home. It is not something they are going to support. David thanks to emma chandra reporting from london. Now we go back to washington. We want to go back to the turkish situation. Mike pence is there now. What would success look like . Bill success would be a ceasefire in Northern Syria, and from the point of view of lot of the president s supporters and Foreign Policy experts, a withdrawal of Turkish Forces from Northern Syria. Heading into the meeting, that looked extremely unlikely. The turkish officials speaking to reporters said the u. S. And turkey remain miles apart and there was no joint press conference of any kind following the meeting between Vice President pence and president erdogan. We are still waiting on some sort of comments from the u. S. Ambassador residence where Vice President pence and secretary of state mike pompeo are headed. It will be a tough ask for pence at this point. Erdogan has a long history of looking down on these requests when the u. S. Comes over asking them to do Something Like this. I think it was probably a difficult meeting. We are still waiting for the readout. David we look at this through a certain lens, which is the condemnation coming from europe , but atUnited States the same time, domestically there are reports this is quite popular for president erdogan. Bill absolutely. This is something he has talked about wanting to do for years. The Kurdish Militia in Northern Syria that the u. S. Was partnered with until recently, they have long been seen in turkey is having direct links to what they consider terrorist organizations, and what the u. S. Considers terrorist organizations within turkey. The u. S. Even a proposed trying to mediate talks. I think donald trump said he would help broker talks between the Kurdish Militia and turkey. That would be the equivalent of trying to negotiate talks between the u. S. And al qaeda. It is a nonstarter from turkeys point of view. His popularityn rise with this move into Northern Syria. David thank you so much for reporting from washington. Staying in washington, we go to anna to talk about the impeachment investigation. We have Gordon Sondland testifying today. It appears he is not backing up the president of the United States. Anna that is right. This is an Interesting Development because saw blend is an ambassador orton saw blend was appointed ambassador app Gordon Sondland was appointed ambassador because of a donation to the president s campaign. Republicans were looking at his testimony hoping they would get somebody who would be on the president tsai. However on the president s side. However, he made it clear he was not interested in telling a republican line or echoing talking points in the white house. He distanced himself from the allegations regarding pressure on ukraine to investigate joe biden and how that interacted with the foreign aid to ukraine that was also being without the same time. David also send news coming from washington overnight with the passing of Elijah Cummings, the long term house of representatives representative from baltimore, maryland. Give us a sense of how important he was in congress and particularly in the Democratic Caucus . Anna he was a huge presence in the house of representatives, very close to nancy pelosi, and the chairman of the oversight committee. He is one of three chairman leading the impeachment investigation. E has an inspiring life story he is the son of sharecroppers from South Carolina and move to maryland, rose up through the lines through the ranks of local politics and became a politician who embodies the american story. He had such a love for this country and reminded his colleagues about the very important responsibility they have as representatives in the u. S. House, the moral clarity with which they should do their jobs in washington. David a sad loss. Thank you from washington. Now it is time to check on the markets reacting to todays top stories. Joining us is Abigail Doolittle. We always ask how all that affected the markets. Not so much. Abigial not so much. Maybe brexit. At one point the s p 500 up. 6 , not just up slightly. ,s that deal is facing stumbles investors looking at that. In the u. S. It is about earnings. Morgan stanley putting up another good quarter. Fixed income and equities doing well. Netflix International Business doing well. Investors liking that. Ibm missed the lowest revenue estimate out there, and worrying to some analysts. The redertically after hat acquisition, people thought that would turn it around. That seems to be a specific instance. Is it too certain to tell whether earnings encouragement reflect something about the growth of the economy overall . Abigial it is too early to know how the Earnings Period will shape up. In terms of that Economic Growth, that is a great question. We do not have the answer yet. We do not have enough earnings reports. You can be sure investors will be looking at that. It is a lobar quarter because of the idea that earnings estimates have been taken down and some of that slowing Economic Growth has been taken into account. We have not had that r moment where caterpillar was saying this is the best it will get on the year. That was not a great moment. Interesting to see whether we get any macro commentary as this earnings season goes on. David thank you so much Abigail Doolittle for a sense of where we are the markets. Now we will go to the break. This is bloomberg balance of power. David this is balance of power on Bloomberg Television and radio. I am david westin. The Trump Administration has made no secret of its hostility toward while weight moving into 5g, placing restrictions on its equipment into the United States at on sales of components to it by u. S. Companies. For a view from wall just for a view from wayside, we are joint s four view from huawei side, we are joined by paul scanlan. What you do . How does it fit into the larger 5g picture. Do a number of things. It is lovely to be back in washington. Ive not been here for 20 years. I do a lot of Different Things for the company. Ive been here more than 11 years and i do things from employment through to sales and marketing and standing in front of media to explain some of the truth and fears about the company. Or recently, i tend to do things with governments and industry to try to move the needle toward why 5g is so important, trying to improve the digital economy. What we know is telecommunication is terribly important to developed economies and also to drive industrial development. In a nutshell, a lot of Different Things that the Company Might like. David i want to talk exactly about how it fits with the 5g pattern. To what extent have the initiatives i referred to by the Trump Administration for tailed your business . Has it hurt your business . Paul if you look at the financial performance, we have grown 24 year on year. Profit is up 8. 5 to 8. 