The City of Española Public Safety Committee heard a brief presentation at its April 7 meeting about a new web-based overdose mapping and tracking tool, called ODMAP. Mark Scroggins, a drug intelligence officer for the High Intensity Drug Trafficking Area (HIDTA) program of the federal Drug Enforcement Agency and Project R.A.C.E. Program Manager Justine Valencia made presentation to the Committee.    The tool was developed by the Washington/Baltimore HIDTA office and is deployed in jurisdictions nationwide. It allows the police and fire departments to track overdoses that require intervention or transportation to the hospital, including deaths. Public safety officials can then analyze the data and direct drug enforcement officers or public health resources to âhotspotâ areas.
