This is a try for the fourth time in less than a month. Senior republicans tell cnn that they do think that louisiana congressman and the nowrepublican nominee for speaker, if you will, mike johnson, they do believe they can win the gavel on his first try. Johnson is the latest lawmaker tapped to fill the job that has been vacant now for 22 days. In those 22 days there have been 14 candidates, four nominees and three floor votes. If johnson, if he is elected, johnson would be the least experienced and thats not a subjective call either and its the resume of the past speakers and the least experienced House Spooker speaker in recent history. The question on everyones minds right now is can mike johnson do what steve scalise, jim jordan and tom emmer could not . Cnns manu raju has all of the answers on capitol hill. First and foremost, is the vote going to happen . Everything is so up in the air, lets just start with the basics. Yeah. I think it is widely expected that it will happen and theres growing momentum and expectation that mike johnson will get the votes today and will end this very ugly and messy period for the gop where they have been in complete disarray over the past three weeks after the ouster of Kevin Mccarthy, the First Time Ever a sitting speaker pushed out at the hands of his own colleagues and failing to get behind any speaker candidate to replace him. Three different candidates saw the Bids Collapse including another one just yesterday, but ultimately the Republican Congressman settled in on mike johnson, someone aligned with the more farright elements of his conference on social issues and fiscal issues and someone who is seen acceptable to some of the more moderate members who are just simply concerned about everything that has gone down and even if they supported and wanted Kevin Mccarthy to stay in the speakership saying they are tired and weary of the infighting and simply ready to put this chapter behind them and no governing can happen unless a speaker is elected which underscores the depth of the problem the republicans are in as the house remains paralyzed amid key issues and actions. Johnson is taking steps laying out how he would deal with the job as speaker. Just this morning sending out a letter to his colleagues detailing how he would approach some of the key issues that he would face including how to handle putting out a schedule for dealing with Government Funding which will be a central issue for him to handle as he comes into the speakership assuming he has the votes today. There is a midnovember deadline to avoid a government shutdown. How hell do with some key questions such as aid to israel, aid to ukraine. Things the white house is demanding should be lumped together and passed as one, something that could run into opposition in the republicancontrolled house, but at the moment the immediate question, will mike johnson get the votes to be elected speaker and the expectation is yes, unless things go south unexpectedly on the house floor here in about an hours time here, kate. The thing thats a bit different here, kate is that he is more aligned with his members who pushed out Kevin Mccarthy given his politics or ideology unless he strays significantly from them, he should be in line with them and it shouldnt be as big of a risk in talking to the members who are part of the Freedom Caucus and they told me yesterday and this morning that they want to give him some leeway to govern and negotiate with the democrats and theyll decide if johnson runs into the same issues that befell Kevin Mccarthy. So, scott, what lessons have been learn individual this . Republicans fully now have their act together, no Chaos Evermore . Well, thats the hope. We dont have time for chaos. We have to get the government funded and Republican Voters and donors and supporters and conservatives need the House Majority to be functioning because the speaker of the house is the republican member at the table here negotiating with democrats. There is a democrat in the whwh white house. If you dont have a funkctionin majority. I think hes very conservative and hes values oriented, but at the same time he has been someone who has said over and over again that he believes dialogue with democrats is good. Institutions must be strengthened and a civil discourse must take place. Im hopeful and optimistic that he can do what others cant and thats use this job to be a legislative mechanic and not use this job to simply be a tv pundit what some of the other folks were hoping to be. Not that theres anything wrong with tv pundits because a lot of them can be super and really nice. Super awesome, but alice, you heard what manu said that theres a sense that amongst the Republican Congress that they want to give mike johnson a chance to govern because thats exactly what got Kevin Mccarthy ousted and he tried to use leeway because he needed to govern. Has exhaustion won the day . Thats exactly it, kate. Ive gotten two texts in the last five minutes from key gop members of the house and they say the gop is tired of fighting. They feel a boxer late in the round where the arms are just tired and they are ready to move forward and they are optimistic that johnson will get the necessary votes this afternoon and they will be able to get back to what they were put in there to do which is govern and legislate and get things done and work not just across the aisle with democrats, but heck, work with republicans because that doesnt seem to be happening and if we havent learned anything else in the last 22 days or so, that we are seeing in terms of the race for the speaker and who this person will be. You dont have to be the one who has the most experience. You have to be the least hated. You dont have to be The Last Man Standing and its a heavy dose of maga. Thats exactly what he has. Hes a trump ally and he supported to overturn election result which is is ludicrous in and of itself. Trump has been working behind the scenes to uplift people who have been supportive and he has that going for him and johnson himself doesnt