7 . Third quarter around 100 he 5 million. Those are good indicators around 185 million. Those are good indicators. The president has improved our global awareness. Thank you very much for that. What it has done is help while weight to focus helped while weight to focus helped huawei to focus. We do not understand market. We knew how to talk to the technical people in the telecom company. That is what we did for 20 years. Now we are required to talk about how we do things differently about software and vulnerability had those sort of things to come onto television and media up and talk to different governments about different types of things. We are a technology company. Andpent 17 billion on r d we are good sales company. Now is are having to do change and explain to people about this company you all think is mysterious, but from my perspective it is one of the greatest companies ive worked for. David president has made it a priority not only in the United States but also europe, they do not purchase five equipment from hisei, even upward to it in meeting with the president of italy. Is he having an effect . Are you being shut out of markets . Administrations are making rules that say x amount of market share or saying we should not play in the core network, and plan the radio access network. There are some ways you can balance market shares, rather than completely deny them and say you should not deal with huawei. Let me give you an example of why 5g is so important. And perhaps why we have spent so much money on r d. Even if we were not good at it, we have 88,00030 of all intrin. We are not trying to dominate the market. 4g andtrying to deploy 5g technologies to make a difference. What does 5g do . 5g is inherently more secure than 4g. To put in 5g networks globally is a good idea, especially start moving toward industry areas and the internet of things. As we move down the track of deploying more 5g, the world becomes more secure. It means there are different rules between different administrations. You see themmaybe and see we think theres a security issue. We have had experience with both the British Government and other governments around the world where our software has been exposed and analyzed. There are no backdoors. Huawei is a commercial company. And you imagine what were to happen if we were to put a backdoor in to comply with some directive from zeballos . The company would beget from somebody else. The company would be dead tomorrow. David we are speaking with carl scanlon. Let me pursue what would happen. The nba is a commercial enterprise. The head of the fcc tweeted about that and connected it with 5g, saying if this is how china is willing to use its leverage over basketball, imagine what would happen if we let chinese come hes an into americas 5g network. Why are they wrong . You might not want to do it, but the government in beijing has shown its willingness to put a lot of pressure on commercial enterprises. Paul that is within china, whether it is within china or hong kong, that is china. We have to comply with the law. We work in 172 countries globally. 170 of those administrations we talk to. It would be lovely to have this type of discussion with the Current Administration in the u. S. To understand the rules. What would you like us to do to explain our company and describe how we can do business together. If you set the rules and the standards, we follow the law. Huawei technologies in the u. S. Is a legal entity. It will not do anything against the law. Our board has said that, the group ceo and our founder has said that. We comply with the law in every country. There is no way we will comply with the law from china that says this is what we must do in another country. That is outside the law, and we will never do those things. I would like to encourage him, if we can have distractions productive discussions with the u. S. , to explain how we do things and why we do things. We travel to almost every country in the world to meet customers. We do not do anything secret or different. What we do differently as we invest heavily in r d because we understood that if you do not have your own products, you are just a reseller. Where is your core value . Even the offer of 5g more recently to u. S. Companies to sake take a snapshot of our product today and take it into a u. S. Company and let the u. S. Grow and develop, great idea. We have done this before. Motorola in 2003. It is an honest attempt to save you tell us what the rule is, maybe huawei can understand how to play the way the u. S. Would like. Guy we are talking with paul scanlan. David we are talking with paul scanlan. Let me raise the possibility that the problem the administration has is not with huawei, it is certainly not with the success of huawei, if anything it may be the reverse, people are concerned you are so successful you will become more dominant or have a larger market share. The concern is with beijing. You cannot control what beijing may do to you or try to get you to do. Doesnt that make your position more difficult . Paul i do not agree. Ive been in the company 11 years and i do not agree. I do not agree with that position at all. Board, our focus, the quite clear, lets talk about market share and competition. He has stated you cannot have too much market share. If you take too much market share, what will happen to you . No competition with western companies. No innovation. The reason the industry is so exciting is because of the opportunities it can do, especially to industries. That is where can transform things. Can you imagine if everything was connected, with all of the advances we will be able to make by pulling data from the cloud into supercomputers. We would be able to fix things like cancer and different types of diseases. These are good things for humanity. We have always said you cannot take too much market share. Two, you must provide a healthy ecosystem. Last year we spent more than 11 billion with american suppliers of components of software and other parts. We would continue to do that if the u. S. Would allow us to continue to be part of a Global Supply chain. That is what we are. David one last quick question. Turn it around the other way. To what extent is United States risking falling behind in 5g. I know you are selling a lot into india. Is there competitive danger . Paul we already built a lot of 4g networks in the rural u. S. , everybody has probably heard about this maybe we do not promote it very much. Im not sure why that is. Some of the regions in the rural u. S. Ive been to, we can deliver, just using 4g, about 650 megabits per second. We can do that today. Those sort of things are available. The u. S. , moving down the line of deploying 5g was necessary by this thing called the cbm spectrum. Verizon, like at t and by trying this 5g technology, you start to learn about where the Business Opportunities are. 2025, somewhere around 300 billion in gdp improvement globally. What the u. S. Is good at, if it was all connected, what the u. S. Is right at is pulling the data, look at what google and amazon and microsoft and the others do. One outlet huawei provide the best why not let huawei provide the best opportunity and Work Together with the Trump Administration . David i cannot thank you enough. It is good to hear the perspective from huawei. That is paul scanlan, ceo of the huawei carrier business gro
