Theyre telling residents to evacuate out of that building out of an abundance of caution, and theyre also cautioning that it might take months to know for sure what went so horribly wrong here. Some Structural Engineering experts are weighing in. Theyre calling the 2018 report truly alarming. Well have much on that coming up in a few moments. Lets begin with that desperate search for survivors. Dozens are still unaccounted for and their families are growing more worried and more frustrated clearly by the minute. Cnns randi kaye is here at surfside. What are rescuers saying to you about the chances of finding people alive . Reporter they are not giving up, wolf. Theyre working in these 15minute shifts, but they really have to be pulled off the job, pulled off that pile. Theyre so determined to find survivors. The mayor said theyre committed to try to find anything who could still be alive, and the obstacles that theyre dealing with are quite something. They have debris falling on them, plus they have fires breaking out. Theres a deep fire thats been burning in the rubble pile today. Theyve been trying to work with that. They built that trench, using heavy equipment to get down there and isolate the fire. Theyre trying to find some of these survivors in some of the safer pockets. The fire has been spreading rapidly. Theyre using foam on it, some water, and some infrared technology. The numbers, that tells the story here. Four people dead. 159 still unaccounted for. I spoke to a rabbi who has a synagogue up the road. He said at least 20 People Associated with his synagogue are missing Third Quarter range in age from 20 to 60 years old. Spoke to one woman whos missing seven family members. They came into town for a funeral and they were all staying at that building. Hes also missing the parents of his childhood best friend. He knew that couple very well and now his best friend is trying to explain to his own young son why his grandparents are missing. Listen to this. So one of my childhood friends, he told me his son i was at his house at 1 45 in the morning, and he says, what am i telling my son. He wants to know how we can go to sleep when our grandmother and grandfather are lying in trouble, why are we going to sleep, why are we not there, why are we not pulling off the Cement Blocks and bricks. So its theres no words. You just give him a hug. Give him a hug and a kiss and say were here as a family together. Reporter you can only imagine, wolf, right, how hard it must be for a young son to understand what why theyre missing and why they havent been found. Its hard enough for us to comprehend. Its very difficult to try to explain it to them. I dont know how you explain it. And, randi, as you know, one of the most handing images is this lone bunkbed on the top floor. Do we know anything about the family, whether they lived there, whether theyre okay . Reporter we dont know who lived there, but its a chilling image. You can only imagine. You see the bunk beds so they may have had children or teenagers who might have used bunk beds. They were on the edge, the wall was sheared off. Its teetering. And the sheet is torn off if you look on the upper bunk bed. There are pillows and pink and white Flowered Sheets to me. A black desk chair next to it as well. You and i can smell the smoking, the fire thats burning amidst all this rubble. What is it . We had a Parking Garage burning with mattresses, natural gas. It created a fire. Its a constant reminder during every collapse that that is a very similar situation every time we see that. How much of a complicating factor is that for those involved in a Search And Rescue operation because you keep seeing smoke and fire. Sure. Absolutely. It hinders every operation one way or the other. Early this morning, late last night they started to dig a trench so they can get lower into the ground and still enter that rubble pile. Youve been involved in these kinds of Search And Rescue operations. How likely is it were going to find survivors . Absolutely likely. Even the haiti earthquake, we found people. As long as people are willing to take chances. We heard void spaces and people making sounds as of last night. They say they did hear sounds yesterday, but so far im told they havent heard any sounds today. What does that say to you . It could be a shift in the sand. A shift in the sand could close that Sound Transferring from one place to the other. So as the time goes off, we may come back to hearing those same victims asking for help. Reporter because us through exactly what your colleagues are doing right now . Its still officially called a Search And Rescue operation as opposed to the baz news when it becomes a recovery operation. Absolutely. Which saddens everybodys heart, including responders. Theyre finding a way to get on top of the pile. Theyre dropping sonar to detect motion, sounds. Additionally theyre picking up lids or the piling from the floors and putting Wood Cribbing into that to help suspend that so they can put search dogs inside, give them a way in, and they will try to find that live victim. It gets backed up if there is a confirmation with a search camera. Weve got listening devices, live canines, search