After days of being stuck in ankledeep mud, people at burning man could soon be headed home. Right now, the road in and out of the annual Burning Man Festival is not ready for mass exodus of people, because it is still a muddy mess. Literally Tens Of Thousands of people, cars, campers are stuck and really needing to get out soon. They have been trapped for days after 0. 8 inches of rain fell in a matter of hours. Now, it might not seem like lot, but for that area, that is typically what falls in about two to three months. Each year, more than 70,000 people who call themselves burners, they descend upon the Nevada Desert, and this is a festival that thego goers wont soon forget. Camila bernal has the latest. Reporter we are waiting to hear from the officials here whether the shelter in place is going be lifted, but we are starting to see some people exiting the festival. They call the exit the exodus. So what you are seeing here is some of the rvs and the cars that are making their way out of the festival, and if that shelter in place is lifted. We could see thousands of people trying to get out. This is the main entrance and exit to the festival, and we are right at the playa with the road ends and begins. People are coming out and cheering and honking because of how happy they are that they have made it out. Many, many people that i have talked to over the last couple of days, they have told me that they walked for hours, and many of them saying that they had to wrap their shoes in plastic bags and use duct tape in order to make their walk out of there just a little bit easier. We talked to people who were stuck in their cars for hours. It has been a mess, and authorities warned people, and told them to essentially portion their food, water and fuel and to be extremely careful, because a lot of the people who come here prepare for the amount of days they plan on being here, and if you extend it by one or two days, you could run low on the food and supply, and the authorities have been telling people to be careful and to just continue to Pay Attention to an nounsmentes and the weather. I will point out that every Single Person that i have talked to has told me that they will remain positive and they have had a lot of fun and making best out of a difficult situation. This is a community that has come together, and they are helping each other with food and the water and everything that they need. But again, we are waiting for the organizers to see if the shelter in place is lifted as we continue to see more and more attendees coming out of the festival. Camila bernal, cnn, Black Rock City. Hey, what if more rain fell in this area after what took place after this weekend, because unfortunately, that would lead to more problems and the people running out of a potential supplies, right . Food, water, fuel, that type of thing. But the rain came down in sheets and brought two to three months rain in a 24hour period, but the rain coming to an end, and with the live shot with camila, the sun came out, and it is going to change the clay into a harder surface, and the vehicles can exit safely and hoping to get the all clear to open it up. I love to see the positive attitude that the people have here in the playa, which you ski on space north of the empire of Black Rock City here, and 70,000 people descending there on an annual basis coinciding with the rainstorm with the dry months of august and september, but not this year, john. It is muddy, but it is drier than the last couple of days, and we got a lot more rain, and that lifted people up, and people were not going out. And we kept in, and well stocked until wednesday and thursday. Good to hear that the spirits are high. And what is the most difficult aspect of the weather and being trapped there . I would say the most difficult aspect fundamental to the problem that we have is the concept of the woop is someone who shows up nothing other than the rv and selfish indulgence and they offer nothing. Knotting to the community, and they are people who leave the city and leaving the trash and leave a crisis from which burning man might not survive. Well, we have this agreement with the bom, and we are only allowed to be here, because we do minimal impact to the playa, and when the time is rough, the burners stick it out and do what is right and make sure that the event can exist, but the people who are not burners are showing en masse, and they only party and leaving entire camp sites behind and ditching the cars, the tents and we have to clean this up. Well, i mean, there was a high profile exodus by diplo and chris rock that implanted that if the celeb tris can get out, and we can, too, and the sentiment is that we are here and having a good time and taking care of each other, and everyone has to stick it out. And i will say that i have been talking to people, and they have to leave to go to work, and all sorts of things, but what is the communication like with the organizers . So, burning man as their own radio station, and they have updates with the roads and the conditions, and in reality, it is to have star link here, and there is weather reports and the word spreads throughout the community. There is a short term funding deal to happen for now according to speaker Kevin Mccarthy, but we are joined by melanie zanona, and starting with you, where do things stand as Congress Returns from recess . Well, congress is nowhere near completing their work on the long term bill, so a shortterm patch is needed, but rahel, even that is complicated. They have not decided what if anything is going to be attached to the shortterm funding bill. The white house has requested 40 billion for Disaster Relief and ukraine funding, but it is not yet clear if the republicans are going to be okay with linking two issues together, because the conservatives in the house want to see the disaster aid separated from the ukraine funding. That is one of the several demands that the conservatives are laying out in the funding fight. They also want to see the house start a biden impeachment inquiry, and boost the Border Security as part of the cr, the short term funding bill and parts of the Department Of Justice defunded, and all of the very unlikely to happen, but it is showing you the challenge that speaker Kevin Mccarthy is facing. I think that republican mike simpson who serves on one of the key Spending Panels summed it up perfectly. He told me that if he, as mccarthy, works with the democrats, they are obviously not going to do it for free, so it is a compromise and find a resolution introduced on the floor to vacate the chair which is a reference to a procedural tool to allow any Single Member to oust the speaker, and the conservatives have threatened it in the past and threatening to do it again if they dont get their way on the spending, and mccarthy is threatening that again, and he held a Conference Call with the republicans, and they told myself and my colleague manu raju to hold their power when the bigger fights come. But there is no indication of what will happen with that. And so, now, what is the mccarthy saying to play the long game, and get this done in the short term, and fight for the priorities in the long term, and is that enough to placate some of the hardliners . Well, i mean, that is what mccarthy is going to try to do, but he is very aware on the other hand, that there are red lines that democrats wont pass here, and that he really cant pass. You have to remember also that this is not, there is a split not only among mccarthys conference, but on republicans in general, because the Senate Republicans are interested in keeping the ukraine aid from any Spending Package and that pressure is going to play a major role in whatever deal comes about, too. And mccarthy has gotten out of straits like this before, but it is not an ideal situation for him. And melanie, let me bring you back into the conversation and remind us what is at stake here politically for Kevin Mccarthy if he is not able to thread this needle that he appears, that hell have to in order to get it done, but also keep the members of the party happy. Yeah, mccarthy is really stuck in the middle here. The choice right now is to either placate the conservatives but risk a Government Shutdown on his watch, which he does not want to happen, or he going to work with the democrats and the Senate Republicans who have looked at this aid, and risk ouster. And if the government shuts down they will also have to halt all of the investigations into the biden administration, and of course, the conservatives want to investigate and impeach biden and he has a way to dangle that in front of them, and keep them on board, but they are not buying it. And he want to incentivize the hardliners with the impeachment inquiry, and is that enough or effective . Well, probably, because you can see what the incentive is looking like here. On the one hand, you moving forward to some extent which is impeachment and investigation, and on the other hand Government Shutdown which have not helped the conservatives at all. And the shutdowns have shown approval plummeting. And so it is clear of the argument, but it is hard to see whether the conservatives are going to buy it. So much to watch in the weeks to come.
