Santo Nino Man Killed in Early Morning Shooting

A Santo Niño man died in front of his home the morning of April 30, suffering at least one gunshot to the chest.
Española Police Officer Jose Lujan responded to a 7:37 a.m. E-911 call from Judith Gonzales, who lives across State Road 76 from the victim. She said her nephew Rocky Gonzales, 45, had been shot by someone who left in a silver car.
When Lujan arrived he was met by Española Fire Department Chief Ron Padilla and State Police Officer Estevan Trujillo.
Lujan wrote in his report he saw a brown Chevrolet Traverse with four bullet holes in it; one in the rear hatch door, one in the driver’s side rear compartment area, one in the front and one in the rear side window. He also saw the glass front door to the house was shattered and there were two bullet holes in the wooden door and possibly another bullet hole in the stucco. ....

City Presented OD Map Software Option

The City of Española Public Safety Committee heard a brief presentation at its April 7 meeting about a new web-based overdose mapping and tracking tool, called ODMAP. Mark Scroggins, a drug intelligence officer for the High Intensity Drug Trafficking Area (HIDTA) program of the federal Drug Enforcement Agency and Project R.A.C.E. Program Manager Justine Valencia made presentation to the Committee.
The tool was developed by the Washington/Baltimore HIDTA office and is deployed in jurisdictions nationwide. It allows the police and fire departments to track overdoses that require intervention or transportation to the hospital, including deaths. Public safety officials can then analyze the data and direct drug enforcement officers or public health resources to “hotspot” areas. ....

City Approves Off Road Vehicle Use

The Española City Council unanimously voted at its April 13 meeting to amend a new ordinance allowing the use of off-highway vehicles (OHV) on city owned and controlled roads. The ordinance was heard and discussed during its first public hearing.
The discussion leading up to the vote featured public comment from members of the OHV operators community and was tense at times as the council worked to clarify the ordinance’s interaction with existing state law on the issue.
Councilor Justin Salazar-Torres presented ordinance 2021-01, which has progressed through the Public Safety Committee and was advertised on March 18. The title of the ordinance allows all-terrain vehicles, but that was struck from the language of the law to only allow OHVs, which are operated with a steering wheel and non-straddled seating similar to cars or trucks. ....

Love It or Hate It, Legal Pot Is Here

Whether we’re ready for it or not, legal marijuana for adult recreational use is coming to New Mexico.
Almost three-fourths of New Mexicans have supported the legalization of cannabis for years, that percentage steadily increasing as we watched neighboring Colorado and  other states benefit from the cash crop.
But it’s not all about catching big money that will rain down on supporting New Mexico businesses, retailer and ultimately state coffers and its spend-crazy legislature.
While this solid majority of residents wanted legal pot, the agreement ended there. There were many differences on how the final law should read. ....
