It is not a question of if a shutdown will happen, it is how long will it last. Kevin mccarthy could not even deliver a Spending Bill to be rejected by the senate. This afternoon 21 House Republicans voted against a bill he put forward and now will he cut a deal with democrats to get the government up and are notting and risk losing his job or will he make a sacrifice to prevent the Government Shutdown and help federal workers keep their paychecks. And New York City under a State Of Emergency, more than a months worth of rain in a few hours creating a life threatening situation. Plus major arrest in the murder of rapper tupac shakur 27 years after he was gunned down on the. This afternoon Kevin Mccarthy suffered another embarrassing loss as his caucus failed to pass a bill to keep the government open. Just under 32 hours left for any kind of deal and the reality is bleak. The Senate Already put together a bipartisan deal to try to avoid a shutdown but House Republicans threw cold water on that plan. And you might be thinking wait, didnt democrats, republicans and the white house agree to a budget deal earlier this year . Yes, they did. But Speaker Mccarthy then walked away from that deal because of pressure from his right flank. So where does that leave us now . More than 3 million federal workers and active duty troops will immediately feel the effects of any shutdown. Some federal employees will have to stay on the job without getting paid. Others will be furloughed. Union leaders say many of these workers live paycheck to paycheck and there could be drastic impacts across the can un. Hundreds of tsa agents called out from work in the 2019 shutdown leading to significant delays. And Government Agencies might have to stop inspecting some food and drinking water. Low income families could lose access to the government assistance upon which they rely for food. But do not worry, your members of congress will continue to be paid. I do not want you to worry about them. Members of Congress Make 174,000 a year. Speaker mccarthy makes 223,500 a year and those paychecks will keep coming. U. S. Service members, no, border patrol, no. Capitol police, no. And some are acknowledging how this might look to you. Very much a critic of our work ethic here in washington, d. C. You know, we start meetings around 10 30 and take a couple hours for lunch. And kick out at about 4 30. And then tell america weve been working hard when they have been working all day and frankly it disgusts me. Melanie zanona is live for us on capitol hill. Speaker mccarthy is huddling with republicans Behind Closed Doors right now about what comes next. Reporter jake, Kevin Mccarthy is the only one who knows the answer to that question because even his own Leadership Team tells us that they are in the dark about what the next steps are here. But my colleague did catch up with Kevin Mccarthy a bit ago and he said that it is not the end yet, i have other ideas. So presumably Kevin Mccarthy will reveal the Mystery Ideas during the closed door meet which go is just getting under way. But the reality is he does not have a lot of options because he is still refusing to work with senate democrats. That is something that his hardliners have warned that if he reaches across the aisle, they will force a vote to remove him. And then weve also seen that his effort to work just among republicans has yielded little to no results. They defeated this bill on the house floor today with 21 republicans voting against it, that is a pretty sizable block of republicans who were against this short term cr that was already loaded up with conservative priorities. So it is a question of what comes next. Were hearing that some lawmakers are pushing for them to stay in session, to keep voting on the long term Spending Bills, but again, those are going nowhere in the senate and would do nothing to avoid a Government Shutdown now just one day away. Melanie zanona, thanks. In a moment ill speak to the leader of the union for hundreds of federal workers, but first lets bring in Congressman Ken Buck. Thanks for being here. So House Republicans are meeting right now as we speak, a meeting that your House Speaker convened. You voted against the bill in a Speaker Mccarthy put forward. Why . Simple. We have to stop the pattern that weve been on for so long. Every year we end up with a bill right before a shutdown or right before a default on a debt ceiling. Im voting to make sure that we pass all 12 Appropriations Bills. We meet with the senate, we agree on those 12 and move forward. The idea that group of four leaders on either side of the Capitol Building can come up with Spending Bills without the input of 435, 535 members is just wrong. So what do you think mccarthy is telling the House Republicans right now and what would you say to him if you were there or when you go there . I think that this was a noconfidence vote. This was a vote where people didnt have faith that Kevin Mccarthy was going to do the right thing. We passed a bill on the debt ceiling. He went and negotiated a significantly higher number with president biden. People dont have faith when it comes to time to negotiate he will do the right thing with senator schumer over in the senate. So right now i believe he is telling republicans that well go to work for the next few week, well pass as many Appropriations Bills as we can and well