teams, doing the same thing trying to find the victims in there. Im pretty worried about the potential for serious injury or even worse for some of these Search And Rescue men and women who are involved in this. Theyre Walking Around in very, very dangerous areas. Absolutely. Weve been told were looked down upon. Remember how dangerous it was with the widow and widower makers at ground zero. Nobody came out with serious injuries. We hope that happens here. Thats why they cant run into the building because of the pieces of concrete hanging. Volunteers have come in not just from here but indeed around the world to help out with the Search And Rescue operation. Correct. With very two federal teams, both from south florida, and we have six state teams that have come in to help with that response. Its great to see them all together helping during this response. Were told others have come in as well. Yes. With a lot of experience in this. Absolutely. We got a lot of learning from the medical side. Its just as important to treat and stabilize those victims prior to being removed. Increases stability 85 if youre able to treat them aggressively underground. When you go into a building thats Still Standing, how risky is that . Very risky. Osha tells us to do that, but they want to save lives. The sister building, people are recommending they should evacuate that building. What do you think . I believe they should evacuate it just for themselves so they have a sense of peace of mind. Nothing can be done while an active search is going on nearby. But if thats going to make them feel better and decline their emotional feelings theyre going through because thats going to be a long time to erase that. In 2018 an engineer raised concerns about the major structural damage to the slab below the pool deb and entrance to the drive and cracking was observed in the concrete columns, beams, and walls. Cnns tom foreman takes a closer look. Reporter did that happen here where engineers say robust inspections are the norm. There had not been many concerns. Reporter among the theories, the ground. This building was built on a spit of ocean front land. Many engineers said it was too sandy, too close to water to be stainless. And witnesses say this past weekend there was water this in the garage, and it was coming up. Reporter was a sinkhole coming up . They say theyre just not common here. Reporter the second theory, the whole building was sinking. A study showed a gradual sinking of the building or maybe the site in the 1990s. Experts say this isnt unusual and likely would not have caused the collapse, but it could have contributed to another threat. If the building settles more than others, then the column would get pulled in and that would cause distress there. Reporter pablo rodriguezs mother is missing. Spoke to her the day before the collapse. She told sme she woke up around 3 00 or 4 00 in the morning and heard some creeking motions. Reporter but experts would expect other signs too. People in the building would see cracks in the floors. The table would not be flat. Things would roll off. Reporter and yet another theory. The building itself. Humid salty air can ka role and weaken steel and concrete. That was the cause of a partial collapse of a Federal Building in miami in 1974. Ive seen up and down the coast hundreds of building where you have concrete problems. It could be a building or a dam or sea wall. These kinds of things happen if not tended to. Reporter and our thanks to tom foreman. Now my next guest is an internationally recognized structural engineer. Hes the author of a book, buildings fall down. Its unclear the cause for the collapse. What is your reaction to the fact there were signs three years ago . [ indiscernible ] sniets its almost unconscionable. [ indiscernible ] causing the concrete to pop out around the reinforcement. Those kinds of things are really dangerous and should have been Warning Signs that something should have been done earlier. So there were you would consider these to be Warning Signs in that report. Absolutely. Everyone i mentioned of this, too, agrees that no one should wait three years after receiving a report like this. Would that be the cause of the collapse . The cause we wont know for quite a while, but it certainly is a very strong possibility there was a failure in one or more columns because if you look at the method of failure from the videos that have been taken, the failure occurred by the center of the building suddenly falling down, the end portion of the building following suit. But the corner between the building thats Still Standing and the building that fell down, that is the area that i think caused the collapse or the area in which the collapse originated. And my colleague wolf blitzer talked to a woman last hour whose mother lives in the building and is missing. She said her mother complained about tremors when the building next door was being built. When you hear that, do you get concerned . We dont know what kind of tremors or keyed. But if they were drilling piles, firren stance, that can be quite noisy and can cause vibrations to travel through the soil to the building itself. So that could be a concern. All right.
