HARTFORD - A breakthrough in a two-year impasse over how to fund the Connecticut Baby Bond Trust made the launch of the groundbreaking anti-poverty, wealth-building program Saturday possible.
Any child whose birth is covered under the state's Medicaid program will now have $3,200 set aside in an