deal with the shutdown towards the end of next week sorry, the following week before federal workers will receive their paychecks again. So he is saying the government will shut down and then well just keep doing the Appropriations Bills and keep sending them to the senate . I know that is what hes saying. And what is sad, we knew this was happening in june. We could have started passing Appropriations Bills months ago. We didnt need this brinksmanship we have. And it is a weird situation we have here because even if what you voted against had passed the house, the senate was not going to vote for it, the senate was not going to take it up, so just a weird ckabuki theater. And now he has nothing. But what is your message to the private in the and he were, anyone who makes 23,000 a year, who now wont be made until you and your colleagues get your act together . She just got her last paycheck and t until the Government Shutdown is over. But she wants to be paid and she needs to be paid for do her job . And she will be paid october 13th because the shutdown will be over. And what is more important is that when it is time for her to receive Social Security, it will be there. When it is time to receive medicare, it will be there. And when it is time to pay back this 36 trillion of debt that well have at the end of the next year, well do it in a responsible way. But the solution to the bigger problems that you are talking about, you and i have talked about this before, the idea that as a government, we spend more than we take in. The idea that some other people are voting against the bill because of the mess at the border, that there is a border crisis. Lets just positive i that that true. This situation is not helping to solve either of those problems, this Government Shutdown. What needs to be done is democrats you need ten democrats in the senate to stand with you on something and pass that that will then force their hand and then force president bidens hand. To me, jake, it is more of an institutional solution that we need to look at. We need to make sure that every committee has a Sub Committee that is looking at spending in those agencies. We need to actually address the Elephant In The Room and not just because im a republican, but the Elephant In The Room that these Social Security and medicare are costing us so much. We have avoided those tough issues because were afraid of what the voter will do in the next election. We cant keep avoiding those issues. Matt gaetz your colleague from florida says he will force a vote on ousting the speaker, Kevin Mccarthy, next week. There is a lot of talk out there about other possible replacements like tom emer of minnesota and others. If he offers a motion to vacate, to get rid of speak are mccarthy, would you vote to support that . I think a lot of people voted today as i said earlier as a vote of no confidence. I will not support something until i see what will happen in the next five, six days. So in other words you think the 21 votes against this bill were essentially 21 votes no confidence against mccarthy, but you cant you wont commit to voting against him until you maybe know who the replacement would be . I want to know what his plan is. And just doing more Appropriations Bills is not the plan. What is the cr going to look like. If he passes what the senate sends over that has various aid packages associated with it, that is something that he will need democrat help for and that will be a strike against him. Ken buck, thanks so much. Lets bring in everett kelly, president of the American Federation of government employees, the union that represents 750,000 u. S. Government workers from the nurse at the local v. A. To the park rarng at your national park. So mr. Kelly, you just heard Congressman Buck Say that he thinks republicans will let the government shut down and try to get a deal to reopen it before federal workers miss a paycheck by october 13th. What is your response . I think that is absurd. Because i think there is no reason why the government has to shut down. I remain hopeful. I think that it is likely, i believe that, but i also think it is avoidable. I think that Congress Need to get their act together and get a bill passed and get funding for this country because i dont think that it sends a message to the rest of the world that our congress cannot get themselves together and fund the government which is the Riches Cot Country the world. Explain how the shutdown will impact your members because youve been through this a few times. Absolutely. You know, i have to think about the members that i represent. I think about last night i had a call with thousands of members. And they was talking about the types of issues that they would face if and in the event of a Government Shutdown. Such as i talked to one particular person about they were a single mom. And they said now i got to go and explain to my children that i would not be able to do the things we had planned because the government is going to shut down. I talked to one particular Law Enforcement officer who makes less than 50,000 a year, has five children. And says i cant see how if i miss one paycheck how ill be able to adequately care for my five children. It is just more and more of this type of thing that we keep hearing over and over again. When you see federal employees shedding tears because they know what they went through the last shutdown, you know, it is a terrible feeling for me. I genuinely care. And i want to make sure that we make the whole country aware of the fact that this government do not have to shut down. My mom was a nurse at the v. A. In philadelphia. Tell her thanks for me. And the other thing is, like a lot of people well, they probably know that these are not highly compensated people in a lot of instances. Absolutely. As a matter of fact, some of our members make on average of about 34,000 a year. And our people the people that i represent are not different than the rest of the u. S. 60 of the American Workers live from paycheck to paycheck. 