have a big legislative record. He has been really someone who has been behind the scenes, for the most part, but the key to him is people dont know a lot about him because he hasnt done a lot and therefore he hasnt created a lot of enemies and what were seeing that is going to be to his benefit as they make those votes today. Scott, what about alices Point On Donald . Donald trump spiked tom emmer yesterday. Emmer who voted to certify the election and it seems as though House Republicans are saying we cant have someone who said the answer was legitimate as House Speaker. That was the only thing going into this. Certainly trumps spiking of emmer was not up expected and they had been telegraphed for several days and i guess theyd never had a super close relationship and the same could not be said by johnson. Hes been a very vocal supporter of trump and he was part of trumps first impeachment theme and johnson was one of the most vociferous people on tv defending him and trump saw it and put him on the team and obviously, they have a little bit of a relationship going back, but the reality is thats where most of the republicans are. Not all of them, but most of them and its where the republican grassroots are, and even if they dont have much about him today, and getting trumps seal of approval is going to go a long way to making them believe that this is going to be a right answer. Regarding leash, i think theyll give him latitude to operate and jim ord jordan and others will able to make the hump over again. Am not confident of that. The senate wants to link aid to israel among other things that have been proposed and we have heard clearly, there are so many republicans that have no appetite for that. Including mike johnson. The shells going into gaza. We watched some of the Artillery Firing them and we have seen and heard missiles impacting on gaza and seeing the huge plumes of smoke from just outside and seeing idf forces and armored personnel vehicles heading closer toward the border fence with gaza and not an incursion, per se. All of the military activity going on to strike hamas targets inside of gaza. The civilian casualties that accompany all of that and it remains in place and a Ground Incursion, as you say, doesnt feel imminent and you can get that from the relaxed checkpoints that weve been seeing close to gaza today, but by by means of Artillery Strikes and Missile Strikes, this is still pressure on hamas as these negotiations continue because theyre all Pressure Points. The lack of fuel is a Pressure Point on hamas. Hamas wants a humanitarian pause, wants the humanitarian aid. These are all Pressure Points, but the military is and the actions of the idf is yes, still in place and pressuring ham abu but i would not expect tonight to see a Ground Incursion. I want to start outside of israel with a meeting that took place in beirut over the last 24 hours and it involved hasa nasrallah, the head of hezbollah, the shia Militant Group that operates in lebanon and political leaders from hamas and islamic jihad. This was a meeting that was covered. They pub licized the picture there and they wanted the world to see. What message do they want to see . Theyre sending a message of a united front that if israel invades on the ground into gaza that israel could face Military Action from hezbollah in the north. At the same time current and former israeli officials ive spoken to believe that hezbollah is trying to look like its supportive of whats going on in gaza without triggering a fullscale israeli invasion. They dont want to the have to go that far. They are aware of the fact that there is u. S. Fire power now in the region that could help knock out some of their missiles if they start raining missiles down on to israel from the north. So talk to me more about that because we obviously have seen, we have seen explosions around the lebaneseisrael border which is right there and we have seen firing back and forth, tanks and what not. You just said hezbollah, what you are hearing, might be willing to only go so far. Why . What doesnt hezbollah want . Well, theyve got Something Like 150,000 missiles, some have been very sophisticated, but once they start firing it almost certainly triggers an israeli Ground Invasion, and because they waited, that they didnt do it right around october 7th when the horrific hamas Terrorist Attack was launched on israel, israels now had time to prepare at that border. Theyve moved a number of troops there and theyve moved a number of civilians out and israel has been doing things like Hitting Airstrips in syria to keep iran from bringing in more sophisticated weaponry to arm all of the militants along the border. So hezbollah can see this from the north. The Harassing Attacks that theyve been doing thus far, what that does is pin idf forces, Israeli Defense forces, in the north so they cant go south and be a part of the gaza invasion, but its really questionable if hezbollah goes further, they know that israel will invade and also possibly launch missiles Missile Strikes on iran and no one wants to see that. Just finally, there is this issue of Fuel Shipments inside gaza. The Israeli Military says if they were to allow fuel in over the Rafah Crossing right down here then that fuel ultimately would be taken by hamas. From a Military Standpoint what are israels fears with that fuel . Well, according to israeli officials, they believe hamas has already stockpiled a lot of fuel in order to keep the war machine going and keep Electricity Running at that network of 300 miles tunnels that hamas claims to have underneath gaza, and they claim that any additional fuel would be funneled into the war machine and also they keep saying that it is hamas responsibility to take care its own people and they should use some of that stockpiled fuel to keep track of the water desalination plants, et cetera. Of course, if youre a Military Planner that means if hamas uses it for that they cant prosecute israel. If they dont Get Fuel Hospitals will have to close down. Kim dozier, thank you very much.