60 . And our members are no different. They live from paycheck to paycheck and one missed paycheck can mean a lot. Now the car that is repossessed, it can mean conviction or all sorts of things and i ask congress to imagine this for themselves. Payday come but there is no paycheck. And if there is no paycheck, in some instances there is no food to put on the table. And in some instances the cupboard is bare. And that is something that i think Everyone Needs to think about. No paycheck, no food. Human cost of this. Everett kelly, thank you so much. The republican frustration is getting louder. And another name they are blaming and it is not Kevin Mccarthy. Well talk about that. And the first guilty plea in one of the major cases involving donald trump, this is the Fulton County case alleging a conspiracy to steal georgias electoral votes. Were back in a moment. He h. The very First Defendant has pleaded guilty in the Georgia Election subversion case. Scott hall today agreed to take a deal with prosecutors. Pleaded guilty to five counts in the case. Nick valencia is joining us live. What exactly is hull admitting that he did . Reporter he is the former bail bonds man who was accused of itllegally going in a restricted area as part of the scheme to prove that there was widespread voter fraud in georgia. And just a moment ago in an impromptu hearing, he entered this guilty plea admitting that there was a factual basis for the charges against him. He admitted to five counts. He was charged with seven. He admitted to five. All of them are misdemeanors, each carries 12 months of probation. So he will be on five months of probation as well as face 5,000 fine. There is also several other conditions as part of this, he wont be allowed to communicate with other defendants, that is part of it. He will have to write a letter of apology and as well as 200 hours of community service. But this is very big news for a case that weve been watching closely the last several months. This is the first person to turn himself into the Fulton County jail after the sprawling indictment was leveled by the district attorneys office. And now the first person to take a plea deal and cut that deal with the Fulton County district attorneys office. Nick, thank you so much. Elie honig is joining us. Are you surprised already a guilty plea in the case . Well, it is quick to get a guilty plea. Definitely a win for the Fulton County district attorney. But when you charge 19 defendants at once, this is what happens. They start taking care of their own interests. They start taking pleas. They start turning on each other. And i think the big question here, in the course of this deal that he has struck with prosecutors, will he agree to testify. Tippic lin you see this kind of consideration given when someone is looking at prison time as scott hull was, that involves testifying. And the person who needs to be most worried about this is Sydney Powell because scott is charged in the scheme to access voting equipment. And Sydney Powell is also charged in that count. So if he is providing testimony, then she is going to be implicated. And i would think that being the First Defendant to agree to a deal with prosecutors has its advantages. Absolutely. We prosecutors always tell defendants in a multidefendant case like this, first one in the door gets the best deal because you need that information. Buyer. And when you have nobody cooperating, you need them most. So here scott stands to get the biggest benefit because is he providing them with that first break into that world of information that they need to know. All right, elie honig, thank you so much. Lets go back to our Politics Lead and the dysfunction in washington. Even worse than what you are used to. Were less than 32 hours away from a likely shutdown of the u. S. Federal government and the hole Speaker Mccarthy dug for himself seems to be getting deeper. Hat matt gaetz is now reaching out to House Democrats to help him oust mccarthy as speaker. Politico reporting that he is told were not planning on saving mccarthy. Lets bring in our panel. Lonnie, Congressman Gaetz reaching out to democrats to oust mccarthy. He was threatening to oust him if he worked with democrats. An unhll Holy Alliance that been created. This will be the shutdown over nothing. And matt gaetz has basically decided that he will shut it down because he feels like shutting it down. Not like they are getting concessions or getting close to policy aims. This is really just with the ambitions of few people do more so that more people recognize who they are and now reaching out to democrats, not even moderate democrats, but Progressive Democrats mind you to oust the only person who probably could do
